Ada County Prosecutors said Monday that former Boise police officer Stephen R. Young is accused of molesting at least 13 children over the past 30 years. He has been charged for his interactions with four specific children, but more charges are coming, Deputy Prosecutor Jean Fisher said.
He turned himself in after he abruptly retired at the end of February, and is being held on a $250,000 bond.
Prosecutors said Young is estranged from his family, including his wife and family members are cooperating with the investigation.
Boise police officials say they were not aware of any criminal investigation into Young, and Ada County Sheriff’s detectives did not begin their criminal investigation into Young until early last week — after he retired.
By Friday, detectives had established enough probable cause to charge Young with four counts of lewd conduct with a child under the age of 16 and book him into the Ada County Jail.
Boise police and the Ada County Sheriff's officials say the charges involved incidents in the past five years and did not appear to involve on-duty work.
Sheriff’s officials say all four victims — all children between the ages of one month to 21 months — were known to Young and the abuse occurred at various homes in Ada County between 2005 and 2008. None of the victims lived at Young’s home. Detectives continue to investigate the case and are trying to find out if there are any other victims.
The 58-year-old Young worked for the Boise Police department for 30 years.
Young had several assignments with the BPD, including 10 years as a school resource officer between 1995 to 2005, spending much of that time assigned to Boise High School. Young also worked as an SRO at South Jr. High School.
Young was an officer with the Boise Police Department from October 1978 until he retired Feb. 28. He was a patrol officer from 1978 to 1994; a motorcycle officer from 1994 to 1995; a school resource officer from 1995 to 2005; and a patrol officer from 2005 until his retirement.
The charge of lewd conduct is punishable by up to life in prison.
Young has no previous criminal record in Idaho, according to state court records.
Boise Police Chief Mike Masterson said Monday his officers fully cooperating with investigators from the Ada County Sheriff's office.
"Masterson also released a statement to the public on the department's Facebook Web page Monday. Here is the full text of that message:
"As a former BPD employee goes to court today on charges of Lewd Conduct with a minor, I'd like to communicate two important thoughts; first, I know I speak for all in saying our hearts go out to the alleged victims and their families.... The allegations against Mr. Young are more disturbing than I can put into words.
"Children are truly the most innocent of victims.
"Following Mr. Young's retirement, when the criminal allegations surfaced, we have cooperated fully with investigators from the Ada County Sheriff's Office.
"Secondly, it saddens me greatly that the thousands of fine men and woman who serve as peace officers risk being judged as a whole by the actions of one.
"Law Enforcement is a challenging, rewarding profession. I am reassured to know that within the Boise Police department our employees know that actions that may compromise the integrity of this profession are not tolerated, either within the ranks of officers or by their supervisors.
"My appreciation goes out to those who quietly and honorably wear the badge, who serve, lead and protect the citizens throughout Boise, Idaho and the nation. To the heroes who do not make headlines, you deserve our admiration and gratitude each and every day.
"Finally, for the victims in this case and all cases, especially those involving children, we put our trust in the investigators that they will provide the proper and necessary answers for the community. And our faith is in our judicial system that justice will be served and healing can begin for all the affected families."

Gerald Amidon Recieves $150,000 After Officer Threatens to Sodomize Him With Taser
We previously followed the case of Gerald Amidon, who sued the Boise police department for allegedly threatening to sodomize him with a taser and using excessive force in his arrest, including tasering him on the buttocks. He has now settled for only $150,000 and, despite a highly disturbing tape of the incident, the police department is able to claim no fault as part of the settlement.
While against policy, the police insisted that the officer (who also threatened to shock his genitalia) merely failed to follow guidelines — the name of the officer has not been released despite the release of the audio tape below. The officer actually states on the tape that he had already sodomized Amidon with the taser when he threatened to deliver a second shock first to his anus and then to his genitalia.
Amidon stated that on February 14th he did not realize that the men forcing their way into his apartment were officers. He tried to block the door — resulting in three officers throwing him to the ground. After tasering him, the officer threatened to sodomize the man and deliver an anal shocking with his taser.
Here is the exchange:
Officer #3: Do you feel this?
Complainant: Yes, sir.
Officer #3: Do you feel that? That’s my -
Complainant: Okay
Officer #3: -Taser up your ass.
Complainant: Okay
Officer #3: So don’t move.
Complainant: I’m trying not to. I can’t breathe.

Officer #3: Now do you feel this in your balls?
Complainant: I do, sir. I’m not going to move. I’m not gonna move.
Officer #3 Now I’m gonna tase your balls if you move again.
A minute later, this exchange occurred:
Officer #3: Okay, I’m gonna take this Taser out of your asshole now. Are you going to fight with me?
Complainant: No, not at all, sir.
A supervisor later erased an audio recording of an interview with the man at the jail and did not write a report on the use of force in the arrest. While the officers have been “disciplined,” they were not removed from the force.
Boise Community Ombudsman Pierce Murphy found that the actions of the officer were not illegal but found abuse, here. You have an officer who says that he just sodomized a suspect and threatened to torture him. That is not unlawful in Boise?
In the internal investigation , here. Murphy found that there was no threat at the time of the incident:
“At the time that he was Tased on the buttocks, the Complainant was handcuffed and lying face-down on the floor. Officer #1 was holding the Complainant’s head and upper torso down with a knee across his shoulders. Officer #4 was positioned near the Complainant’s waist preparing to search the Complainant, and Officer #3 was situated near the Complainant’s legs and feet … Based on what he observed, Officer #2 saw no need to assist Officer #1, Officer #3, and Officer #4 in controlling the Complainant. According to Officer #1, the Complainant “mellowed out” after being handcuffed.”
He filed a complaint detailing the abuse and asked for $500,000 in punitive damages.
The reported settlement of $150,000 seems a bit low given the egregious conduct and lack of admission of fault. Of course, we are not the “boots on the ground” in the case and the legal team was probably discounting for the avoidance of trial costs and appeals. However, given the response of the Police Department, I was hoping to see a more punitive element to the liability to guarantee a greater deterrent effect. If it was not for this tape, this case would never have seen the light of day.
It was the result of mediation with the judge in the federal court. It also contained a reported confidentiality agreement barring public comment.

Sgt. Greg Huerta Charged with Domestic Battery
A veteran Pocatello police officer has been suspended until he can resolve the domestic violence allegations prosecutors have filed against him.
Police Chief J.R. Miller says Sgt. Greg Huerta, a veteran of more than 20 years with the department, has been suspended with pay. Huerta, 50, was scheduled to be arraigned in one count of misdemeanor domestic battery Thursday.
Huerta did not appear, but has 14 days to do so.
Miller says the department takes domestic violence allegations seriously and has authorized a separate internal investigation.
Citing police reports, the Idaho State Journal says the allegations span several years and include verbal and physical abuse of the victim, with some of the physical confrontations leading to injuries.

Officer Garry Squires Arrested for Drunk Driving
Idaho Falls police officer Garry William Squires, who also goes by Bill, has been on the force for 15 years.
He was arrested and sentenced to three days in jail with probation.
Police officers pull over drunk drivers more often this time of year, But they don't expect to pull over another off duty officer.
"This is a very significant gap in judgement, even though he was honest about it, we can't ignore something like this, police have a special assignment that the public trusts them to take care of business with integrity," says Idaho Falls chief of police Steve Roos.
Idaho Falls police department sergeant Bill Squires is suspended from the department for three weeks- unpaid. He was arrested for *driving under the influence of alcohol about two weeks ago. Idaho State Police made the arrest.
This is how it went down, the ISP trooper was making a regular traffic stop on Saturn and Broadway when he pulled over officer Bill Squires, he gave him the breathalyzer test and with those results took him straight to jail.
Squires did not take a mug shot after he was arrested because he was immediately sited and released. Earlier that night, he had some drinks with his wife and some friends. ISP stated he was a model arrestee and the judge game him a "typical sentence."- which means, the majority of DUI cases are handled like this. He was sentenced to 90 days in jail, with 87 suspended and 18 months of supervised probation with a $500 fine.
"It's important that the public has confidence in us to take care of business. So we just want to have more transparency just so we are not questioned and people can see we are doing the right thing," says Roos.
Squires' associates describe him as an effective leader and someone they look up too. They add, it's a loss for the department.
Officer Bill Squires will be allowed to re-test for sergeant in one year. When he returns to work, his new rank will be *senior patrol officer. His pre-trial conference is set for December 29th.

Lt Troy Sallee Arrested for Drunk Driving
An officer with the Payette County Sheriff's office has resigned after being arrested on suspicion of driving under the influence and leaving the scene of an accident.
Sheriff Chad Huff says Lt. Troy Sallee was arrested late on Oct. 1.
He says Sallee resigned from the force the next day.
Huff says at the time of the arrest Sallee was on administrative leave during an internal investigation into an unrelated matter.
Huff says Sallee was a 12-year veteran of the Payette County Sheriff's office.

Man Tasered in the Butt by Boise Police Plans to Sue
A man who was tased, and threatened with tasering between his genital and anal regions plans to sue the Boise Police Department for excessive use of force.
It all started on Feb. 14 of this year. Two Boise, ID police officers were called to a possible domestic disturbance between a man — the complainant — who had in fact just been released from jail, and a woman. A 3-year-old boy was also present.
The man was tasered, and subdued, but the complaint he filed involved being tasered between his buttocks and genitals. An ombudsman's report (.PDF) of the incident was completed by Boise Community Ombudsman Pierce Murphy. The report did not mention either the names of the suspect or the officers involved, but it did highlight this exchange:

The evidence clearly proves that the Complainant was tased on the inside of his right, lower buttock. The Complainant had visible injuries there ten days after the incident. The same marks were photographed during a forensic medical examination conducted thirteen days after the incident.
Based on the preponderance of evidence, Officer #3’s second use of the Taser on the Complainant while he was handcuffed was neither reasonable nor necessary. For this reason, I have issued a finding of Sustained to this allegation of excessive force.
While the ombudsman did find that excessive force was used, he did not find that a criminal act took place on the part of the officer.
While the report indicates the officer has been disciplined, the complainant's attorney, Ron Coulter, noted that the officer is still on the job.
“I don’t think he should be back on the street, but then I’m not the chief of police. When you do things like he did I’m not sure that person’s even fit to wear a uniform.”
Coulter added that he plans to file a lawsuit, and that his client's name will be revealed then.

Former Deputy Aaron Hundersmarck Accused of Sexually Molesting Teen
A former Canyon County Sheriff's deputy is accused of sexually abusing a teen girl.
John Bujak, Canyon County prosecutor, says Aaron Hundersmarck of Nampa sexually molested a 16-year-old. He's charged with two counts of sexual battery with a 16 or 17-year-old.
According to court documents, the alleged abuse occurred in April when Hundersmarck went to the teen girl's house and expressed an interest in the girl. The mother of the teen apparently saw her daughter's hand on Hundersmarck's genitalia.
Documents later allege that Hundersmarck continued to touch the teen. He also is alleged to ask the teen's mother to have sexual relations with her daughter.
Prosecutors say Hundersmarck was a deputy with the Canyon County Jail from 2001 to 2003.

Former Officer Reuben Delgadillo Arrested for Lewd Conduct with Minor
Reuben Delgadillo, 26, Caldwell, was arrested Thursday morning in Ada County on a felony warrant issued by the Canyon County Sheriff's Office.
Caldwell Police Chief Chris Allgood said Friday that Delgadillo was an officer in the police department from early 2005 to late 2008. He said Delgadillo resigned last year.
Allgood said he did not know when the alleged lewd conduct with a minor occurred.
"The state investigated, and I have very few details," the police chief said.
Calls to the Canyon County Sheriff's Office were not returned Friday.

Probation Officer David Williams Accused of Harassment
COEUR D'ALENE, Idaho
The Idaho Department of Correction has put a felony probation officer on paid leave for the second time in two years after a probationer complained she was harassed.
David L. Williams, 42, of Coeur d'Alene, was placed on leave in July after Wanda Arrington complained he called her at odd hours, sounding intoxicated and asking inappropriate questions.
"We take those types of allegations very serious," Eric Kiehl, district manager for the Department of Correction Community Corrections Division, told The Spokesman-Review. While the Office of Professional Standards investigates Arrington's claim and decides on a course of action, Kiehl said, Williams remains on paid administrative leave, earning an annual salary of about $43,000 as a senior probation officer. Williams is responsible for supervising felons, and he has the ability to arrest probationers and parolees.
Williams has worked with the Idaho Department of Correction since 1992.
Arrington complained that Williams called and asked if her fiance was naked and what color panties she was wearing.
Kiehl said Arrington, who is on probation for felony DUI, was the only person among the 80 to 85 probationers Williams supervised who has complained. At least one other person Williams supervised may have been interviewed after a review of Williams' phone records, Kiehl said.
It's not unheard of for probation officers to call clients at all hours, Kiehl said, to check if probationers are home by curfew or intoxicated.
"I'm not saying what Dave Williams is accused of doing is a normal operation, but it does happen," he said.
Williams was first placed on leave in March 2007 after he was arrested on charges of stalking his estranged wife. Tamara Dulhanty called police after her husband allegedly followed her as she delivered newspapers for the Coeur d'Alene Press.
She told police that an intoxicated Williams was driving erratically and called her and said he was going to "do something sick."
Williams was taken to Kootenai Medical Center, placed on a mental hold, then arrested at the hospital.
The Coeur d'Alene City Attorney's Office agreed to a conditional dismissal of the charges if Williams would seek treatment.
While Williams is on leave, other probation officers and supervisors including Kiehl are handling his caseload.
"Offenders on his caseload aren't just running around wild out there," Kiehl said. "They're being supervised."

Probation Officer David Williams Accused of Harassing Client
COEUR D'ALENE
He's supposed to keep her on the right side of the law, but a North Idaho woman says her probation officer is harassing her instead.
Wanda Arrington says David Williams left drunk voice messages on her phone and tried to have inappropriate conversations with her.
The 44-year-old Coeur d'Alene woman says she received the disturbing phone calls last Thursday. Now, she wants to make sure other women aren't harrassed.
Arrington is trying to stay out of trouble. She's on probation after being charged with multiple DUIs.
"I was asleep Thursday and I heard my phone ringing at 2:26 in the morning," she says. "I got up and answered it and it was my probation officer."
But now she says the man in charge of keeping her on track abused his power. She says Williams tried having inappropriate conversations, accused her of violating her probation, and threatened to arrest her.
"When I told him I was going to put my jail clothes on, 'cause you can wear white, he wanted to know what color my panties were," says Arrington, "and he wanted to know and as soon as he found out my fiance was there, he wanted to know if he was naked."
Not only did Arrington feel her probation officer's comments were offensive, she says Williams left over a half dozen messages for her in a two-hour period. Some sounded drunk.
One saved message from 2:07 a.m. Thursday says, "Yes, Wanda, I received a call (hiccup) not so long ago from your phone, give me a call back."
The Idaho Department of Corrections declined an interview request for an on-camera interview, but officials did say the allegations of misconduct against Williams are being investigated and that he was put on paid administrative leave.
"If we violated, we have a drink, we go to jail for discrecianary time," Arrington says. "How come he can get drunk and harrass us on the phone?"
Idaho DOC officials say Williams has been a probation officer for 16 years and this is the first complaint filed against him by an offender. But court documents show williams was charged with stalking his ex-wife back in 2007.
Arrington wants make sure there aren't other victims.
"Not all probation officers are like that," she says. "I do believe that and there's going to be good and bad in everyone. I just want to make sure he didn't wrong someone that didn't deserve it."
The Department of Corrections expects to wrap up their investigation by next week.
He's supposed to keep her on the right side of the law, but a North Idaho woman says her probation officer is harassing her instead.
Wanda Arrington says David Williams left drunk voice messages on her phone and tried to have inappropriate conversations with her.
The 44-year-old Coeur d'Alene woman says she received the disturbing phone calls last Thursday. Now, she wants to make sure other women aren't harrassed.
Arrington is trying to stay out of trouble. She's on probation after being charged with multiple DUIs.
"I was asleep Thursday and I heard my phone ringing at 2:26 in the morning," she says. "I got up and answered it and it was my probation officer."
But now she says the man in charge of keeping her on track abused his power. She says Williams tried having inappropriate conversations, accused her of violating her probation, and threatened to arrest her.
"When I told him I was going to put my jail clothes on, 'cause you can wear white, he wanted to know what color my panties were," says Arrington, "and he wanted to know and as soon as he found out my fiance was there, he wanted to know if he was naked."
Not only did Arrington feel her probation officer's comments were offensive, she says Williams left over a half dozen messages for her in a two-hour period. Some sounded drunk.
One saved message from 2:07 a.m. Thursday says, "Yes, Wanda, I received a call (hiccup) not so long ago from your phone, give me a call back."
The Idaho Department of Corrections declined an interview request for an on-camera interview, but officials did say the allegations of misconduct against Williams are being investigated and that he was put on paid administrative leave.
