Former Officer Jeremy Rose Charged with Sexual Exploitation of Minor

Former Tremonton police officer Jeremy Rose has been charged with 15 offenses in the collection of thousands of photos of a teenage girl in various stages of undress.
 

Rose was arrested and booked into the Box Elder County Jail Thursday, said Utah Attorney General's Office spokeswoman Missy Larsen, and is scheduled for arraignment April 7 before 1st District Judge Ben Hadfield.

 

Rose, 37, is charged with nine counts of sexual exploitation of a minor, a second-degree felony, and two counts of voyeurism, a third-degree felony. He's also charged with single counts of dealing in material harmful to a minor, communications fraud, obstruction of justice, and stalking, all felonies but the stalking, a class A misdemeanor.

 

While employed by the Tremonton force, Rose convinced a then-15-year-old Tremonton girl to pose semi-nude for photos he said he would sell for her on the Internet and to private buyers, according to charging documents. That was a ruse in order to collect the photos for himself, the charges say.

 

He also allegedly hid a camera in the girl's bedroom to record video of her dressing and undressing.

 

Rose is being held in lieu of $145,000 bail. The case was handed off by the Box Elder County Attorney's Office last year to avoid any appearance of a conflict of interest since prosecutors there had worked with Rose for years.

 

Rose resigned from the Tremonton department in July after investigation began by the Attorney General's Internet Crimes Against Children Task Force, which was assisted by Tremonton police.

 

The case features a 15-page probable cause affidavit, a document rarely longer than a page.

It details Rose's apparent obsession with the teen beginning in early 2012 and continuing through much of last year until his initial arrest in June. Due to the complex investigation detailed in the affidavit, the charges weren't filed until Thursday by the attorney general's office.  Rose was a 12-year veteran on the Tremonton force.

 

Rose set up fake email accounts and links to a bogus online company where he told her he was selling the photos, the affidavit says.

 

He sent emails under assumed names from the fake company encouraging her in her nude and semi-nude posing for photos with Rose, as well as those she took herself and sent to the fake Internet site, according to the affidavit.

 

They told her she could make more money by wearing less clothing, one of the emails said.

Investigators were informed last June by Rose's wife that he had confessed to her and other family members, according to the affidavit.

 

The thousands of images of the minor were found on Rose's several cell phones "as well the laptop computer he was assigned through his employment at the Tremonton Police Department," it reads.

 

The document refers to Rose paying the girl $300 for her pictures and buying her an iPhone for her picture-taking.

Former Deputy Alan Brooks Accused of Secretly Tapeing Couple in Sex Act

Prosecutors charged a former Natrona County reserve deputy with seven felonies in connection with allegations that he secretly videotaped couples engaged in sexual activities inside their Evansville home.

Police say Alan Brooks, 65, wired a Curtis Street home in Evansville with elaborate recording devices and spent the past four years videotaping its residents. Court documents refer to Brooks as the property’s “manager and/or landlord.”

Authorities have confiscated hundreds of incriminating recordings, as well as “multiple hidden cameras” and “recording devices,” according to an affidavit from the case.

Brooks made his initial appearance in Natrona County Circuit Court on Friday. Prosecutors charged him with one count of intercepting electronic communications and six counts of voyeurism.

The Casper resident faces the possibility of 17 years behind bars if convicted of all charges.

Judge Michael Patchen set bond at $10,000.

Brooks told Patchen he was employed with the U.S. Department of Agriculture. At the time the crimes are alleged to have occurred, however, Brooks was also a reserve deputy for the Natrona County Sheriff’s Office. He had served in that capacity for 20-plus years.

Reached Friday afternoon, Sheriff Mark Benton said Brooks was removed from reserve deputy status on Dec. 18 — the day of his arrest. The sheriff declined to comment on the case further.

The investigation into Brooks began on Dec. 17, when a 19-year-old female resident of the house on Curtis Street told Evansville police she had discovered several holes drilled into the ceiling in the home’s bathroom and living room. The woman told police her 26-year-old boyfriend and her had then found “closed-circuit television cameras and recording equipment” in the attic, according to the affidavit.

Police say that while the couple was trying to enter a boarded-up garage at the residence, Brooks showed up and asked what they were doing.

After telling Brooks what they had found, the couple, along with a male friend, ultimately detained him and waited on authorities to arrive. While waiting, Brooks reportedly told the couple and their friend, “Just kill me,” according to the affidavit.

Investigators say that while executing a search warrant on the Curtis Street home early the next morning, they discovered several hundred VHS recordings. At least one of the tapes showed the house’s female occupant and her boyfriend engaged in sexual activity. Another showed the woman showering.

Authorities say a DVD confiscated showed the home’s two previous occupants engaged in sexual activity.

According to the affidavit, police also found a “logging/tally system very similar to an accountant’s book,” during the search of the home. The book seemed to be a who-what-when-where tally of sexual activities that had been secretly recorded, according to the affidavit.

Police also searched Brooks’ residence on West Micro Road in Casper on Dec. 18. That search, authorities say, revealed video recordings of a female bathing in the home’s bathtub. After being contacted by police, the woman in the video said she had “house-sat” for Brooks in late 2008.

In all, authorities say they found secret video recordings of six adults. None of the people in any of the recordings said they had given anyone permission to record them.

Investigators say they discovered printed e-mails that seemed to indicate Brooks is, or has been, a member of a Web site that “reveals that it promotes the downloading, uploading and viewing of still and video images of adults without their consent and/or knowledge,” the affidavit states.

According to the Natrona County Detention Center’s automated line, Brooks remained in jail Friday evening.

Sgt Timothy Richissin Faces More Charges of Voyeurism

A police officer already accused of recording women with a hidden bathroom camera, now faces more charges.

Suspended Cleveland Sergeant Timothy Richissin was charged with two more counts of voyeurism in Medina County Common Pleas Court.

Prosecutors say last year, Richissin hid a small camera inside the bathroom of the Hinckley warehouse where he ran a business.

Earlier this year, he was charged with tampering with evidence, voyeurism, obstructing official business and possessing criminal tools, after a female employee found the camera and called police.

"The sheriff's department went and did their investigation, located victim one, then they obtained computers pursuant to a search warrant, the computers were sent to Ohio BCI for analysis, and that analysis turned up the second victim," said Medina County prosecutor Dean Holman.

Richissin plead not guilty to the new charges. He also hired a new attorney to represent him.

Sergeant Timothy Richissin Arrested for Video Taping Women in Bathroom

MEDINA

A Cleveland police sergeant was suspended without pay following his arrest in connection with a video camera in a bathroom at a Medina County business.

Cleveland Public Safety Director Martin Flask said he suspended Sgt. Timothy Richissin Friday and that the officer will remain on suspension until the criminal charges in Medina are resolved.

Police say Richissin hid a small camera inside a bathroom at a warehouse in Medina County. An employee at the company found the images taken in the bathroom on Richissin's computer. Police said he invited a female Cleveland officer to work at the facility and recorded her in the bathroom. The crimes occurred in June, November and December, police said.

Richissin, of Brunswick, has been a Cleveland police officer since 1982.

He turned himself in Friday and will be arraigned at 9 a.m. Monday in Medina County Common Pleas Court. He's free on bond.

Medina County Prosecutor Dean Holman said Richissin faces charges of tampering with evidence, voyeurism, possession of criminal tools and obstructing official business.
