Officer Peter Ciollo Arrested for Attempted Rape

An off-duty New York City police officer has been arrested and charged with the attempted rape of a 16-year-old girl.

Officer Peter Ciollo, 29, is accused of having sex with the teen relative at his Staten Island house on the Fourth of July.

The victim is reportedly his sister in law's sister or other immediate relative on his wife's side of the family.

Authorities say Ciollo gave the girl alcohol to drink, then let her drive his car around the neighborhood.

Then they returned to his home, where he allegedly showed her computer porn before they started touching each other in his bed.

The girl says she doesn't remember what happened next, but she told police that when she woke up, she was in the bed and Ciollo's wife had walked in on them.

A wedding notice in the Staten Island Advance says he was married in 2009.

Ciollo is charged with attempted rape, endangering the welfare of a child, sexual abuse and unlawfully dealing with a child-alcohol. He has been an officer since 2006, assigned to the 120th Precinct.

He has been suspended without pay.

Former Officer Maurice Morris Sentenced to Seven Years in Prison

A former Riviera Beach police officer who attempted to rape a woman after writing her a traffic ticket was sentenced to more than seven years in prison, according to the State Attorney's Office Friday.

Maurice Morris was convicted of attempted sexual battery by a law enforcement officer, bribery by a public servant and official misconduct.

Morris made a traffic stop October 2008 on a woman in Riviera Beach and wrote her up two traffic citations before following her home to West Palm Beach, the State Attorney's Office said.

The GPS on his police car showed that he was at her home for almost an hour and a half. The victim said that Morris tried to rape her on her couch.

Morris never turned in the victim's tickets and a jury last month convicted Morris.

Officer Lawrence Etsitty Jr Faces Sexual Assault Charges

GALLUP

Crownpoint-based Navajo Police Officer Lawrence Etsitty Jr. may face federal charges after he allegedly sexually assaulted a 26-year-old Gallup woman while transporting her to jail.

The FBI has launched a preliminary civil rights ‘color of law’ inquiry into Etsitty, according to New Mexico FBI spokesman Todd Hulsey.

“Color of law is when any government official is acting with some authority,” Hulsey said.

Additionally, Navajo Police Department has launched its own internal affairs investigation.

Etsitty is accused of stopping en route to Crownpoint jail, pulling the handcuffed woman from the cruiser and fondling her. After about 20 minutes, he turned around and brought her to Gallup, according to the victim, whose name was withheld to protect her identity.

The victim said she and her fiancé went out for dinner and drinks with more than 10 out-of-town relatives, including a designated driver, the evening of Jan. 24. When the bar closed at 1:15 a.m., the caravan continued toward Fire Rock Casino. They arrived around 2 a.m., and everyone went inside. The victim walked in about 30 seconds behind the rest, having lingered at the car to organize her purse.

As she approached the entrance she saw her fiancé and other family members seated near the buffet, but security stopped her at the door and told her she was too drunk to enter. Two security guards escorted the victim to her fiancé and family and everyone agreed to leave, so they walked back toward the exit.

“As we were walking out I noticed a cop at the door,” she said. “The cop stopped us and said ‘I need to arrest her.’”

“For what?”

“Assault.”

She said the officer accused the 5-feet-3-inch, 120 pound victim of assaulting her 6-feet-3-inch, 220 pound fiancé during their walk from the buffet to the exit.

The rest of the family thought she was being charged with public intoxication and pleaded with the officer to let them take her home because they had a designated driver, according to a relative present at the time, whose name is withheld to protect the identity of the victim.

“Usually they just let you take them home if you have a driver,” the relative said. “My first thought was: ‘At least she is safe with a cop.’ You’re supposed to be able to trust them.”

After she was cuffed and placed in the cruiser and headed toward Crownpoint, the victim said Etsitty began mumbling to himself.

“... she could hear the officer talking to himself, saying ‘should I do it, should I do it, or shouldn’t I,” according to a Gallup Police report filed a few hours later.

The victim said that 20 to 30 minutes into the drive, Etsitty stopped near “the dunes.” He pulled to the side of the road and turned off all of the vehicle’s lights. He forcibly pulled the still-handcuffed victim from the back seat of the cruiser and told her to stand against the door. She said Etsitty repeatedly asked about her boyfriend and said he liked her as he kissed her on the mouth and inappropriately touched her. Throughout the ordeal the victim wept and pleaded with Etsitty to stop.

“The whole time I was like don’t do this ... this is wrong. Don’t do this,” she said. “To me it felt like forever ... standing out there, it could have been 15 minutes.”

Afterward Etsitty agreed to bring the victim home. But when they got back into Gallup, she didn’t want him to know where she lived. So she asked him to stop and let her use the bathroom. Etsitty parked beside a Dumpster at an apartment complex and let her out.

The victim said Etsitty wanted to help her get her pants down. She asked him not to help with her pants, but to remove the handcuffs, and Etsitty did. The victim went behind the Dumpster and out of sight, quietly removed her boots and started running. When she got home she called Gallup Police.

She said that same day she was visited by an FBI agent and an Internal Affairs Investigator from Navajo Police Department.

“Internal Affairs said he may get off with a short suspension because he didn’t actually rape me,” she said.

NOPO Arrested for Raping Stepson & Stepdaughters

St. Tammany Parish Sheriff's Office deputies arrested a New Orleans police officer Thursday, accused of raping his stepson and two stepdaughters, Sheriff Jack Strain confirmed Saturday morning.

With his lawyer in tow, the 50-year-old Slidell man, a 17-year- veteran and sergeant of the NOPD patrol section, turned himself into authorities Thursday about 4:30 p.m., Strain said.

He was booked into St. Tammany Parish Jail in Covington on three counts of aggravated rape and aggravated incest, Strain said. Strain did not reveal the alleged victims' ages, but under Louisiana law aggravated rape can be charged when a victim is 13 or younger.

Aggravated rape carries a mandatory life in prison sentence if convicted.

The alleged abuse came to light when one of the children told an 'educator' about the abuse, Strain said.

An investigation was launched, and 'obviously it didn't take long to realize who (the suspect was),' Strain said.

'I personally spoke with (NOPD Police) Chief Warren Riley to tell him about our investigation,' Strain said. 'He offered any support the department can give and complete cooperation.'

The man, whose name is being withheld to protect the victims, has been suspended from the NOPD pending the investigation, Bob Young, an NOPD spokesman said.

The investigation took six weeks after the 'kids were removed from custody' because St. Tammany Parish Sheriff's Office investigators wanted to build a strong case, Strain said.

'We believe this case is just as good as any we solved,' Strain said. 'It's an incredibly unfortunate incident, but it shows how serious we are.'

Detectives investigated where other abuses occurred in the suspect's role as a police officer, but to date 'we have seen no evidence that there could be any other victims related to his job,' Strain said.

Former Sgt. Mike Rodrigues Arrested on Fourth Rape Charge

Deputies arrested former Sheriff's Sgt. Mike Rodrigues today on suspicion of a fourth rape charge, and a judge later released him on his own recognizance, according to authorities.

Rodrigues was set to be arraigned today on suspicion of three previous rape counts alleged by a grand jury. While walking toward the San Benito County Courthouse, authorities "peacefully" took him into custody, said Sheriff Curtis Hill.

The sheriff, for the second time since Rodrigues' first arrest on rape charges in December, apologized to the community and also said he's "not happy" with the visiting judge's decision to release Rodrigues after authorities charged him with the additional rape count, along with two other felony counts alleging possession of firearms and ammunition while under a restraining order.

Authorities today also charged Rodrigues on three misdemeanor counts on suspicion of violating a restraining order.

The visiting judge, from Napa County, arraigned him on the prior rape counts and released Rodrigues on the condition that he agree to turn in his passport and not leave the county, Hill said. After Rodrigues' December arrest, the suspect posted the $300,000 bail and was released from the San Benito County Jail.

"While he was on bail he continued to violate the law, including possessing a gun and ammunition," Hill told the Free Lance. "These allegations are from citizens that live and work in this community. When people hear this they'll think, 'If I did that, I would be in jail.' That's what Joe Six-Pack is going to think. I am very disappointed in the judge's decision."

Although Hill said Rodrigues was peacefully arrested, defense attorney Arthur Cantu contended otherwise and argued the case is "nothing more than a witch hunt."

If you have seven or eight deputies grabbing you and forcefully putting handcuffs on you and putting you under arrest, that by definition is an incident," Cantu said. "How dare they file new charges? How dare they file new charges? This is nothing more than a witch hunt. This is nothing more than a vendetta between Mikey and his enemies in the sheriff's department."

An investigation of Rodrigues, a 25-year sheriff's office veteran, resulted in the December indictment alleging three counts of forcible rape, two counts of unlawful sexual penetration and one count each of spousal rape, domestic violence and attempted rape.

The sheriff today said he's sorry for the Rodrigues ordeal - he apologized emphatically in December after the indictment as well.

"I want to apologize to every man woman and child in San Benito County," Hill said today. "We work to build trust in the community, and these allegations break that trust down."

Former sheriff's Sgt. Mike Rodrigues in court in January. Rodrigues faces four counts of forcible rape, two counts of unlawful sexual penetration, two felony counts of possession of firearms and ammunition while under a restraining order, and one count each of spousal rape, domestic violence and attempted rape.

D.C. Officer Arrested for Assault, Abduction, and Rape

A Metropolitan Police Department officer is in jail facing charges of attempted rape, assault and abduction after police said they caught him going after his former girlfriend.

Officer Kelvin Barksdale, a tremendously popular patrol officer on Capitol Hill, is held without bond in the Prince William County jail. Many people expressed shock at the news of his arrest, while others who witnesses the attack, including a Virginia police officer who helped stop it, said it could have been worse.

"I had pulled up at that intersection, Williamstown Drive and Old Triangle and heard all the commotion, all the screaming and yelling." A woman was fighting for her life when Dumfries police detective Mark McCoy jumped out to help. He saw a man, allegedly Barksdale, who is accused of trying to abduct his former girlfriend at gunpoint, possibly using his service weapon.

"Take her to the wooded area over here where he made the threats to kill her and her family, her children." Neighbors credited detective McCoy and others for interrupting the attack and perhaps saving the woman's life. She reportedly had ended a personal relationship with Barksdale a few days earlier.

"I mean, come on. He is a police officer. He should know better than that.," neighbor Dorothy Dye said.

44-year-old Barksdale is a much decorated, veteran officer based out of the First District Police Station. He's well-known and well-liked as a beat cop in Capitol Hill neighborhoods. It was his own department who helped Dumfries Police take him into custody. "They contacted him and at some point encouraged him to come down and turn himself in," McCoy said.

Witnesses said there was such rage involved in the assault, at first they thought the man was a stranger, not someone who could have ever cared about the person he was attacking. "There are crazy people out there in the world who don't have their head on straight. They're in law enforcement and politics and school and everywhere," neighbor Lakisha Ferguson said.

Officer Barksdale will stay behind bars until his hearing at the end of August. Meantime, he's on administrative leave from the Metropolitan Police Department.
