Ex-Oklahoma judge won't be charged with Sexual Misconduct

 A special prosecutor said he won't bring charges against a former Oklahoma judge accused of sexual misconduct with several women, including two prosecutors who practiced in his court.

District Attorney Jason Hicks confirmed last week there wasn't enough evidence to support criminal charges against former Oklahoma County Judge Tim Henderson, 63, The Oklahoman newspaper reported. Henderson abruptly resigned last year after being accused of sexual misconduct.

"In this investigation, it is crystal clear that Henderson preyed on young women whom he believed would respond in his favor," Hicks said in a statement to the newspaper. "His actions generally started with emails, text messages, and an acknowledgment that he was willing and could help them with their careers.

"It is obvious that he violated the trust of the public, and our profession, and as such should never be allowed to practice law again."

The married judge later acknowledged having a sexual relationship with two prosecutors, but insisted both were consensual. At least five women came forward during the investigation, including a sheriff's deputy.

Hicks was named a special prosecutor in May 2021 after Oklahoma County District Attorney David Prater disqualified his office.

Henderson was in good spirits after learning of the decision, his attorney, Tracy Schumacher, told the newspaper.

"This was a very expensive investigation for taxpayers that should have been conducted by the Oklahoma Bar Association," she added.

It's not clear how many criminal cases presided over by Henderson could be affected by the scandal. The Oklahoma Court of Criminal Appeals last month granted a new trial in a drug trafficking case, and a decision is expected soon in a murder case.

Henderson has presided over a number of high-profile criminal trials in recent years, including that of ex-Oklahoma City police officer Daniel Holtzclaw, who Henderson sentenced to life in prison in 2016 after he was convicted of raping and sexually victimizing women while on his beat in Oklahoma City.

Officer Deon Nunless Charged with Sexual Assault

The woman called 911, seeking help from police after reportedly being assaulted by her boyfriend.

But while police responded to the domestic violence call, one of the officers allegedly took the woman into an upstairs bedroom and sexually assaulted her, authorities said.

Detroit Police Officer Deon Nunlee has been charged in the alleged Oct. 30 assault of a 31-year-old woman. Police said DNA connected Nunlee to the assault.

“I’m troubled,” Detroit Police Chief James Craig said at a news conference Friday. “Certainly, this is the type of criminal misconduct that should never happen by any member of this department, or any department for that matter.”

Nunlee, 40, has been charged with three counts of second-degree criminal sexual conduct and one count each of assault with intent to penetrate and misconduct in office, according to the Wayne County Prosecutor’s Office.

Prosecutors said Nunlee and his partner were dispatched to an early-morning domestic violence run on the 16000 block of Asbury Park, where the woman said she had been assaulted by her boyfriend.

According to the prosecutor’s office, Nunlee took the woman upstairs and his partner stayed with the boyfriend downstairs.

“It is alleged that when Nunlee was in an upstairs bedroom with the woman, he sexually assaulted her,” according to the prosecutor’s office. “While they were alone upstairs, Nunlee indicated he would be coming back to the house later at 7 a.m.”

Police said Nunlee did not return.

According to the prosecutor’s office, the woman reported the alleged assault to police the next day.

Craig said the other officer at the scene did nothing wrong. He said that in domestic dispute situations, officers do keep parties at safe distance, but in this case, they were in different parts of the home. For officer safety, Craig said, “an officer should never lose line of sight of their partner.”

Cmdr. Johnny Thomas of the department’s professional standards bureau said that when the woman reported the alleged assault to police on Oct. 31, Nunlee was placed on administrative duties. On. Feb. 10, after results from the rape kit came back, Nunlee was suspended without pay, Thomas said.

Asked whether Nunlee denied the allegation, Thomas said Nunlee was given his Miranda warning and took his right to remain silent.

Nunlee was arraigned Friday in Detroit’s 36th District Court. His preliminary examination is scheduled for April 17.

Nunlee, who was working in the 8th Precinct, has been on the force since 2008 and previously had minor misconducts, police said.

Craig said this incident is not a reflection of the department.

“This is an anomaly. This is not what our police officers do,” Craig said. “This officer who decided to engage in criminal misconduct does not represent the 2,500 or so sworn men and women who wear this uniform.”

Nunlee is the third Detroit police officer to face charges this month.

■ On Wednesday, Detroit Police Officer Johnny Ray Bridges, 47, was charged with unlawful imprisonment, assault with intent to do great bodily harm, domestic violence and reckless discharge of a firearm in connection with the assault of a 31-year-old woman on Monday.

According to the prosecutor’s office, Bridges was off duty when he got into an argument with the woman, fired a handgun in the air and punched and kicked her in her face and body. Prosecutors said both had been drinking.

■ Suspended Detroit Police Officer Dana Bond, 41, is facing misdemeanor charges of high blood-alcohol content, failure to stop at the scene of a personal injury accident, and failure to stop at the scene of an accident with property damage. Bond is accused of driving while intoxicated and getting into an accident on Sunday. Bond was already suspended without pay at the time of the accident because she is facing retail fraud charges for allegedly stealing wine and food from stores in Detroit.

On Friday, before the news conference, Craig said the department “will always vigorously investigate any allegations of misconduct.”

Former Officer David Banks Charged with Sexual Misconduct with Child

A former Unionville Police officer was charged with sexual misconduct involving a child after Kirksville Police received and investigated claims he was exchanging inappropriate text messages with a juvenile.
David Banks, 25, was arrested at a residence in Stewartsville after being terminated from the Unionville Police Department over allegations of sexual misconduct.
According to the Kirksville Police Department, the suspect had been exchanging sexual explicit text messages and had sent at least one image to a 14-year-old female in Unionville. KPD began its investigation Thursday.
Following his termination with the police department Thursday, Banks is alleged to have left Unionville and was located at a residence in DeKalb County, where a search warrant was executed for his arrest early Friday morning.
Banks was being held in the Daviess/Dekalb Regional Jail as of Friday morning on a $10,000 cash-only bond. He was charged with the class D felony of sexual misconduct involving a child.
The investigation is ongoing and other charges are pending, according to KPD.

Captain Shawn King Demoted After Accusations of Inappropriate Sexual Behavior

A Tulsa police captain has been demoted to the rank of officer after accusations of inappropriate sexual behavior in 2008.

In a personnel order from Tulsa police chief Chuck Jordan dated Oct. 18, Cpt. Shawn King was demoted and transferred to the training division of the Tulsa Police Department until further notice.

The document states that King engaged in "inappropriate sexual behavior" while on duty and in uniform in 2008 and sent photographs of sexual activity to another employee.

A pre-termination hearing was held before the decision was made, according to the order.
King has 10 days to file an appeal.

Protective Order Filed Against Tulsa Officer Accused Of Sexual Misconduct


An emergency protective order was filed against a Tulsa police captain accused of sexual misconduct with a minor.
The new allegations come just weeks after he was suspended for sex acts on the job that happened three years ago.

Captain Shawn King says he is not ready to get into the details of the allegations made against him. But his attorney says they're false. He says it's all part of a plan by an angry ex-girlfriend to ruin King's name.

An Osage County judge granted an emergency protective order against Captain Shawn King on behalf of Keena Roberts and her minor children. The order was filed late Friday.

"What's happened today is evidence of Ms. Robert's ongoing and continuous vendetta against Capt. King since their break up," wrote King's attorney Scott Wood.

Wood says King and Roberts ended their relationship sometime in the past six months. And says that ever since, Roberts has gone to great lengths to "attack" his client.

Wood says the protective order is another example of that. But the accusations in that order are serious.

Roberts' attorney alleges that King molested one of Roberts' underage children. In the protective order, the attorney confirms that King is accused of groping, kissing and forcibly raping the child with his fingers.

Roberts' attorney alleges the incidents happened many times over a period of several years. The allegations surfaced after the child spent time in therapy.

King's attorney calls the allegations false and outrageous.

"Another example of how desperate Ms. Robert's is to wreck havoc on Captain King's life," Wood said in a statement.

Earlier this month, King was suspended a week without pay after TPD Chief Chuck Jordan says King engaged in sexual activity in his patrol car. That incident happened in 2009.

An interoffice memo from Chief Jordan's classifies the activity as "Conduct Unbecoming of an Officer."
"No allegation was made to the police department regarding any criminal activity, including activity involving children," Scott Wood said.

A hearing for a permanent protective order is set for May 22, 2012, in Osage County. But King's attorney is hoping to get a quicker hearing.

He says depending on the outcome, his client make take legal action against Roberts. As of now, Captain King is still reporting to work as a shift supervisor in the Gilcrease Hills Division.

Three NY State Troopers Suspended for Prostitution

An internal investigation into alleged misconduct has led to the suspension of three State Troopers.

A State Police press release says Titus Taggart, 41, allegedly organized parties that may have involved the promotion of prostitution. The alleged incidents happened when Taggart was off duty. Taggart is assigned to Troop T in Buffalo, which patrols the Thruway.

A NYS Police spokesman in Albany confirms for 13WHAM News that Taggart's father, Arthur, was a 34-year veteran of the State Police who retired in 1997 as a Colonel who served directly under two past superintendents.

Two troopers who are assigned to the Troop T Henrietta barracks have also been suspended without pay.

Jeremy Smith, 34, and Michael Petritz, 33, are accused of misconduct.  A State Police press release says they were not involved in organizing the parties.

The suspensions are the result of an internal investigation and the NY State Police spokesman added that a parallel criminal investigation is also underway.  He would not comment on the status of any other investigations by outside agencies.  The spokesman was unaware how many Troopers could be caught up in the ongoing investigations.

Numerous media reports have cited sources that claim the women involved were brought into Western New York from Canada.

Criminal charges have not been filed.

Captain Shawn King Suspended for Engaging in Sexual Activity in His Cop Car

A sex scandal is rocking the Tulsa Police Department. A police Captain has been suspended for engaging in sexual activity while on duty and in his cop car.

The news broke early Thursday afternoon when a document was released by Police Chief Chuck Jordan.

It says Captain Shawn King was suspended for five days earlier this month.

The document is directly from Chief Jordan to Captain King and it's addressed April 3.

It explains that King violated a TPD rule, "Conduct Unbecoming of an Officer or Police Employee."

Below the legal speak it shows what took place back in 2009.

The document states "Specifically in 2009, during first shift hours, you engaged in sexual activity while on-duty, in your patrol unit, in an area near the Tulsa zoo."

Captain King has worked for TPD for 15 years and has done interviews with Channel Eight in the past.

As of right now we believe he is back on the streets working as a Captain at the Gilcrease division.

Just to clarify this not a crime but a violation of a TPD policy.

Two New York Troopers Suspended for Prostitution

Two more New York State Troopers were suspended without pay Thursday night in connection with a prostitution investigation.

Jeremy Smith, 34, and Michael Petritz, 33, both of Troop T Henrietta, are accused of engaging in misconduct.

The investigation began in December, and kicked off with Titus Taggart, 41, of Troop T Buffalo.

According to State Police, Taggart is under investigation for allegedly organizing parties that may have promoted prostitution while off-duty.

Taggart is an 18-year veteran of the force, while Smith and Petritz have 18 combined years with State Police.

Officer Caught In Surveillance Photo Having Sex On Car: Report (GRAPHIC PHOTO)

A photo of what appears to be a police officer having sex with a woman on the hood of a car has caused an uproar in New Mexico.

Albuquerque, N.M. TV station KOB 4 and the Albuquerque Journal both identify the man as a uniformed officer.

The Santa Fe Sheriff's office released pictures to KOB in response to a public records request. The photos were taken from security footage at the Santa Fe Canyon Ranch.

Santa Fe County Sheriff Robert Garcia told the Journal that the photos were taken by a camera set up to catch graffiti taggers or other crimes.

Other uniformed policeman have been caught having sex on the job. Earlier this month, a Louisiana state public safety officer was suspended for reportedly having sex in his patrol car.

In January, a veteran officer resigned after he allegedly did the deed in his cruiser.

New Mexico State Police have not said whether the man pictured on the hood of the car will face any disciplinary measures, according to the Journal.

Former Officer Jason Laurin Has History of Misconducts

Former Police Officer Jason L. Laurin resigned under pressure in November after he was caught in an extramarital affair while on duty and then lied about it to his superiors, according to records in his disciplinary file.

Laurin had lied about other incidents during his 11½-year career and had a record of "progressive discipline" that included a reprimand and a suspension without pay in 2008, the records show.

In 2002, 2006, 2008 and 2009, Laurin was disciplined for using his police cell phone for personal calls and texts - several hundred in all, many of them sexual in nature and made while he was on duty. The 2008 investigation determined he fabricated one call to establish an alibi.

His conduct "has certainly brought this department into disrepute," an internal investigative report concluded Nov. 18, 2009.

But, when Police Chief Joe Collins issued a short press release about the resignation on Nov. 24, it said Laurin’s departure "was related to personal matters." The release said Laurin had been investigated for "a violation of work rules," and the investigation "was not related to any criminal activity and the safety of the community was never compromised."

The announcement did not mention specific misconduct or lying because, as it turned out, the Police Department had agreed to keep the details secret unless forced by legal action to share them. Even then, in response to a formal Open Records request submitted by the Herald Times Reporter, the city denied access to Laurin’s records on Dec. 30, citing protection of employee reputation, morale and the need to preserve the city’s ability to recruit quality candidates.

Faced with a possible Open Records lawsuit, the city reversed its position and made Laurin’s personnel files available to the HTR last month. Those records revealed Laurin’s disciplinary history and the events that forced his resignation, including his efforts to disguise and deny the dozens of daylight trysts that occurred once or twice a week for almost a year, sometimes while he was on duty.

Deputy Justin Oliver Accused of Misconduct

A Brown County deputy assigned to a regional drug task force is on leave pending a state investigation into allegations of misconduct with a woman who claims to be a confidential informant for him.

Bethany Selby, 19, of Mount Sterling said in an emergency order of protection filed Thursday in Brown County Circuit Court that she feared Deputy Justin Oliver might harm her or himself if she came forward about his actions.

Selby claims that during the five months she has been working as a confidential informant with the West Central Task Force, she and the deputy had a dating relationship and that they engaged in sexual acts in his police car and at his Mount Sterling residence. She also accused Oliver of pressuring her to set up a drug buy with a man she knew was not dealing drugs.

The order of protection was granted by Pike County Circuit Judge Michael Roseberry. Oliver was not present at the hearing.

Selby’s attorney, Jesse Gilsdorf, said that because there were no Brown County judges available Thursday they went to Pike County, which is the same judicial circuit.

Sheriff Tom Snowden said he learned of the allegations for the first time after they were presented in court. The sheriff placed Oliver on administrative leave with pay and the investigation was turned over to Illinois State Police. The state agency was closed Friday because of the state holiday.

Snowden declined to say whether Oliver denied the allegations when told he was being placed on administrative leave.

“I will say that these allegations are out of character for deputy Oliver,” Snowden said.

Oliver, who does not a have a listed telephone number, was unavailable Friday for comment.

Oliver will remain on paid leave “until we can validate or invalidate these allegations,” Snowden said.

Oliver has been employed with the sheriff’s department for four years and assigned for about two years to work full-time with the drug task force.

Emergency order of protections are civil proceedings, do not require proof the acts occurred and can be granted without both parties being present at the hearing.
In her request for the order, Selby contends Oliver “keeps a bullet in his car in his dashboard” and “has threatened to shoot himself with the bullet if I should ever tell anyone about our activities.”

Selby said she had a relationship with the deputy for about five months
“He has told me that if I told anyone about our relationship he would lose all of his cases and would lose his job,” she said in the court document. “This badly frightened me.”

The woman also accused Oliver of directing her to go to a man’s residence to try to buy drugs even though she told him the man was not dealing. Oliver “directed me to set up [the man] so that he could be arrested for drug dealing,” she said in court documents.

Both Snowden and Selby’s attorney declined to say how she became an informant. Gilsdorf declined to say what prompted her to seek the order of protection.

Selby has a driving under the influence case pending in Brown County and also has a previous arrest on a charge of possession of cannabis.

The temporary order could be made permanent at a hearing March 4 in Brown County Circuit Court.

Major Walt Floyd & Lt Don Repec Terminated for Making Offensive Sexual Remarks

North Myrtle Beach officials terminated the department of public safety’s interim director and highest-ranking officer in the city's public safety department, along with a lieutenant who is the head of its detective division following an investigation into allegations the two were heard making offensive sexual remarks about female co-workers and a female crime victim who is a minor.

Police Major Walt Floyd and Lieutenant Don Repec, were terminated Thursday, Feb. 4, according to a news release from the city’s public information officer Nicole Aiello.

Thursday's firings came just days after the men were placed on paid administrative leave following publication of recordings made by former public safety officer Lieutenant Randy Fisher in a local newspaper.

Smithson said during a press conference on Feb. 1 that Floyd and Repec had been asked to leave the workplace until he can talk with them and actions regarding them would be “taken as soon as the investigation is complete.”

The firings are just another chapter in the latest shakeup in the department that has been in turmoil in recent weeks in the midst of allegations of improper behavior, the possible cover-up of a criminal domestic violence case and the suspension and demotion of the department’s director.

William Bailey, the former director of the department of public safety, was placed on paid administrative leave in December following his admission he lied to the city manager about the theft of his city-issued handgun. In January he was demoted to lieutenant and placed on two weeks of unpaid suspension.

Whether he will return to work this week was left open by the city pending an investigation by SLED. The state’s investigative unit was asked by Smithson in January to investigate allegations made against Bailey regarding allegations he covered up a criminal domestic violence case. There is currently no word as to when SLED will investigate the alleged cover-up.

“Once William Bailey’s two-week unpaid suspension is completed, he will remain on leave until the city manager receives a response from SLED as to whether or not they will review the allegations that Mr. Bailey interfered with a charge against a local citizen. If SLED decides to conduct an investigation, Mr. Bailey will remain on leave until the city manager reviews the results of the investigation. Any leave taken at the conclusion of the unpaid suspension will be charged to Mr. Bailey’s accrued vacation leave balance or taken as leave without pay,” Aiello said on Tuesday afternoon.

Capt. Rick Buddelmeyer is now serving as interim director. He is a 23-year veteran of the department.

During a press conference called by City Council on Feb 1, Mayor Marilyn Hatley said City Council was “dismayed, disgusted and sickened at the content and graphic descriptions made by some of the city’s public safety employees.”

The Sun News, the local, daily newspaper, has recently written a series of news stories based on tape recordings made by Fisher who was forced to resign by city officials in November 2009.

The North Myrtle Beach Times does not have a copy of the tapes.

Hatley laid the blame for the public safety departments problem on Fisher, saying she was “disappointed and disturbed” Fisher would allow “these things to happen while he idly sat by.” She said Fisher recorded the conversations then “failed to go through the proper channels to bring these comments to light.”

During Smithson’s statement he also chastised Fisher saying he should have reported the problems in public safety but didn’t.

“I followed my chain of command in reporting what I knew. I went to Major Floyd and talked to him. I did not go to Bailey because some of the problems concerned him and his actions in the department. When Floyd took no action I went to see the assistant city manager Steve Thomas,” Fisher said.

Fisher said in his conversations with Thomas he reported his concerns about unethical behavior and unfair treatment of some employees.

In a letter to Thomas dated Aug. 26, 2009, Fisher outlined his meetings with Thomas which began on June 2. In the Aug. 26 letter he wrote, “I have many recorded conversations through the years saved on my computer.”

On Jan. 21, after his resignation, Fisher, in a letter to Smithson, offered to let him hear the tapes but requested to have a third party present. Smithson declined the invitation.

Fisher said he went through his chain of command and believed Thomas would follow-up on his complaints.

The city attorney has begun meeting with female officers and administrative staff in public safety to ensure no unfavorable treatment has occurred or is occurring now. In addition, sexual harassment and supervisory training, which had been scheduled last year, will be held in the next few weeks.

Thomas, who is in charge of training programs for city employees, said last fall he began talking with a company who provides training for the city about sexual and anti-harassment training and effective supervisory training.

“We have both of those sessions scheduled for several days in February,” said Thomas.

The city has also engaged the services of a consulting group who is currently interviewing public safety officers and others about the problems in the department.
Aiello says The Institute for Public Service and Policy Research will be assisting the city with an assessment of the public safety department.

“They will be here this week to interview employees in order to address any concerns they may wish to express. Further meetings will be scheduled as soon as possible to ensure that all employees have the opportunity to participate in this process,” she said.

Deputy Danny Stenger Accused of Sleeping with Informant

Richmond County Sheriff Ronnie Strength tells 26 News a deputy has resigned after accusations arose about him sleeping with an informant.

Strength tells 26 News an internal affairs investigation was opened at the beginning of this month after the informant’s attorney notified the Sheriff’s Office of the relationship.

26 News has learned Danny Stenger first arrested the suspect and her boyfriend during a meth case back in August. The boyfriend was arrested for drug charges, and she was arrested for disorderly conduct. Strength says an internal affairs investigation revealed the affair began four months later.

Stenger was questioned about the incident on Friday and has since resigned.

Stenger was already on suspension for allegedly taking open case files and property receipts out of the office and leaving them in his car. During a routine inspection of his car, sources allege he took the files out and hid them in a washing machine.

Strength says this is an ongoing investigation. Once it is complete, it will be handed over to Georgia Peace Officer Standards and Training Council or P.O.S.T. The council will then decide whether or not Stenger can stay in law enforcement.

Stenger started working with the Sheriff’s Office in 1996. He was with the Narcotics division for four years before he resigned.

Officer Michael Delmont Jr Charged with Having Sex on Duty

A Chisago County police officer was charged this week with misconduct for allegedly having on-duty sex and providing alcohol to a 19-year-old college student whom he may have met while serving as her high school resource officer.

An investigation continues into whether Officer Michael Joseph Delmont, Jr. was involved with the student before she turned 18 or whether he may have had inappropriate contact with other former students.

"In my 20-plus years of prosecution, I've never seen anything quite like this," said Isanti County Attorney Jeff Edblad, whose office is handling the case to avoid a conflict of interest. "What stands out to me is the allegations, if proven true, are very disturbing because it shows a police officer putting his own wants and needs ahead of public safety. He's putting his own gratuitous self-pleasure ahead of serving the constituents of his town."

Delmont, of Lino Lakes, a member of the 12-officer Lakes Area Police Department, is charged with police officer misconduct and furnishing liquor to a minor - both gross misdemeanors - and obstructing the legal process, a misdemeanor. He was arrested Thursday and released Friday without bail, under conditions that include staying away from the woman and surrendering all firearms.

Delmont was placed on paid administrative leave from his job, according to Lakes Area deputy chief Bill Schlumbohm.

Charges filed Thursday stem from a relationship Delmont allegedly had starting in 2007 with the woman, who is now 21 and a college student. According to the charges, the two had multiple sexual encounters while Delmont was on duty and after the student had drunk alcohol and had driven to meet him at Ki Chi Saga Park in Lindstrom during the spring of 2007.

Later that summer, Delmont provided her with alcohol and, though he was aware she had been drinking before meeting him, he allowed her to drive away, charges say.

Parole Officer Robert Rowels Charged with Sexual Misconduct

Cook County prosecutors contend that an Illinois Department of Corrections parole officer twice forced a female parolee under his supervision to perform a sex act on him.

The officer, 45-year-old Robert Rowels, was charged Tuesday with custodial sexual misconduct, criminal sexual assault and official misconduct.

Assistant State’s Attorney Iris Ferosie says Rowels first demanded sexual services from the 27-year-old woman during a visit to her home late last fall. Ferosie says Rowels also made the same demand of the woman last month.

Former Officer Nathan VanFleet Charged with Rape of Child

A 31-year-old former Hunter police officer will face a jury trial in Coxsackie court on Feb. 9, answering to accusations of sexual misconduct with an underage female.

Nathan VanFleet, of Durham, was charged in Dec. 2008 with third-degree rape and third-degree criminal sex act, both felonies, as well as endangering the welfare of a child and official misconduct, both misdemeanors.

VanFleet, whose case is being prosecuted by the Columbia County District Attorney’s Office, has since had his charges reduced to two counts of sexual misconduct, a class A misdemeanor.

The original charges, filed by the New York State Police with the assistance of the Greene County District Attorney’s Office, were the result of an investigation into reports that VanFleet was engaged in an unlawful relationship with an underage female. It has been alleged that the sexual incidents occurred while he was on duty as a police officer, as well as off duty.

Town of Hunter Police Chief Jennifer Reich assisted state police in the investigation.

The case will be heard before Coxsackie Town Justice Thomas J. Fori.

Jury selection is scheduled to being on Feb. 9 at 10 a.m.

Probation Officer James Stanton Accused of Taking Cash & Sex in Exchange for Favorable Report

A state probation officer accused of taking sex and cash from a woman in exchange for favorable probation reports had sex with her in isolated areas of the Nesbett Courthouse for more than a year before being reported, according to documents filed in court today.

James Stanton, 53, was arrested Tuesday on charges of accepting a bribe and official misconduct after undercover police officers sent the alleged victim in to a meeting with him in his office at the Nesbett on Tuesday wearing a wire, the court documents say.

Stanton works in the state Department of Health and Social Service's Alcohol Safety Action Program, a treatment program often court-ordered for probationers. He is accused of certifying that the woman's court-ordered drug and alcohol urinalysis results came back clean, though the woman admits she was using, police said. Failure to deliver a clean drug or alcohol result in the periodic tests can result in jail time.

The woman is on felony probation in therapeutic court -- a volunteer program for those who want to get clean -- but is identified in court documents only as Jane Doe.

Police say she initially began giving Stanton money -- "hundreds of dollars" -- in December 2008 to ignore positive drug test results or not report probation violations.

By last January, the woman didn't have enough to pay and began performing oral sex on him, according to an affidavit filed in court by Assistant District Attorney Dan Shorey. She later had sex with Stanton in the therapeutic court offices in the Nesbett and in a boiler room in an underground tunnel that connects that building to the next-door Boney Courthouse, he wrote.

In the conversation recorded Tuesday at the courthouse, the woman, who is wearing an arm brace, told Stanton she hurt her arm driving drunk on a snowmachine in her home village, a violation of her probation. Stanton laughed at the news, according to Shorey's affidavit.

At the time, the woman delivered $200 in marked bills as a payoff to Stanton, who accepted the money as they talked about her not being off drugs and alcohol, the affidavit says. The two also discussed their past sexual encounters and whether Stanton had been taking his Viagra, according to the documents. When the woman asked if he needed it, Stanton replied, "not with you," according to Shorey's affidavit.

They then walked down to a conference room, where Stanton allegedly unbuttoned the woman's shirt and touched her breast, the affidavit says. When the woman said she no longer wanted to have sex, and only pay him the cash, Stanton replied, "I don't need any more money," Shorey wrote. The woman left and police arrested Stanton.

Stanton, who is jailed with bail set at $10,000, made an initial appearance in Anchorage jail court this afternoon. Stanton said nothing, but his attorney, Michael Moberly, seeking to reduce a third-party custodian bail requirement, characterized the crime as a "victimless" public administration violation.

District Court Judge Gregory Motyka set a bail hearing for Thursday morning to decide whether Stanton could be released with an electronic monitoring device.

Moberly declined to comment after the hearing.

According to court records, Stanton has no criminal history in Alaska.

Officer Charles Cooper Charged With Taking Money Instead of Making Arrest

Delhi police officer Charles Cooper, 32, was arrested Friday, charged with taking money and sexual favors in lieu of making arrests.

Cooper was booked at the Richland Parish Detention Center on Friday with no bond set.

The arrest followed a three-month investigation by Louisiana State Police and the Richland Parish Sheriff's Office. In a prepared statement, state police said Richland Sheriff Charles McDonald had requested their assistance in the case after receiving complaints and hearing of allegations about the officer.

State police said the investigation was continuing.

Neither Delhi's mayor nor state police immediately returned phone calls about the investigation or the arrest.

Delhi's police department has had a troubled recent history.

Last April, an administrative assistant was arrested in connection with a charge related to prescription drugs.

In 2006, former Delhi Police Chief Gregg McKinney was sentenced to 15 years in prison after pleading guilty to malfeasance in office, one count of obstruction of justice and one count of simple arson. He had been accused of intentionally burning part of the police station to hide what prosecutors said was evidence of his own crimes.

Former Officer David Reveille Sentenced to 2 Years for Forcing Prostitute to Have Sex While on Duty

Former Gainesville police officer David Reveille was sentenced Friday to two years in prison on charges related to sexual activity with prostitutes while he was on duty.

The sentence by Circuit Judge Ysleta McDonald follows the terms of an agreement in which Reveille pleaded guilty to one count of aggravated assault with intent to commit the felony of sexual battery, one count of false imprisonment, one count of official misconduct and two counts of battery.

Reveille was arrested last year on charges that included multiple counts of sexual battery.

Credit for 324 days Reveille has served in the Alachua County jail will reduce his time in prison.

"No one is above the law," Police Chief Tony Jones said of the sentencing when contacted by The Sun. "He went through the system and got his just desserts for his action."

Also, Reveille will serve 13 years' probation and will be prohibited from going into areas known for prostitution and from having pornographic material. He also must undergo a mental health/sexual deviance risk assessment.

Reveille, who has lost considerable weight since he was fired from GPD in late 2008, said nothing at the sentencing.

His wife, Sandi, said afterward, "It will be all right in the end."

GPD fired Reveille after an internal investigation concluded that he "used his official position as a law enforcement officer to obtain sexual favors."

One case involved a woman who police said Reveille handcuffed, took to a marked patrol car and threatened with arrest if she didn't perform a sex act.

Reveille was charged with eight counts of sexual battery, one count of false imprisonment, one count of official misconduct and two counts of battery.

Spencer Mann, spokesman for the State Attorney's Office, said the plea agreement meets the goals of having Reveille serve prison time and the loss of his career. Mann added it also saves the victims from having to testify.

"It accomplishes multiple things for us," Mann said. "He is going to get some prison time and long-term probation with sex offender sanctions. He loses his law enforcement certification."

Reveille's attorney, Gloria Fletcher, said afterward she believes the sentence was a good resolution to a difficult case.

"Law enforcement is no different than news reporters, lawyers, doctors - we all make mistakes and we all make choices that we'd like to redo. I'm not suggesting that he made a mistake. I am suggesting that he would choose not to be in this situation," Fletcher said.

Reveille recently suffered facial injuries in a scuffle with another inmate at the Alachua County jail. Fletcher expressed concern to McDonald over whether his treatment for those injuries had progressed enough to make it safe to turn him over to the state Department of Corrections.

A doctor on the case was summoned to court and after talking with her, McDonald said she felt comfortable proceeding with the sentencing.

Reveille's case was one of several involving city police officers in the past few years that created image problems for the agency and were termed an embarrassment by former Chief Norman Botsford.

Ex-Cpl. Bill Billings pleaded no contest to felony charges of scheme to defraud and official misconduct in June. He later admitted in court that he paid women for sex while on duty.

Meanwhile, two GPD officers admitted to the off-duty harassment of prostitutes in certain neighborhoods, including throwing eggs at them.

Officer Brandon Loverde Accused of Fondling Woman While on Duty


An Orlando police officer is behind bars Thursday, and it's not his first run-in with the law.

Orlando police Officer Brandon Loverde has been accused of fondling a woman while he was working off duty at the Firestone nightclub.

Loverde turned himself in to authorities Wednesday and was charged with false imprisonment and battery.

The incident allegedly happened in a parking lot near the club. Loverde is accused of exposing the woman's right breast and then touching her breast. The alleged victim passed a polygraph test. The owner of the nightclub was shocked.

"I'm disappointed an officer would do that."

According to his personnel file, since Loverde has been working with OPD, he has won awards, received good evaluations and been praised for his excellent work.

One evaluation said he was "somewhat bothered" by people who are "disrespectful" to law enforcement.

Loverde has been relieved without pay.
