Officer Ronald Taylor Arrested for Assaulting Shoplifter

Internal affairs officers arrested a Bronx cop Thursday for pummeling a shoplifter he arrested at a Target store near Yankee Stadium, law enforcement sources said.

Officer Ronald Taylor, 44, faces misdemeanor assault and harassment charges for the August 2013 beat down, officials said.

Taylor was on duty when he was called to the Exterior St. Target to arrest Fernando Rios for shoplifting just after 9:30 p.m, officials said. During the arrest, Taylor allegedly punched Rios repeatedly on the left side of his face, rupturing the would-be thief’s eardrum and breaking his nose.

Rios was mouthing off to Taylor and may have spit on the officer before he was attacked, law enforcement sources said.

Taylor, who joined the force in 1999 and who has spent most of his career in the Bronx, works in the Property Clerk’s Division. He was released without having to post bail at his arraignment on Thursday morning and is expected to respond to the charges in April, officials said.

“After a thorough and complete investigation and after the true facts are revealed, my client will be exonerated,” Taylor’s attorney Craig Hayes said.

If convicted of the existing charges, Taylor would face up to a year in jail.

Rios was charged with shop-lifting, law enforcement sources said.

Officer Ronald Taylor Charged with Assault & Harassment

 A police officer in the Bronx has been arrested and charged with an alleged assault from last summer.

According to court documents, Ronald Taylor, hit a man named Fernando Rios several times in the face back in August at an Exterior Street shopping complex.

He's facing charges of third-degree assault and second-degree harassment, and is due back in court on April 25.

Probation Officer Jeffrey Collins Charged with Groping Woman

A northwestern Pennsylvania probation officer has been suspended without pay after state police charged him with groping and sending lewd text messages to a woman he was supervising.

Online court records don’t list an attorney for 37-year-old Warren County probation officer Jeffrey Collins, of Sheffield. The Associated Press could not locate a listed telephone number for Collins.

The (Warren) Times-Observer reports Collins has been charged with indecent assault, harassment by lewd communication and other crimes by state troopers in Warren.

Police say the woman reported the incidents happened between Feb. 10 and March 2.

The woman told police that Collins threatened to revoke her probation, which would put her in jail, unless she didn’t comply with his advances.

Collins wasn’t arrested. He’s been summoned to court April 2 to answer the charges.

Officer Mark Ridley Jr Released on Bond

A Muskogee police officer who is facing several felony charges was released from jail Friday after a $50,000 bond was set.

Mark Vernon Ridley Jr., 39, of Oktaha had been held without bond in the Muskogee County/City Detention Facility since his arrest last month.

Ridley was arrested after he allegedly crashed his truck into his wife’s car and kidnapped her at gunpoint.

On Jan. 31, he was charged with assault and battery with a dangerous weapon, kidnapping, forcible sodomy and possession of a firearm during commission of a felony.

Ridley was placed on paid administrative leave in December after allegations of assault, abuse, stalking and harassment surfaced.

Muskogee County District Attorney Larry Moore said Ridley had tried to commit suicide while in custody at the jail.

Larry Langley, special district judge for Sequoyah County District Court, set Ridley’s bond at $50,000 and ordered Ridley to be under 24-hour supervision with the understanding that the person providing supervision will insure that Ridley takes his prescribed medication. The judge also ruled that Ridley could not have access to firearms and was ordered to not have contact with his wife or witnesses in the case.

Langley was assigned to the case after Muskogee County’s Special District Judge Robin Adair recused himself.

In requesting a reduction in bond Friday, defense attorney Donn Baker told the judge that Ridley was unstable initially, but no longer poses a risk.

Baker said a Feb. 17 letter from a nurse practitioner at a local health facility who had evaluated Ridley proved “he is much more stable and doing a lot better.” Ridley was “not in danger to himself or anyone else,” Baker said.

In the Feb. 17 letter, Michael S. Smith, a Certified Nurse Practitioner (CNP) and Advanced Practice Registered Nurse (APRN) with Muskogee Family Care, states, “Though he was quite unstable, and even suicidal, initially upon his entry into the jail, he has now become much more stable and, in my opinion, does not represent any danger to himself or others.”

The letter continues, “Additionally, I have discussed his case with the mental health provider from Green Country Behavioral Health, who interviewed Officer Ridley, who likewise believes that he does not represent any threat to himself.”

Ridley’s father and other individuals were willing to provide 24-hour supervision if Ridley was free on bond, Baker said.

The office of Eddie Wyant, district attorney for Delaware and Ottawa counties, was named to prosecute the case after Muskogee County District Moore recused himself.

Jennifer Ellis, an assistant district attorney in Ottawa County, said the state objected to the bond for Ridley.

“Our position is one of safety” for Ridley and Ridley’s wife, she said.

If Ridley was released on bond, then the only benefit would be a “reactive situation” if Ridley violated the conditions of bond and that Ridley could harm himself or others.

“We feel the risk is just too high,” she said.

She added that the state believes that Ridley should remain incarcerated in jail or be placed in a mental health facility until the preliminary hearing.

A status hearing is scheduled for 9 a.m. Feb. 28, and a preliminary hearing has been scheduled for 9 a.m. May 16. At the conclusion of the preliminary hearing, a judge will determine if Ridley should stand trial.

Officer Victor Rodriquez Arrested for harassing 13-year-old

The Laredo Police Department has arrested one of it's own, accused of harassing a 13-year-old girl.

 Police say the cop was sending inappropriate messages to the teen.

Our Annette Garcia spoke to the chief of police about the matter.

“I’m certainly disappointed. We expect our officers to act in a certain fashion and if they don't we are going to take action against that.”

Disappointed at the embarrassing arrest of one of their own.

Ten-year-veteran officer Victor Raul Rodriguez, arrested for harassing a 13-year-old girl by repeatedly calling the teen and sending her unwanted text messages.

"It was a 13 year old and even that in and of itself is troubling.”

Authorities say the messages were inappropriate in nature and were all sent on April 1st by the 35-year-old officer who is known to the victim.

“The victim wanted the person to stop and she wanted the person to stop the harassing phone calls but they continued.”

The next day a report was filed with police.

“That was reviewed by the district attorney's office who ultimately decides what charge will be filed.”

The chief of police says the case will not be taken lightly and says their investigation is far from over.

“From my perspective this person can loose his job. But it doesn’t necessarily require a conviction I’ll leave it at that.”

Officers he says, are held to the highest standards.

“I want the community to be rest assured that the organization is one they can be very, very proud of. We’ve done a lot in the community over the last few years and years before that in terms of protecting the community and we will continue to do so.”

Rodriguez was taken to jail this morning, where his bond was set at $30,000 dollars.

He will remain on administrative duty pending the outcome of the case.

Rookie Officer Alexandru Baiasu Arrested for Assaulting Fiancee

A rookie NYPD cop was arrested in Queens Saturday for assaulting his fiancée, officials said.

Off-duty Officer Alexandru Baiasu, 27, was arrested about 10:50 p.m. at his Rego Park home after attacking his 31-year-old fiancée during an argument, cops said.

Baiasu, who was newly assigned to the Police Academy, was charged with assault and harassment, officials said.

Officer Keith Hicks Pleads Guilty to Harassing Women

A Camden police officer who served as a driver and ever-present confidant to former mayor Gwendolyn Faison has pleaded guilty to harassing women.

Keith Hicks, a 19-year veteran of the city police force, admitted Monday that twice last year he ordered women into his personal truck when he was off duty but in uniform, and touched them "offensively.''

He also admitted that he once demanded that a woman partially undress before she was processed for an outstanding warrant.

The 51-year-old Hicks, who lives in Gloucester Township, was suspended from the force in August 2009.

As a result of his plea, he is expected to be sentenced to probation and must forfeit his police badge.

His lawyer, William Buckman, did not immediately return a call.

Roseville Officers File Lawsuit Alleging Harassment of Gay Cops

"There's kinda of culture within the department..."

A culture that Investigative Sgt. Darin DeFreece, former detective Michael Lackl and Officer Ken Marler, allege fostered a hostile work environment targeting gay officers and those perceived to be gay.

"Nobody cared enough to listen," DeFreece said.

The lawsuit says Chief Mike Blair didn't stop the alleged behavior, and even retaliated against those reporting the harassment.

It names Blair, Sgt. Kelby Newton and former City Manager Craig Robinson for not turning the department around after claims first surfaced in 2007. The city disagrees.

"The city of Roseville is absolutely committed to treating every employee in our organization of every level with dignity and respect. And when we have allegations, when we have complaints that arise, we have procedures and policies in place. We very pro-actively and aggressively address those," said Megan MacPherson, spokeswoman for the City of Roseville.

A 16-year veteran, 10 of them with Roseville, DeFreece says derogatory comments have always been commonplace anywhere from the briefing to the locker rooms.

"There's a sense of permissiveness, that people are allowed to make offensive comments, make it a little bit uncomfortable for people to have an alternative lifestyle," DeFreece said.

According to the lawsuit, one captain explained that a security gate code and voicemail access with the numbers 13-69, symbolized 13 as being unlucky and 69 for it's sexual connotation. Two of the plaintiffs are married to women. DeFreece said there are several officers who stand behind them on the suit, and that most of the staff don't participate in the harassment.

"99.9 percent of the people that work at the Roseville Police Department are extremely professional," DeFreece said.

"It's a sad day," he said.

"Any regrets?" Fox 40 asked.

"That it never occurred in the first place. Those are my biggest regrets," DeFreece added. "I look forward to the day when we're beyond this, we've healed as a department."

Officer Paul Barkyoumb Charged with Harassment

The Connecticut Victim Advocate accuses a Holyoke, Massachusetts Police officer of sending her threatening text messages.

Paul Barkyoumb has now been charged with 2 counts of second degree harassment.

Connecticut State Police Trooper Karen O'Connor says the Holyoke man turned himself in to Connecticut State Police today.

"After a lengthy investigation into the allegations, detectives from the State Police Major Crime Squad secured an arrest warrant for Mr. Barkyoumb," O'Connor said.

Barkyoumb's attorney says he is adamant that his client is innocent.

Connecticut Victim Advocate Michele Cruz identified herself as the victim of harassment in a recent article in the Hartford Advocate newspaper.

She said she had been dating Barkyoumb, and he started sending threatening text messages after they broke up.

Barkyoumb is scheduled to appear in court February 16.

Ottawa Officer Charged with Harassment

Ottawa police have charged one of their own with criminal harassment in connection with a series of incidents that happened over a four month period.

Police say the 43-year-old officer has been charged with three counts of criminal harassment for events that occurred between Nov. 1, 2009 and Feb. 5, 2010.

The name of the officer will not be released in order to protect the victim's privacy.

According to Supt. Mike Flanagan, there was a personal relationship between the officer and the victim.

Police are still investigating to see whether charges will also be laid under the Police Services Act.

The officer has been suspended with strict conditions, and he will appear in court on Sunday.

Officer Michael Minor Arrested for Beating Girlfriend

A Philadelphia police officer was arrested for allegedly beating his girlfriend and threatening to kill her family.

Philadelphia Police Officer Michael Minor, 36, was arrested after Upper Darby police responded to a 911 call for an alleged domestic dispute 1:45 a.m. Wednesday at Minor’s home on the 7000 block of Clover Lane, police say.

“The officer was met by a 26-year-old female who stated her boyfriend, Michael Minor, struck her in the face and dragged her off the couch and onto the floor,” Chitwood said, according to delcotimes.com. “Furniture was broken. She said he threatened to come back and shoot the family.”

The couple has two children, Chitwood told the delcotimes.com.

The woman was brought to Delaware County Memorial Hospital where she was treated for a bruised and swollen forehead and abrasions on her neck and leg.

“The victim advised the emergency-room nurse that she was assaulted, choked, punched in the face multiple times and kicked by her son’s father,” Criminal Investigator Matthew Rowles wrote in the affidavit.

But a Fraternal Order of Police lawyer says he questions the alleged victim's story, saying it has changed at least once.

Minor was arraigned Wednesday and is being held in lieu of $50,000 bail on charges including simple assault and harassment.

Pending its review of the arrest, the Philadelphia Police Department will be assigned to desk duty when he is released from Delaware County Prison.

Officer John Lewis Arrested for the Sixth Time

Schenectady Police Officer John Lewis was arrested on Saturday night for what is at least the sixth time in two years.

Department officials tell us that they received a call at approximately 6:00 p.m. that a drunk man had left the emergency department at Ellis Hospital, hit a car, and took off.

Investigators say that that man was Lewis - a 15-year veteran of the force who has spent much of the past two years off the job.

Lewis's troubles with the department date back to 1998 when he was fired for allegedly using a racial slur; an arbitrator later reinstated him.

Since the spring of 2008, Lewis has been arrested numerous times on charges that include drunk driving, stalking, harassment, and vandalism.

In December, a Schenectady County grand jury indicted Lewis for allegedly hacking into his ex-wife's e-mail account and threatening her.

Days later, he was apparently stabbed in Berkshire County.

Schenectady Police say Lewis's termination hearing has been completed and the department brass is waiting for a final decision by an arbitrator.

City residents say that Lewis has already had too many chances.

"Police are supposed to be models for the rest of the society and, certainly, this is not the kind of model that we want to have our kids and the rest of everybody else in the city to portray so, yeah, he definitely needs to go," says Don Ackerman of Schenectady.

City resident Chuck Tillman says, "He should be thrown off the force in my opinion."

Lewis is being held at Schenectady County Jail without bail.

Officer David Barnes Charged with Perjury & Harassment

Authorities say a blogger critical of Phoenix police and an officer accused of feeding him material have been indicted on felony charges.

The Arizona Attorney General's Office says David Barnes is charged with one count of perjury and two counts of harassment and blogger Jeffrey Pataky is charged with one count each of perjury and false swearing.

Barnes is former Phoenix homicide detective and patrol officer who worked on the high-profile Baseline Killer case.

An indictment released Thursday says the two lied about knowing each other and that Barnes repeatedly harassed two Phoenix police officers who are married to each other, through an anonymous letter and e-mails.

Barnes is currently on administrative leave and could not be reached for comment. Pataky says the accusations are "absurd beyond belief" and are in retaliation for his blog called Bad Phoenix Cops, where authorities say some of Barnes' material was posted.

Officer Jessica Phillips Charged with Harassment

A Saint Paul police officer is accused repeatedly texting, emailing and leaving voicemails for another woman about sleeping with that's woman's ex-husband.

Officer Jessica Phillips was charged with two gross misdemeanor counts of harassment and one gross misdemeanor count of unauthorized computer access.

According to the criminal complaint, Phillips left a voicemail message that said "We had sex probably 10 times this month and I have actual pictures... if you would like to see them."

Phillips allegedly contacted the woman over 100 times.

The Saint Paul City Attorney has asked the Minneapolis City Attorney's Office to review the case to avoid a conflict of interest.

Officer Phillips is on paid administrative leave.

Officer Brian Decker Fired for Punching Clerk

The former township police officer fired for allegedly punching a Wawa clerk in the face last month is free on $25,000 unsecured bail after being officially charged today with assault.

Brian Decker, 33, was released from an undisclosed treatment facility Saturday morning and was transported to Ridley District Court by a relative. At 8:54 a.m., accompanied by his attorney S. Stanton Miller, Decker was arraigned on misdemeanor charges of simple assault and terroristic threats, and harassment, a summary offense.

The charges were the result of an investigation conducted by detectives from the Delaware County District Attorney’s Special Prosecution Unit.

Magisterial District Judge Anthony D. Scanlon set bail and Decker was released to the unnamed relative pending a preliminary hearing before Scanlon Jan. 14 in Springfield District Court.

Decker was off-duty at 4:33 p.m. Dec. 15 when he allegedly assaulted Monique Bronson, an assistant manager at the Wawa Food Market at 213 Morton Ave. in Folsom. The former police officer allegedly became enraged when Bronson asked him for identification during a chewing tobacco purchase.

According to the affidavit of probable cause, Decker refused to show identification or leave the store. Bronson told investigators she offered to go into the storeroom with Decker and another employee to discuss the situation. While there, Decker struck her in the head and face several times with a closed fist, the affidavit states. Bronson and a customer called 911.

Bronson was treated at Riddle Memorial Hospital for a black eye and contusions.

Shortly after the incident, Bronson gave police a statement saying that Decker had threatened her, saying, “You better watch your back,” according to the affidavit. When she asked if he was threatening her, Decker allegedly replied, “Take it any way you want it. You will be out of here soon, you and your family better watch your back”

Bronson told investigators she had two previous run-ins with Decker when she asked for identification — one in June and another in late November/early December, according to the affidavit. Both times, she alleged, Decker yelled and became agitated when asked for identification.

Hours after the incident, Decker’s gun and badge were confiscated. The married father of two was fired from the force days later.

Ridley Police Capt. Charles Howley Decker’s alleged behavior would not be tolerated, adding that it was “a sad day for Ridley Township police.”

Howley added that Decker had some personal problems, but declined to elaborate.

Two Narcotics Officers Arrested for Harassment

Two Wayne County Sheriff’s Narcotics officers were arrested after allegedly causing a disturbance in Newark.

The two, Sgt. Joseph Ayotte, an 11-year deputy, and Sgt. Jonathan Hall, an 8-year deputy allegedly went to an apartment on a personal matter while on duty and harassed the occupant until another resident called 911.

They were both arrested for criminal trespass and harassment. They were arraigned and released on their own recognizance.

The deputies also face departmental charges, and were suspended without pay until the both criminal and departmental charges are resolved. They could face termination.

Officer Nigel Hodges Waives Rights to Hearing for Assaulting Bartender

A Robinson Township police officer accused of assaulting a female bartender at closing time waived his right to a preliminary hearing Monday morning before North Fayette Township District Judge Anthony Saveikis.

Nigel Hodges, 51, a North Fayette resident, will be tried in Allegheny County Court on charges of indecent assault, indecent exposure, harassment and false imprisonment, according to court documents.

A charge of official suppression was dropped.

The incident occurred after 11 p.m. on Oct. 6 at Tavern With the Lights. According to court records, Hodges visited the bar, left, and then returned when the bartender was alone.

Hodges is accused of grabbing the 20-year-old bartender, whose name is not being released, and kissing her until she broke away. He then performed a sex act in front of her for several minutes, and asked her suggestive questions, according to a police report. He refused her repeated requests to stop. He also grabbed her hand and began sucking her fingers, according to court records.

The woman reported the incident two days later, saying she was initially afraid because Hodges is a police officer.

Officer Nigel Hodges Charged with Indecent Assault

Robinson Township officials are reviewing a criminal case against one of their police officers charged with sex offenses but haven't yet decided on what action to take against him.

Richard Charnovich, township manager, said today that the matter is under "legal advisement" but wouldn't say any more about Nigel Hodges, who was arrested on indecent assault charges on Saturday in connection with an incident on Oct. 7 at a North Fayette bar.

Township commissioners are meeting tonight and the issue will probably be discussed there.

Officer Hodges, 51, was charged with two counts of indecent assault and one count of indecent exposure, unlawful restraint, official oppression and harassment after an encounter with a 20-year-old bartender at the Tavern with the Lights bar.

In an affidavit, Allegheny County detectives said he tried to force himself on the young woman after the bar had emptied, then masturbated in front of her and grabbed her hand and sucked on her fingers.

The woman reported the incident to North Fayette police on Oct. 9, and officers there contacted county police for help.

According to the affidavit, the woman waited two days because Officer Hodges is a police officer, but a friend in whom she confided persuaded her to report the incident.

Detective Oscar Sandino Charged with Making Lewd Remarks to Prisoner

A veteran detective was arrested Friday on charges of making lewd remarks to a female prisoner, police sources said.

The suspect, Detective Oscar Sandino, 36, was sued in June by a Queens woman who accused him of sodomizing her in a police station bathroom. There were no criminal charges, the sources said.

The latest incident involved a court officer arrested for obstructing governmental administration, who accused Sandino of making a sexual remark to her while she was being moved from a holding cell on Sept. 16.

Sandino was charged with harassment and official misconduct, sources said.

In the federal lawsuit, still pending, a 29-year-old woman said Sandino - following a 2008 drug raid at her apartment - groped and sodomized her while she was in custody.

Officer Shaun Barrett Arrested for Harassment & Trespassing

A Scappoose police officer with three years on the force was arrested Friday night in Polk County on misdemeanor physical harassment and criminal trespass charges.

Polk County Sheriff’s Office deputies arrested Shaun Barrett, 45, at approximately 11:25 p.m. at the Spirit Mountain Casino, according to Scappoose Police Department Chief Doug Greisen.

Barrett had been booked and lodged in the Polk County Jail, and has since posted bail.

Greisen, who learned of the arrest on Saturday while attending a conference with the FBI in Sun River, said Barrett has been placed on paid administrative leave as his department examines details of the case.

Greisen said he will review today the Polk County Sheriff’s Office police report of the incident leading to the arrest, and said an internal affairs investigation would be launched if there is sufficient reason to believe Barrett violated departmental policies.

“We’re taking it very seriously,” Greisen said.

The Polk County sheriff and district attorney offices are pursuing criminal charges against Barrett, and representatives from both agencies said it is policy to not release police reports on pending cases.
Barrett is scheduled to be arraigned on the charges in Polk County Circuit Court on Oct. 15.

He was not immediately available for comment on this story.

Barrett came to the Scappoose Police Department after working for the Vernonia Police Department, also in Columbia County. He had additionally worked as a law enforcement officer in Columbia City, and held the position of animal control officer for Columbia County.

Greisen said this is the first time he’s ever had a problem with Barrett, and added that he was disappointed when he heard Barrett had been arrested.

“We haven’t had any other issues with him. This is the first,” he said.

Greisen said this is also the first time in his 10 years as chief he has had to place an officer on paid administrative leave.

Barrett was the subject of public criticism while working as the county’s animal control officer for his role in the shooting death of a black bear in the early 2000s that was pursued up a tree within the Scappoose city limits.
