Allegations of rape, physical and psychological abuse and now a police cover up have been raised against the case involving a former Philadelphia cop.
Tyrone Wiggins faces charges of rape, involuntary deviate sexual intercourse and statutory sexual assault for allegedly abusing a girl over an eight-year period.
The 50-year-old former Philly police officer and karate instructor met the girl in 1995 at the Olney Recreation Center -- where he operates a karate academy.
Two years later, the girl says Wiggins drove her to Fairmount Park and demanded oral sex, according to court documents.
The girl, who's now 24-years-old, alleges that first encounter grew into eight years of sexual assault and abuse. Court documents say the girl was forced to perform oral sex, was anally raped and physically beaten.
In 2005, the then 20-year-old told police Wiggins began to punch her, court documents said. She finally came forward to Internal Affairs investigators after a co-worker found out about the attacks.
"The allegation was made in '06, it went to the D.A. in '07 and an arrest was made a few weeks ago," Philadelphia Police Commissioner Charles Ramsey said Tuesday.
Wiggins was arrested in November, a day after he retired from the police force. He had been with the department for 23 years.
"This is something that we obviously take very seriously and if he's guilty, he should do time in jail," Ramsey said.
The alleged victim apparently joined the police force after telling her story to investigators, police sources told the Philadelphia Daily News. They said Wiggins offered to personally vouch for the woman after learning of her application.
NBC Philadelphia visited the man's home Tuesday, but a person inside the home -- believed to be Wiggins -- refused to talk.
After his arrest, the man continued to operate his karate classes at the Olney center, because the police department failed to notify the city recreation department.
"As soon as you and I are finished talking, I'm going to make sure he won't be running any more programs," Recreation Commissioner Sue Slawson told the Daily News' David Gambacorta.
As of now, the woman is the only alleged victim to come forward, but Ramsey says they will obviously investigate any further claims.
The department faced allegations of a cover up after they failed to notify the press about Wiggins' arrest especially after another man in blue was paraded in front of reporters for a similar case.
Adrian Makuch was arrested and charged with prostitution and related offenses on Dec. 9 for allegedly soliciting a 15-year-old boy.
"It's my mistake not getting it out in a press release," Ramsey said. "There was no effort to hide it in any way."
City Councilwoman Marian Tasco sent a letter to Ramsey Tuesday seeking answers regarding the oversight and investigation.
Wiggins is due in court for a preliminary hearing on Jan. 14.

Officer Malaika Mebane Arrested for Having Sex with Prisoner
A Philadelphia police officer has been arrested on suspicion of engaging in sexual activity with a prisoner inside a cell, the department announced tonight.
Officer Malaika T. Mebane, 38, was charged with involuntary deviate sexual assault and related offenses yesterday and was suspended for 30 days with intent to dismiss by Commissioner Charles H. Ramsey, police said.
Mebane was working as a cell block officer in the 35th District station, at Broad and Champlost Streets in the Ogontz section, early today when a female officer saw him with a female prisoner in a cell, police said. She was seated on a bench and he was facing her.
The prisoner later said she was performing oral sex on the officer.
Mebane, who was assigned to the 39th District, joined the force in 1992.

Officer Christopher Lloyd Now Arrested for Rape
A Dolton cop caught on camera allegedly breaking a 15-year-old special needs student's nose for failing to tuck in his shirt has a troubling history that includes killing a man in a case of disputed self-defense and is now in an Indiana jail on an unrelated rape charge.
Christopher Lloyd, 38, was identified Thursday by his father Charles Lloyd and Dolton Mayor Ronnie Lewis as the officer who in May was recorded by a school security camera scuffling with 15-year-old, 140-pound Marshawn Pitts at the Academy for Learning in Dolton.
An attorney hired by Pitts' parents released the video this week, calling the incident an "unprovoked attack" on a vulnerable child. The video, which has no audio, appears to show the officer slamming Pitts against a locker, wrestling him to the ground and pinning him.
But speaking Thursday, Charles Lloyd said he had seen the video and discussed the incident with his son, who he said was "just trying to do his job as a police officer and is completely innocent."
"My son said, 'Sir, you need to tuck your shirt in,' and this boy (cussed at him and said) 'I'm not going to tuck my shirt in, you can't make me,' " Charles Lloyd said.
"That boy struck my son in the eye and broke his glasses -- he had a history of behavior issues," he alleged.
Christopher Lloyd was arrested last month and charged with sexually assaulting a woman he knew at her home in Hammond, his father said.
According to Lake County, Ind., court documents, he held a pillow over the woman's face while sexually assaulting her Sept. 14 and had previously threatened her with a knife.
Lloyd, who's being held in lieu of $110,000 bail, faces up to 20 years behind bars if convicted of rape, criminal deviate conduct, criminal confinement and sexual battery, said Diane Poulton, spokeswoman for Lake County's prosecutor.
A lawsuit filed by his ex-wife, Nicole McKinney, last summer alleges he gunned down her new husband Cornel McKinney in front of their children outside their home on Feb. 17, 2008.
A Robbins police officer at the time, Lloyd was suspended after the shooting but eventually found work with Dolton police in January, his father said.
Though an autopsy shows he shot McKinney 24 times, the lawsuit alleges, he was not charged because Chicago police accepted his explanation that he had acted in self-defense.
Chicago police spokesman Veejay Zala said details of the investigation into McKinney's death could not immediately be found Thursday, but McKinney's attorney, Rahsaan Gordon, said the latest series of allegations against Lloyd showed he shouldn't have been employed as a police officer.
"At some point, people in positions of power need to protect the public," Gordon said. "You have to ask why he was hired."
Lloyd was terminated after the incident, Lewis said Wednesday.
Dolton Police Chief Robert Fox declined to comment, citing pending lawsuits.

Officer Martin Montgomery Arrested for Forcing Woman to Perform Oral Sex
An Evansville Police Department officer recently under scrutiny from the agency's chief has turned himself in at the Vanderburgh County Jail and will face a charge of criminal deviate conduct.
Martin Montgomery, 28, was booked into jail shortly before 12:30 p.m. Bond was initially set at $2,500 cash but later lowered to $1,500 cash after Montgomery made an initial appearance in Vanderburgh County Circuit Court.
According to a police affidavit obtained by the Courier & Press, the charge stems from a sexual encounter Montgomery had with a woman while on duty. The victim told investigators it was non-consensual.
Montgomery was recommended for termination by Chief Brad Hill following an undisclosed violation of police rules and procedures that occurred June 16. A grand jury also considered criminal charges against Montgomery for that incident, though they ultimately voted not to file them.
While being questioned about the June 16 incident, police say Montgomery admitted a separate incident in which he had sex with a woman after being dispatched to a run in the 3900 block of Fulton Avenue. It allegedly occurred on March 1.
According to the affidavit, Montgomery in that case broke up a fight between two women and then agreed to take one of them home to a residence in the 2500 block of North Kentucky Avenue.
The investigator located the police run in question and learned Montgomery had responded and called off other officers, the affidavit said.
Detectives then located the woman, who identified Montgomery from a photo lineup and said he followed her into her apartment, shut the door and asked if she wanted to have sex, according to the affidavit.
Police say Montgomery asked multiple times and that the woman said no repeatedly.
"(The victim) said Montgomery approached her and put his hands on her shoulders and began applying pressure to her shoulders in an attempt to force her down," Detective Jim Harpenau wrote in the affidavit. "(The victim) said after Montgomery began pushing her down, she quit resisting, went to her knees and performed oral sex on Montgomery against her will."
According to Indiana Code, a criminal deviate conduct charge is filed when a person "knowingly or intentionally causes another person to perform or submit to deviate sexual conduct when the other person is compelled by force or imminent threat of force."
Asked why he filed a charge in this case and convened a grand jury for the other allegations, Vanderburgh County Prosecuting Attorney Stan Levco said "they are two separate sets of facts."
"I thought and I said at the time that the grand jury had a difficult case that I thought could go either way," he said.
Levco said he could not talk about the facts in the criminal deviate conduct case or why specifically he decided to file the charge.
The specifics of the June 16 incident have not been divulged. The affidavit refers to that case as a "sensitive incident ... in regards to the conduct of Evansville Police Officer Martin Montgomery."
Montgomery had been scheduled to appear Monday before the Merit Commission to appeal the chief's recommendation for termination. That hearing has since been canceled.
Montgomery made a brief court appearance Wednesday, during which his bond was lowered and his next appearance was set for Thursday at 9 a.m.
Levco said Montgomery's bond reflects his lack of a criminal record and the fact that he is not considered a flight risk.
An official at the Vanderburgh County Jail said Montgomery must appear in front of a judge before he can consider media requests for interviews.

Former Officer Robert J Pavlovich Found Guilty of Corruption of Minors, Sexual Assault

A former small-town police officer accused of molesting or propositioning more than a dozen teenage girls while on duty was convicted of several sex offenses.
A jury deliberated for about 10 hours Saturday before finding Robert J. Pavlovich Jr. guilty of charges including corruption of minors, involuntary deviate sexual intercourse, indecent assault and bribery in official matters.
Pavlovich, 40, of Camp Hill, denied the charges during the three-day trial. Asked on the witness stand whether he had sex with any of the accusers, touched them improperly or asked them to sneak out of their homes, the former Marysville officer replied, "Absolutely not."
Pavlovich said, however, that he did ask three teenage girls to meet him late at night at locations in Marysville as part of an investigation into drug activity and underage drinking. No one was arrested based on information he received from them, he said.
Several women testified during the trial that, when they were 13 or 14, Pavlovich tried to convince them to sneak out of their homes and meet him. They said they believed he intended to have sex with them.
Others testified that Pavlovich had fondled them, and one woman who has been diagnosed with a mental disability testified that she was pressured to perform oral sex on Pavlovich when she was 19.
The allegations date back to 2000, the year Pavlovich was hired. He was suspended from the force in March 2007 and later fired.
Pavlovich remained free on $250,000 bail. No sentencing date has been set.
Jonelle H. Eshbach, a senior state deputy attorney general who prosecuted the case, said she was satisfied with the verdict. Defense lawyer P. Richard Wagner and the Pavlovich family did not comment.
The victims and their families were not at the courthouse in New Bloomfield when the verdict was announced after 10 p.m. Saturday.
Marysville, a borough of about 2,400 people, is just northwest of Harrisburg.

Cpl Albert Silveri III Charged with Soliciting Sex With Children
A Pennsylvania State Police officer who allegedly was soliciting sex with children while in an Internet chat group with an undercover officer from Delaware County was arrested yesterday.
Cpl. Albert Silveri III, of Aston, was charged with criminal solicitation to rape, solicitation to involuntary deviate sexual intercourse, solicitation to statutory sexual assault, and other related charges. He was suspended without pay and was being held on $250,000 bail in Delaware County prison.
"It is certainly a sad day for the Pennsylvania State Police," Major Len Bandy said at a news conference today.
According to court documents, Silveri, 39, was using a state-issued laptop as he and the undercover officer discussed meeting for the purposes of having sex with her and her two fictitious daughters, ages 8 and 10.
Silveri, who was assigned to Troop K at the Belmont barracks in Philadelphia, joined the department in 2000 and was promoted to corporal in April 2007, according to the state police Web site. He was working as an accident reconstruction specialist.
