Officer Chris Buffaloe Faces Child Sex Crimes

A veteran law enforcement officer and noted canine handler and trainer has been charged with numerous counts for allegedly engaging in sexual activity with a 14-year-old girl.

Christopher (Chris) Turner Buffaloe, 27, of Conway, was jailed Tuesday on $1,294,000 bond and has a first court appearance in Northampton County today (Thursday).

The date of offenses, according to warrants filed in the Northampton County Courthouse, and based on investigation by the State Bureau of Investigation, range from March 1 to April 14.

The SBI investigation shows Buffaloe allegedly committed a range of crimes against the girl, from sexual intercourse to sending photos of his genitalia.

He faces the following charges:
Six counts of felony statutory rape that include alleged sexual activity with the child;
One count of indecent liberties with a child that alleges he committed and attempted to commit a lewd and lascivious act with the child;

One count of felony second-degree exploitation of a minor, a count that alleges he received and solicited material that contained a visual representation of a minor engaged in sexual activity and a picture of the child’s sexual organ. The count alleges he asked the victim to send him naked pictures;

One count of felony solicitation of a child by computer. This count alleges soliciting by means of a computer and through texting a meeting for the purpose of committing an unlawful sexual act with the child; and

One count of disseminating obscene material, a charge that alleges he sent a picture of his genitalia to the child.

Buffaloe has worked with several law enforcement agencies in Northampton and Halifax counties throughout his career, to include the Seaboard Police Department. He was named in January of 2010 at the Captain of Conway-Severn Rescue Squad, an entity that offers a Juniors (ages 14-17) program in an effort to get young people interested in becoming the next generation of EMT’s.

Officer Michael Vagnini Forced Dozens of Anal Cavity Searches Gets only 2 Years in Prison

A disgusting scandal involving police officers performing illegal anal cavity searches with the intent to “degrade and humiliate” dozens and dozens of victims has come to an apparent conclusion, which some feel amounts to little more than a slap on the wrists for those involved.

Between February 2010 and February 2012, a small group of Milwaukee officers took part in a string of serial assaults on subjects pulled off the streets.  In many cases, the officers demanded the subjects produce the drugs they assumed were being hidden somewhere on their person.  When they were not satisfied with the cooperation from the subjects, an officer would jam his hand into the subject’s underpants, touch his genitals, and insert a finger into his anus on the side of the road.  Some of the complaints stated that drugs were planted during these searches.  At least one complainant was a juvenile, and one stated that he was fingered so hard that his anus bled afterwards.

The group’s ringleader was Milwaukee Officer Michael Vagnini, assisted primarily by three other officers; Jeffrey Dollhopf, Brian Kozelek and Jacob Knight.  Although 7 officers and one supervisor were originally suspended, the four officers mentioned above were the men the district attorney felt had enough involvement to pursue legal actions against.

Officer Vagnini was the the one who directly performed the searches with his hand; the others were present and assisted with detaining the victims, holding them down, provided Vagnini cover while molested them, and then failed to report the crimes to superiors in the department.

A Pattern of Abuse

For two years the complaints piled up from the victims, with the knowledge of department superiors, including Milwaukee Police Chief Ed Flynn.  The chief stated that the department had been aware of the behavior of his officers for “a couple of years,” but waited to investigate until the department recognized a pattern.  One complainant said he notified the department of Vagnini’s abusive tactics as early as 2008.

Vagnini and his cohorts were assigned to Milwaukee’s District 5, and regularly pulled over drivers on a pretense of not wearing a seatbelt or of having darkly tinted windows, followed by searches without a legal reason, according to prosecutors.

Finally, in October 2012, city officials felt charged the officers, and the public began to become aware of the stories.  One case was described by the Milwaukee Journal-Sentinel:

In one case, a man had gone to check on his aunt’s house in the 3500 block of N. 10th St. When he came outside, his vehicle was surrounded by squad cars. Vagnini put his bare hand down the man’s pants, touched his scrotum and inserted fingers into his anus, the complaint says. When the man pulled away, Vagnini put him in a choke hold that caused him to slobber onto Vagnini’s arm. Vagnini repeatedly told him to “stop resisting” as he pulled back so hard on his neck his feet almost left the ground, the man said. Two other officers held his arms and one put a gun to his head, the complaint says.

Vagnini claimed he found crack cocaine inside the man’s anus, but the man insisted it “was not on him prior to the search,” the complaint says.

“When I got the cuffs on, he patted me down,” he told WISN-12 News. “But he rushed his hand. He rushed his hand up my butt.”

Another complaint describes a man being fingered so forcefully that his anus bled.

In another search, Vagnini conducted a traffic stop near N. 12th and W. Locust streets, the complaint says. Vagnini handcuffed the driver and asked him for “the drugs.” The defendant denied having drugs but actually had hidden drugs inside his anal cavity, according to the complaint.

Vagnini put the suspect in a choke-hold from behind, released him and then stuck his gloved hand inside the defendant’s underwear, “shoving his fingers deeply into the defendant’s butt crack and possibly into the defendant’s anus,” the complaint says.

The man was screaming, and as a result of Vagnini’s actions the man was bleeding from the anal area for several days, the complaint says.

And the stories kept coming forward.

Robert Mann, 55, contends that Police Officer Michael Vagnini stopped him as he was walking near N. 31st St. and Atkinson Ave. in June 2011 and without probable cause, pulled down Mann’s pants and put his hand in Mann’s rectum “in an unsafe, unhygienic, and intentionally humiliating fashion.”  No drugs were recovered from Mann.

[A] juveinile, identified as K.F., was 15 when he was riding in a friend’s car that was stopped by police on N. 26th St. in December 2011.  According to the suit, he was ordered out of the car before Vagnini reached into the teen’s pants, touching his genitalia and his anus while Police Officer Jacob Knight watched.

In July 2009, Chavies Hoskin, 28, was stopped while driving on N. 13th St.   Vagnini reached into Hoskin’s pants and pulled a bag of cocaine from Hoskin’s anal area, while Sgt. Jason Mucha and Officer Thomas Maglio watched.  Hoskin was charged with the delivery of cocaine.  His suit contends that the officers lied in reports, and that Vagnini also falsely testified under oath about how and where he found the cocaine.

The Milwaukee Journal Sentinel analyzed the cases of at least 13 victims as of August 2013.

Keon Canada was pulled over five times during the summer of 2011 and subjected to butt-cheek searches four times, and that officers opened the front of his pants another time. No drugs were found during any of the stops.

A plaintiff identified only as R.P. contends he was twice subjected to improper searches of his anal areas by former officer Michael Vagnini without probable cause, and the during one of stops Vagnini took his watch, despite another officer’s warning  “you can’t do that.”  R.P. said that when he went to the District Five  station immediately following the incident to reclaim his watch and file a complaint, he was denied a complaint form and his watch and warned that police would report him to the FBI.

Someone identified only as M.C.claims he was stopped and illegally searched three times in 24 hours during the summer of 2011. No drugs were found.  In December 2011 and January 2012, M.C. contends he was again stopped by Vagnini and other officers and on both occasions was struck in the face by Vagnini before being pulled out of a car, held on the ground and subjected to a forceful penetration of his anus.

The suit lists three stops of Walter Coleman and buttock searches by Vagnini, including one where Vagnini first put on rubber gloves. In most of the cases, victims said Vagnini used his his bare hands or would pull their underwear up tight, as if doing a wedgie, then use the underwear as a shield between his hand and the anal area.   The lawsuit says during the gloved incident, Coleman asked Vagnini if he had a search warrant, and the officer laughed.

James Ashford claims he was subjected to six illegal searches over a six month period starting in the summer of 2011. At one point, he, his mother and other relatives met with a District Five lieutenant to complain that Ashford was being harassed.  According to the lawsuit, the lieutenant told Ashford he should stay out of certain neighborhoods, and never acknowledged that the officers’ actions, including the warrant-less, public rectal searches, were inappropriate, or that the officers would be investigated or disciplined.
The Charges

After the long official silence, Police Chief Ed Flynn made public condemnations of the charged officers.  “Quite frankly, I’m disgusted by the willful actions by some of the officers in our Police Department.  And I’m appalled by the willful inaction of some other officers in our police department in failing to stop egregious conduct,” said Flynn.

In October 2012, the following charges were levied:

    against Michael Vagnini, 25 charges including a sexual assault charge;
    against Jeffrey Dollhopf, 3 felony counts of misconduct in public office, 1 felony count of false imprisonment, 1 count of being a party to an illegal cavity search, and 1 count of being a party to an illegal strip search;
    against Jacob Knight, 1 count of misconduct in public office and 1 count of being a party to the crime of an illegal cavity search;
    against Brian Kozelek, 2 count of misconduct in public office, 1 count of false imprisonment, and 1 count of being a party to the crime of an illegal strip search.

“Everybody involved has been on the force long enough to know better.  There’s no way you can justify it as some kind of inadvertent mistake.  The allegations are proven beyond a reasonable doubt and show inexcusable conduct,” Chief Flynn stated in a press conference.

Wisconsin law prohibits police officers from ever being involved in body cavity searches, regardless of probable cause.  This kind of abuse is delegated to professionals like doctors and nurses, according to Wisconsin Statute § 968.255 (3).  And they may be only performed after a search warrant has been obtained.

Corrections Officer John Padgett Charged with Impregnating Teen Cousin

A corrections officer in Baker County was arrested Wednesday for allegedly impregnating his 15-year-old cousin.

John Wesley Padgett, 30, was charged with lewd and lascivious battery on a person under 16 years old, a second-degree felony, according to the Baker County Sheriff's Office.

The crime was reported by the victim's mother in January, according to BCSO.

The victim, now 16 years old, was a 10th grade student when the alleged encounter occurred in August 2013.

Padgett, who is married, works at the Baker Correctional Institute Department of Corrections in Sanderson.

The alleged victim told investigators with the BCSO that she had sex with a stranger who gave her a ride home from school.

During a call recorded by BCSO, Padgett admitted to the victim's mother that he had sex with the victim, according to the offense report.

When interviewed by investigators, Padgett denied any inappropriate sexual relations, according to the report.

A DNA oral swab was taken from Padgett and placed into evidence. A test will be conducted on the child once it is born in May, according to BCSO.

After his arrest Padgett was booked in the Baker County Detention Center.

Former Officer Henry Arroyo Jr Accused of Molesting Girl

A former Key West police officer is accused of molesting a girl for more than a year.

The Florida Department of Law Enforcement said Henry Arroyo Jr., 41, turned himself in on lewd and lascivious molestation charges Monday morning.

According to the FDLE report, Arroyo sexually abused the girl when she was 10 years old and continued to do so for more than a year.

An investigation began in December after the girl, now 14, reported he had abused her.

According to the report, the girl claimed Arroyo would force her to touch his genitals.

Arroyo was being held at the Monroe County Detention Center on $100,000 bond.

Corrections Officer Byron Lee Thornton Charged with Molesting Child


A correctional officer from Santa Rosa County is accused of molesting a child. Byron Lee Thornton has been charged with lewd and lascivious acts involving a victim under the age of 12.

He was booked into the Escambia County jail Friday. Thornton was last employed at the Santa Rosa Correctional Institution.

If convicted, Thornton could face life in prison.

Officer Donald L Silcott Arrested for Sexual Battery on Minor

A veteran Jacksonville Sheriffs Officer has been arrested on charges of sexual battery and lewd and lascivious battery on a juvenile.

Sheriff John Rutherford's office announced the arrest of 47 year-old Donald L. Silcott. He was arrested at his Orange Park home.

The alleged victim is a female who was known to Silcott, but police are not elaborating on their relationship

Silcott is a 19 year veteran of the JSO, working as an evidence technician.

Silcott is being held in the Duval County Jail.

Any time an allegation or suspicion of criminal activity involving a JSO employee ccurs, the Integrity Unit investigates. They brought in our Sex Crimes Unit, and upon investigation (and working with the State Attorney's Office) determined that charges would be filed and an arrest made," said Sheriff John Rutherford.

Silcott's status with the JSO was not clear.

Officer Louis Morris Arrested for Lewd Acts with Minor


"It was very disturbing and disgusting. This person also violated their oath of office and that's something we don't take lightly. This man crossed the line," said Chief Norman McNickle, Stillwater Police Dept.

Chief McNickle says a citizen called in a tip that Louis Morris, who is a school resource officer at Stillwater Junior High was having an inappropriate relationship with a 15 -year -old girl. So he started an internal investigation.

"After they started their investigation they realized the allegations were more serious and gave rise to a criminal investigation," said Rob Hudson, Payne County District Attorney.

OSBI was then given the case and Tuesday Morris was arrested on three counts of lewd acts with a minor and two counts of rape by instrumentation. According to court documents, the 15-year-old girl used to be involved with Morris' son. She claims she and Louis Morris were going to get married and the relationship was consensual. But Oklahoma law states otherwise.

"There is no such thing as consent under 16. Another aspect of this case is that teachers, law enforcement or people employed by the school, it has a special statute that relates to the activity or relations they can have with students," said Hudson.

Morris' police powers were revoked before his arrest and Tuesday he was suspended without pay. He has the right to have a hearing about his status. The D.A. says investigating Morris has been difficult and he find this case troubling.

"It's troubling when we think our school are safe then we have someone from law enforcement that has these allegations against him," said Hudson.

Former Deputy Mark Petrina Accused of Sexually Abusing several Young Girls

Five victims have accused Mark Petrina, a former Kern County Sheriff's deputy, of sexually abusing them at his house in Bakersfield. The police have also identified three other victims who say they were also sexually abused, but they wouldn't go on the record.

According to court documents, the eight victims said they were molested over a period of several months, and sometimes years, while they were young, and just beginning puberty. Two of those victims are now adult women, who say Petrina sexually abused them when they were young, more than 30 years ago.

The investigating detective called several of the alleged victims, and each girl told roughly the same story, that Petrina would molest them in his bed, by touching and fondling their private parts. One girl reported she remembered Petrina giving her toys after the molestations were over.

Petrina was recently extradited to Kern County from Aberdeen, Wash. The Bakersfield Police Department said Petrina moved there earlier this year after he became aware of the molestation investigation.

Petrina is now retired, but as a sheriff's deputy court documents show, Petrina was primarily assigned to jail operations. He has been placed on suicide watch while being held in jail.

Petrina has pleaded not guilty to five felony charges of lewd or lascivious acts with a child under 14 and one felony count of continuous sexual abuse of a child. Those charges stem from the alleged abuse of only three of the listed victims. Petrina is due back in court for his pre-preliminary hearing on June 18. His bail is set at $270,000.

Retired Deputy Mark Petrina Arrested for Lewd Acts with Child

A retired Kern County Sheriff's deputy was arrested Thursday night in Seattle on five counts of lewd or lascivious acts with a child.

Mark Thomas Petrina also faces a count of continuous sexual abuse of a child, according to Kern County Superior Court records.

The charges were filed last month against Petrina, who was born in 1933, according to court records. Each count is listed as a felony. Two counts were for victims who were either ages 14 or 15, and three counts were for victims under the age of 14, court records show.

Petrina's alleged victims were relatives, according to a law enforcement source who spoke on condition of anonymity.

Petrina is scheduled for arraignment on Monday.

911 Operator William West Admitts to Molesting Child


SEMINOLE COUNTY, Fla.

A 911 operator was fired Monday from the sheriff's office in Seminole County and arrested for a sex crime. The operator is charged with lewd and lascivious behavior with a young girl and apparently the girl is not a random victim; it is someone he knew.

Over the years, deputies said 39-year-old William West has probably taken several calls about kids being abused. Now he's admitted to molesting a child.

For the past 9 years, West has been on the other end of the line when frantic victims called 911 for help, but Seminole County deputies said he also had a very dark secret; he was abusing a child.

"Unfortunately, it appears he was sexually molesting, inappropriate touching, making inappropriate comments for the last few years, so that's very concerning to us," said Lt. James Clark of the Seminole County Sheriff's Office.

Deputies said West admitted to molesting the girl, who he is familiar with. The victim, now in her teens, came forward and said West has been touching her for the past five years.

"We don't believe he was perpetrating these acts on other victims, these are isolated acts," said Clark.

The sheriff's office said West was once a supervisor in the 911 center, but was demoted because he wasn't showing up for work. He had also been disciplined for inappropriately using a computer. Deputies said he brought a CD full of games and tried to play them in the office.

Residents in West's neighborhood said they are shocked.

"It's sad, of course, it's sad. It's surprise me too," said Sam Filippelli, neighbor.

West is being held in the Seminole County jail on a $10,000 bond. If he does post bond, deputies say he is prohibited from having any contact with children.

Former Deputy Kyle Yates Accused of Raping & Molesting Child

A former Palm Beach County sheriff's deputy accused of raping and molesting a child gave up his right to a speedy trial Thursday, allowing more time for his attorney to work on his defense.

Kyle Yates, 38, faces three charges of sexual battery on a minor under 12 years old and a charge each of lewd and lascivious molestation and distributing obscene materials to a minor. After being confronted with the accusations in July, investigators say he fled to Texas. He was arrested in November, authorities said.

Yates has pleaded not guilty to the charges.

Sgt. Wayne Alger Arrested for Committing Lewd Act with Child

Authorities said Saturday that they have arrested a California Highway Patrol sergeant on suspicion of committing a lewd act with a young girl.

Sgt. Wayne Robert Alger, 36, of Roseville, was under investigation for two weeks before his arrest, said Rocklin Police Department spokesman Lt. Lon Milka.

Milka said the victim is younger than 14 and that Rocklin police arrested the CHP sergeant after the girl's family contacted them.

Alger works the CHP's Capitol Protection Section, which provides law enforcement for state buildings in Sacramento.

According to Placer County documents, Alger was taken into custody Friday and later released on $50,000 bail.

CHP Capt. Bob Ghiglieri, Alger's commander, said Saturday that the alleged incident occurred when Alger was off duty and was not job-related. He said Alger has been put on administrative leave, pending the conclusion of the Rocklin Police Department's investigation.

Deputy James Doyle Arrested for Lewd act with Minor

Police arrested a Los Angeles County Sheriff's Deputy on suspicion of conducting lewd acts with a 15-year-old girl.

Wednesday afternoon, detectives of the Brea Police Department and the Los Angeles County Sheriff's Department arrested LA County Sheriff's Deputy James Doyle, 45, of Long Beach. Doyle was released after posting $20,000 bail.

On June 20 at 9:30 p.m., Doyle was driving the 15-year-old girl westbound on the 91 freeway near the Gypsum Canyon off ramp in Yorba Linda, said Sgt. Bill Smyser of the Brea Police Department that also serves Yorba Linda. Doyle is a friend of the family.

As they drove, Doyle allegedly touched the 15-year-old inappropriately, Smyser said. The victim told the suspect to stop touching her, which he did, Smyser said.

After she was dropped off at her home the incident was reported to Orange County Child Protective Services who reported the incident to the Brea Police Department, Smyser said.

The victim's identity was not released because of her age and nature of the alleged incident.

Doyle has been relieved of duty with pay, said LA County Sheriff's spokesman Steve Whitmore.

“Internal affairs (for the LA County Sheriff's Department) will monitor the criminal investigation conducted by the Brea Police Department,” Whitmore said. “At the conclusion of that investigation, internal affairs will begin their own investigation.”

Whitmore said: “this incident could lead to this deputy's termination.”

Seminole Officer Charged with Sexually Assaulting Daughter

A Seminole Police officer charged with trying to have sex with his 17-year-old daughter has been fired, a tribal spokesman said today.

The 46-year-old man, who the SunSentinel is not identifying to protect the girl's privacy, had been a member of the Seminole Police Department since December 2006.

"He has been terminated as a result of the arrest," Seminole Tribe spokesman Gary Bitner said.

According to a Sunrise arrest report, the man's mother walked in on him in the kitchen of their Sunrise home Thursday afternoon and saw him grabbing parts of the girl's body.

Both the suspect and the daughter were fully clothed.

The man's mother "started to make a lot of noise and [the suspect] continued touching [his daughter] as if there was no one else in the room," the report said.

The suspect's mother phoned her other son, a Pembroke Pines police officer. He called Sunrise police.

When police interviewed the girl, she told them her father had been giving her Ambien sleeping pills over the past several years and that "after she falls asleep, she doesn't know what happens," the report said.

The girl was examined by a nurse and sent to live with her uncle.

The man was charged with five counts of using or allowing a child to engage in sex, two counts of sexual battery of a victim between 12 and 18 by a custodian, two counts of sex offense against a child over 12 and one count of lewd and lascivious exhibition.

He is being held on $25,000 bail for each of the charges except the last one, for which he's being held on $3,500. The total bail comes to $228,500.

According to public records, the suspect was a police officer in Miami Springs from January to August 2004, then in Golden Beach from July 2005 to December 2006.

He has no prior arrests in Florida, according to state records.

Officer Clarence Shepard Accused of Child Molestation


A former Evansville police officer and Vanderburgh County Sheriff is accused of child molestation.

A shocking story out of fort Myers, Florida where Clarence Shepard now lives in retirement.

The details of this incident came out Thursday night in an affidavit filed by the Lee County Sheriff's Office in Fort Myers, Florida.

The report outlines a possible sex crime involving a former Vanderburgh County Sheriff and a girl under the age of twelve.

According to that report, the victim told her mother that Clarence Shepard, 76, touched her inappropriately, made her kiss him and also made her touch his leg.

The girl told deputies the incident happened inside Shepard's house while he was showing her his wife's doll collection. The report also shows that the victim's family is friendly with the Shepards.

Following an interview with Clarence Shepard, sheriff's deputies charged him with one count of lewd and lascivious molestation and booked him into the Lee County Jail in Florida.

Shepherd served the Evansville police department for 20 years before being elected Vanderburgh County Sheriff in 1983.

He was back in Evansville just about a week ago visiting former co-workers and touring the new Vanderburgh County Jail.
