Officer Chris Buffaloe Faces Child Sex Crimes

A veteran law enforcement officer and noted canine handler and trainer has been charged with numerous counts for allegedly engaging in sexual activity with a 14-year-old girl.

Christopher (Chris) Turner Buffaloe, 27, of Conway, was jailed Tuesday on $1,294,000 bond and has a first court appearance in Northampton County today (Thursday).

The date of offenses, according to warrants filed in the Northampton County Courthouse, and based on investigation by the State Bureau of Investigation, range from March 1 to April 14.

The SBI investigation shows Buffaloe allegedly committed a range of crimes against the girl, from sexual intercourse to sending photos of his genitalia.

He faces the following charges:

Six counts of felony statutory rape that include alleged sexual activity with the child;

One count of indecent liberties with a child that alleges he committed and attempted to commit a lewd and lascivious act with the child;

One count of felony second-degree exploitation of a minor, a count that alleges he received and solicited material that contained a visual representation of a minor engaged in sexual activity and a picture of the child’s sexual organ. The count alleges he asked the victim to send him naked pictures;

One count of felony solicitation of a child by computer. This count alleges soliciting by means of a computer and through texting a meeting for the purpose of committing an unlawful sexual act with the child; and

One count of disseminating obscene material, a charge that alleges he sent a picture of his genitalia to the child.

Buffaloe has worked with several law enforcement agencies in Northampton and Halifax counties throughout his career, to include the Seaboard Police Department. He was named in January of 2010 at the Captain of Conway-Severn Rescue Squad, an entity that offers a Juniors (ages 14-17) program in an effort to get young people interested in becoming the next generation of EMT’s.

Lt Dennis Miller Jr Arrested for Child Rape

The Knox County Sheriff's Office Lieutenant arrested on child rape charges was out on bond Thursday night.

Police say they arrested Dennis Mills Jr., 43, on April 9 and indicted him on a number of charges, including rape of a child and statutory rape by an authority figure.

Mills was arrested without incident following a month-long investigation by the Tennessee Bureau of Investigations and Knox County Sheriff's Office.

He was originally being held in the Knox County Detention Facility, but Sheriff Jimmy "J.J." Jones decided to move Mills to the Blount County Jail to avoid any appearance of favoritism. He was being held there on a $250,000 bond.

According to Knox County court records, the girl approached her mother just before midnight on March 3, crying. She told her mother Mills had been forcing her to have sex with him for over a year.

According to court records she also told her mother the defendant told her she would be taken away from her mother if she told and no one would believe her.

TBI was then contacted and the investigation began.

According to his personnel file, Mills was hired by the Knox County Sheriff's Office as a corrections officer in 1994.

He became a certified law enforcement officer in 1996. He was promoted to a patrol lieutenant in 2000.

All reviews were positive until the investigation began on March 4.

The Knox County Sheriff's Office assisted in the investigation and placed him on administrative leave without pay at that point.

KCSO says they terminated Mills Tuesday.

Deputy Trenedy Brooks Charged with Statutory Rape

The Morristown Citizen-Tribune is reporting that a suspended Grainger County deputy – who is under investigation by the TBI – has been arraigned on charges of statutory rape and solicitation of a minor, according to Sheriff James Harville.

Trenedy Brooks faces two counts of statutory rape. Investigators said the alleged female victim is 16, according to published reports. Brooks was arrested on Friday and was released over the weekend on a $60,000 bond.

Brooks, 27, was placed on leave in May of 2009 due to being under investigation by the TBI on an unrelated incident. Harville said he is unsure of the status of the TBI investigation.

Former Deputy Trenedy Brooks Charged with Rape of Minor

A former Grainger County deputy has been charged with two counts of aggravated statutory rape and solicitation of a minor.

Trenedy Brooks was arraigned on Tuesday and released on a $60,000 bond.

The Grainger County Sheriff's Office arrested Brooks on Friday.

He had previously been put on administrative leave without pay in May of 2009, pending the outcome of a TBI investigation.

TBI spokesperson Kristin Helm indicates the bureau has an open investigation on Brooks, on "similar allegations" but noted it was a separate investigation that included TBI agents seizing a computer from Brooks' home.

Affidavits from investigating officer, Detective Jesse Jarnigan, indicate that the victim is a 16-year-old girl. Brooks is 27.

The affidavit of complaint indicates Brooks picked the girl up at least twice and took her to his home, where he had sexual intercourse with her.

Former Officer Tyrone Wiggins Will Face Trial for Raping Young Girl

A former Philadelphia police officer who retired just before he was charged with repeatedly raping a girl starting when she was 12 will face trial, a judge ruled Thursday.

Tyrone Wiggins, 50, was arrested in November, a day after he retired following a two-year police investigation into the case.

During a hearing in Municipal Court, Judge Alfred J. DiBona ordered Wiggins held for trial on rape, statutory rape, and other charges.

The victim testified that the assaults had continued for eight years. She described a "series of horrible acts" by "someone who abused his position over years," Assistant District Attorney Mark Cipolletti said.

At the time of his arrest, Wiggins was teaching martial-arts classes at the Olney Recreation Center. The city Recreation Department did not know of his arrest until media reports a month later.

Police Chief Charles H. Ramsey said there had been no deal to allow Wiggins to retire with his pension.

The victim has told police that Wiggins befriended her and her family when she started attending his karate class when she was 10.

Two years later, according to court records, Wiggins drove her to Fairmount Park in his van and exposed himself to her. A week later, he again took her to the park in his van and sexually assaulted her, the records said.

Over eight years, Wiggins sexually and physically assault the girl in his van, at his home, and elsewhere, the records said.

Internal Affairs first interviewed the victim in August 2007.

Deputy Carl Maddox Jr Charged with Child Rape

The Henry County Sheriff's Department has fired a deputy accused of having a sexual relationship with a 15-year-old girl.

Carl Milton Maddox Jr. was fired as a Henry County sheriff’s deputy after being charged with statutory rape and child molestation.

Carl Milton Maddox Jr., 35, of McDonough was fired immediately after he was arrested on felony charges Monday.

"We're disappointed. We're embarrassed publicly," Sheriff's Chief Deputy David McCart said. "We know that people look at us and we try to maintain a high level of integrity. But we still have officers who are human and make mistakes. And he's accused of making a big one."

Maddox is charged with child molestation, aggravated child molestation, statutory rape and enticing a child for indecent purposes. He was denied bond at a hearing in Superior Court Wednesday afternoon.

Police Capt. Jason Bolton told the Henry Daily Herald that Maddox "was discovered bringing the victim home around 4 a.m. ... by the victim's mother." Maddox's lawyer, Fred Jones, told the newspaper that the alleged victim claimed to be 18 when Maddox met her about six months ago.

Maddox worked in Henry County law enforcement for 12 years, including four years with the police department. He is married with three children, according to the Henry Daily Herald.

Former Officer Tyrone Wiggins Charged with Rape

Allegations of rape, physical and psychological abuse and now a police cover up have been raised against the case involving a former Philadelphia cop.

Tyrone Wiggins faces charges of rape, involuntary deviate sexual intercourse and statutory sexual assault for allegedly abusing a girl over an eight-year period.

The 50-year-old former Philly police officer and karate instructor met the girl in 1995 at the Olney Recreation Center -- where he operates a karate academy.

Two years later, the girl says Wiggins drove her to Fairmount Park and demanded oral sex, according to court documents.

The girl, who's now 24-years-old, alleges that first encounter grew into eight years of sexual assault and abuse. Court documents say the girl was forced to perform oral sex, was anally raped and physically beaten.

In 2005, the then 20-year-old told police Wiggins began to punch her, court documents said. She finally came forward to Internal Affairs investigators after a co-worker found out about the attacks.

"The allegation was made in '06, it went to the D.A. in '07 and an arrest was made a few weeks ago," Philadelphia Police Commissioner Charles Ramsey said Tuesday.

Wiggins was arrested in November, a day after he retired from the police force. He had been with the department for 23 years.

"This is something that we obviously take very seriously and if he's guilty, he should do time in jail," Ramsey said.

The alleged victim apparently joined the police force after telling her story to investigators, police sources told the Philadelphia Daily News. They said Wiggins offered to personally vouch for the woman after learning of her application.

NBC Philadelphia visited the man's home Tuesday, but a person inside the home -- believed to be Wiggins -- refused to talk.

After his arrest, the man continued to operate his karate classes at the Olney center, because the police department failed to notify the city recreation department.

"As soon as you and I are finished talking, I'm going to make sure he won't be running any more programs," Recreation Commissioner Sue Slawson told the Daily News' David Gambacorta.

As of now, the woman is the only alleged victim to come forward, but Ramsey says they will obviously investigate any further claims.

The department faced allegations of a cover up after they failed to notify the press about Wiggins' arrest especially after another man in blue was paraded in front of reporters for a similar case.

Adrian Makuch was arrested and charged with prostitution and related offenses on Dec. 9 for allegedly soliciting a 15-year-old boy.

"It's my mistake not getting it out in a press release," Ramsey said. "There was no effort to hide it in any way."

City Councilwoman Marian Tasco sent a letter to Ramsey Tuesday seeking answers regarding the oversight and investigation.

Wiggins is due in court for a preliminary hearing on Jan. 14.

Former Officer Gregory Perkins Charged with Sex Crimes Against Minors

A former Durham police officer is charged with sex crimes against a minor.

The Apex Police Department arrested 40-year-old Gregory A. Perkins for seven felony counts of sex related crimes Friday.

Perkins has been charged with two counts of first degree forcible sexual offense, two counts of statutory sex offense against a 13, 14 or 15-year-old, first degree statutory rape, statutory rape of a 13, 14 or 15-year-old, and other charges.

Further details about the incidents have not been released.

According to police, Perkins is being held on a $1 million bond.

Officer Chad Bradley Charged with Rape

Chattanooga police have arrested and charged one of their own for allegedly having sex with a Meigs County girl.

Officer Chad E. Bradley, 35, has been charged with aggravated statutory rape, statutory rape by an authority figure and tampering with evidence, said Lt. Kim Noorbergen, police spokeswoman.

The investigation was initiated on Wednesday. Since then, investigators have determined that Officer Bradley had consensual sexual encounters with an underaged girl from Meigs County, she said.

Chattanooga police and Meigs County sheriff’s investigators located the victim today and interviewed her. The victim is a 17-year-old white female, police said.

She confirmed several consensual sexual encounters with the officer, police said. Two of those were while he was on duty, Lt. Noorbergen reported. The relationship began in July and the pair reportedly had engaged in sex four days ago in Meigs County, police said.

He is being charged locally for an encounter that allegedly occurred on Pan Gap Road in August, Lt. Noorbergen said.

Reserve Officer Richard Carr Arrested for Rape

A Columbus reserve police officer was fired Wednesday after he was arrested in Oktibbeha County on statutory rape charges.

Reserve officer Richard Carr, 45, was “relieved of his duties as a police officer” Wednesday after Oktibbeha County officials notified the Columbus Police Department the officer had been arrested on the sex charges.

As of Thursday, police had released no details of the charges, as the investigation was ongoing and was being handled by the Mississippi Bureau of Investigation.

As of Thursday afternoon, no bond had been set and Carr remained in the Oktibbeha County Jail awaiting his initial court appearance.

Columbus Police Chief Joseph St. John this morning noted the investigation was turned over to MBI as soon as he was notified of the charges.

“As quickly as we could, he was placed under arrest, and he is terminated immediately,” St. John added. “Even though he was reserves, he’s one of us, and any time we have, not even probable cause, but reasonable suspicion, we turn it over to another agency.

“Really right now, the rest of it is really in (MBI’s) hands.”

Former Officer Jonathan Parmalee Charged with Rape

A former Buffalo police officer has been charged with one count of forcible rape and one count of statutory rape.

Jonathan Edward Parmalee is 25. According to charging papers, the alleged victim of the forcible rape was 16, as was the alleged victim of statutory rape, a different person.

The consensual sex with an underage female occurred between March and August 2006, when the victim was 16 and Parmalee was 22. The victim was interviewed by an investigator with the Highway Patrol, the charging papers said.

The act with the second victim occurred between February and May 2008. In that case, Parmalee is alleged to have given a 16-year-old alcohol before raping her.

Both incidents occurred at Parmalee's home in Buffalo, the charging papers said.

Felony forcible rape is punishable by life imprisonment or a term of five to 30 years.

Former Officer Nathan Thomas Arrested for Rape

A former Cleveland police officer, already facing charges related to selling prescription painkillers, now stands charged with two counts of statutory rape by an authority figure and two counts of contributing to the delinquency of a minor, according to District Attorney Steve Bebb.

Nathan Thomas, 37, turned himself in to the Bradley County Jail at 12:30 p.m. Thursday.

Thomas reportedly posted bond, which was set at $50,000, and was released from jail at 3 p.m. the same day.

Thomas was the second former Cleveland police officer arrested on sex charges Thursday.

Former Cleveland police officer Dennis Hughes turned himself in to the Bradley County Jail Thursday at 10 a.m.

Hughes was charged with three counts of statutory rape, one count of especially aggravated sexual exploitation, one count of sexual exploitation of a minor and two counts of contributing to the delinquency of a minor, according to District Attorney Steve Bebb.

Hughes posted bond, which was set at $100,000, Thursday afternoon. He was released at 1:30 p.m.

A Bradley County grand jury met Thursday morning and indicted Hughes and Thomas on the sex offenses based on an investigation led by the Tennessee Bureau of Investigation.

According to reports, the investigation stemmed from an incident on Jan. 5 when Hughes was arrested on charges of contributing to the delinquency of a 16-year-old girl, who was reported as a runaway.

According to the affidavit of complaint dated Jan. 5, Hughes was observed leaving Thomas' home at 152 Winding Glen Drive N.W. at 12:40 a.m. with the 16-year-old girl in his vehicle.

Bradley County deputies initiated a traffic stop at the intersection of Lauderdale Highway and Mouse Creek Road. When deputies searched Hughes' vehicle, they allegedly found numerous empty and full beer bottles and prescription pill bottles. Deputies also detected both Hughes and the girl had a "strong smell of alcohol about their person."

According to the TBI's search warrant, after the girl was apprehended, she was taken to a hospital for a rape examination.

The examination was reportedly conducted at the request of her parents.

During the examination, the girl reportedly admitted that in the past she had sexual intercourse with Hughes; however, the female said there had been no sexual contact at the time of his arrest Jan. 5.

Through the search warrants, agents with the TBI confiscated a cell phone and computer from Hughes' vehicle. According to the TBI's search warrant, agents performed a forensic examination of the cell phone and "found three pictures of an underage and under-developed female in the nude."

During an interview with Cleveland Police Detective Suzanne Jackson on Jan. 12, the girl reportedly told Jackson the cell phone pictures found in Hughes' possession were allegedly taken by Hughes in a bathroom at Thomas' residence on the night of Jan. 4.

According to the TBI's search warrant, during the interview with Jackson, the girl alleged that on Jan. 4 she and a 17-year-old girl were at the Thomas home.

The 16-year-old girl reportedly told Jackson she engaged in oral sex with Hughes and the 17-year-old engaged in oral sex with Thomas. The 16-year-old reportedly told Jackson she and the 17-year-old were under the influence of alcohol during the incident.

During the search warrant's execution at Thomas' home, TBI agents photographed Thomas' bathrooms to compare with the background of the nude pictures of the 16-year-old girl.

Thomas is scheduled to be arraigned at the Bradley County Criminal Court March 30.

Hughes is scheduled to be arraigned at the Bradley County Criminal Court March 2.

According to Tennessee law, if Hughes and Thomas are convicted they will have to register annually with the state of Tennessee as sex offenders.

Hughes and Thomas continue to be investigated by the TBI, Hughes in connection with the shooting of a city police officer and Thomas for selling prescription painkillers.

According to reports, on Nov. 30, 2008, city police officer Chris Mason and former city police officer Jonathan Hammons, 23, -- who were on duty -- were at the home of Hughes, who was off duty, shortly before midnight.

The men were reportedly looking at a .38 caliber revolver which was possibly for sale. During the handling of the firearm the gun discharged and struck Mason in the hand, Cleveland Police Chief Wes Snyder said in a December 2008 statement.

The incident was initially reported as an accidental shooting; however, after further investigation it was determined Hammons and Hughes allegedly gave investigators false information.

Hammons was arrested Dec. 17, 2008, and was charged with aggravated perjury and filing a false report in connection to the shooting.

Hughes was arrested Dec. 18, 2008, and was charged with two counts of reckless endangerment, aggravated perjury and filing a false report in connection to the shooting.

On the night of the shooting, Nov. 30, 2008, officers found a prescription pill bottle with Thomas' name in Hughes' personal vehicle.

As a result of the shooting investigation, Hughes resigned from the Cleveland Police Department in December 2008.

Hammons and Thomas were dismissed from the department in January.

Thomas was arrested Jan. 5, in connection with a two-year investigation by the 10th Judicial Drug Task Force.

As a result of the investigation, Thomas was charged with prescription fraud, possession of Schedule II and III narcotics for resale and simple possession of a Schedule V narcotic.

According to reports, the Drug Task Force's investigation alleges Thomas was a patient of Dr. James Wallace Sego. Thomas was allegedly prescribed 6,000 oxycodones, 1,100 hydrocodones and 790 Xanax within one year's time by Sego.

Thomas is being accused of selling the prescription painkillers.

Sego practices internal medicine and pain management at Bradley Executive Plaza located at 1510 Stuart Road N.E.

Sego was also arrested Dec. 18, 2008, and charged with felony counts of illegally selling prescription painkillers and other drugs.

Agents with the 10th Judicial Drug Task Force served a search warrant for Thomas' residence on Dec. 12, 2008.

According to the inventory on the search warrant, agents found "a large cardboard box with extremely large amounts of various drugs, samples, etc. (too numerous to list individually)," weapons, syringes and cell phones.

"One white plastic snorting device (ink pen) with yellow residue" was found in the master bedroom in a decorative drawer near the top of the dresser, along with several other items, such as "one prescription box w/1 glass vial inside labeled DEPO-Testosterone."

Among the weapons were two .22-caliber Glenfield rifles, one with a serial number and one without, and a Sig Sauer P2229 .40 caliber.

Former Officer Jeffery Webb Sr. Charged Again with Statutory Rape of Minor

JACKSON, Miss.

A judge has set a $100,000 bond for a former police officer accused of raping a minor.

Jeffery Webb Sr. is charged with statutory rape and sexual battery, according to the Jackson police docket. Details of the crime have not been made public.

This is the second time the 50-year-old former Jackson officer has been accused of rape.

Webb was charged with rape in 2002 for allegedly forcing a 16-year-old girl to have sex. He was acquitted of the charges in 2006.

Webb was found not guilty of the crime in March 2006 following a jury trial in Hinds County.
