Former Officer Patrick Earwood Charged with Molesting Girls Due in Court
A former Cave Spring police officer accused of molesting girls and forcing women into sexual acts is scheduled for an arraignment next month.
Patrick Edward Earwood, 31, remained in jail Friday without bond. Earwood is scheduled to appear April 11 before a Floyd County Superior Court judge.
Earwood has the option of having his charges read to him at the arraignment.
Prosecutors allege Ear wood coerced girls and women to perform sex acts or expose themselves.
Authorities first learned of the allegations when a girl alleged she rode in Earwood’s patrol car, and that he asked her for sex, police reported.
An investigation began, which led detectives to two different women.
According to an order by Superior Court Judge Tami Colston:
The first woman said Earwood arrested her and took her to City Hall. Earwood then told her he’d free her if she gave him oral sex. When she said nothing, Earwood returned her to his patrol car and began driving to the Floyd County Jail.
“On the way to the jail, Defendant Earwood said ‘are you going to do this or not?’” the order states. “She responded, ‘You know, I’m going to have to do this?’ He said yes and pulled off the road.”
The woman performed oral sex on Earwood, and he then took the woman to meet her mother. She did not go to jail.
The second woman said she encountered Earwood when he arrested her for DUI. Earwood said they could “work something out” if her boyfriend wasn’t in the car. She thought little of the comment, and Earwood took her to the police station for a breath test. When she failed the test, Earwood put her in his patrol car and began driving to jail.
“On the way to the jail, Earwood offered to lower one of the traffic charges if she would let him touch her breasts,” the order states. “She moved up closer to him and he fondled her breasts on the way to the jail.”
Earwood faces two counts each of aggravated sodomy, second-degree child cruelty, sexual battery and sexual assault against a person in custody. He also faces charges of aggravated child molestation, child molestation, giving false statements and violation of his oath by a public officer.

LA Deputy Manuel Perallon Jr Arrested for Sex Crimes Against Teen Girl
A Los Angeles County sheriff’s deputy was arrested this week and charged
with sex crimes against a teenage girl enrolled in the department’s
program for youths interested in law enforcement.
Deputy Manuel Enrique Perallon Jr. was charged with one felony count of oral copulation of a minor and misdemeanor child molesting. The deputy’s victim, authorities said, was a 16-year-old girl enrolled in the sheriff's department’s Explorer program.
Perallon, 36, was in charge of overseeing the volunteer youth program at the Cerritos station. Sheriff’s officials received information last year that the deputy was engaged in an “inappropriate relationship” with a teenage Explorer and a probe was launched, said sheriff’s spokesman Steve Whitmore.
The investigation determined that Perallon had victimized the teen, Whitmore said, over the span of several months, sometimes while the deputy was on duty.
Supervision and auditing of the youth program has been heightened as a result, Whitmore said, though sheriff’s investigators do not believe Perallon had other victims.
The deputy faces a maximum prison term of four years. Following the felony charge, he was relieved of duty without pay.
“All crimes are heinous, especially ones like this,” Whitmore said. “Not only is it illegal, but it’s categorically unacceptable.”
The sheriff’s Explorer program is an incubator for youth interested in careers in law enforcement. Teen volunteers are allowed to assist law enforcement in basic tasks and are provided guidance in how to become cops once they’re older.

Retired Officer Stephen Young Accused of Molesting Children
Ada County Prosecutors said Monday that former Boise police officer Stephen R. Young is accused of molesting at least 13 children over the past 30 years. He has been charged for his interactions with four specific children, but more charges are coming, Deputy Prosecutor Jean Fisher said.
He turned himself in after he abruptly retired at the end of February, and is being held on a $250,000 bond.
Prosecutors said Young is estranged from his family, including his wife and family members are cooperating with the investigation.
Boise police officials say they were not aware of any criminal investigation into Young, and Ada County Sheriff’s detectives did not begin their criminal investigation into Young until early last week — after he retired.
By Friday, detectives had established enough probable cause to charge Young with four counts of lewd conduct with a child under the age of 16 and book him into the Ada County Jail.
Boise police and the Ada County Sheriff's officials say the charges involved incidents in the past five years and did not appear to involve on-duty work.
Sheriff’s officials say all four victims — all children between the ages of one month to 21 months — were known to Young and the abuse occurred at various homes in Ada County between 2005 and 2008. None of the victims lived at Young’s home. Detectives continue to investigate the case and are trying to find out if there are any other victims.
The 58-year-old Young worked for the Boise Police department for 30 years.
Young had several assignments with the BPD, including 10 years as a school resource officer between 1995 to 2005, spending much of that time assigned to Boise High School. Young also worked as an SRO at South Jr. High School.
Young was an officer with the Boise Police Department from October 1978 until he retired Feb. 28. He was a patrol officer from 1978 to 1994; a motorcycle officer from 1994 to 1995; a school resource officer from 1995 to 2005; and a patrol officer from 2005 until his retirement.
The charge of lewd conduct is punishable by up to life in prison.
Young has no previous criminal record in Idaho, according to state court records.
Boise Police Chief Mike Masterson said Monday his officers fully cooperating with investigators from the Ada County Sheriff's office.
"Masterson also released a statement to the public on the department's Facebook Web page Monday. Here is the full text of that message:
"As a former BPD employee goes to court today on charges of Lewd Conduct with a minor, I'd like to communicate two important thoughts; first, I know I speak for all in saying our hearts go out to the alleged victims and their families.... The allegations against Mr. Young are more disturbing than I can put into words.
"Children are truly the most innocent of victims.
"Following Mr. Young's retirement, when the criminal allegations surfaced, we have cooperated fully with investigators from the Ada County Sheriff's Office.
"Secondly, it saddens me greatly that the thousands of fine men and woman who serve as peace officers risk being judged as a whole by the actions of one.
"Law Enforcement is a challenging, rewarding profession. I am reassured to know that within the Boise Police department our employees know that actions that may compromise the integrity of this profession are not tolerated, either within the ranks of officers or by their supervisors.
"My appreciation goes out to those who quietly and honorably wear the badge, who serve, lead and protect the citizens throughout Boise, Idaho and the nation. To the heroes who do not make headlines, you deserve our admiration and gratitude each and every day.
"Finally, for the victims in this case and all cases, especially those involving children, we put our trust in the investigators that they will provide the proper and necessary answers for the community. And our faith is in our judicial system that justice will be served and healing can begin for all the affected families."

Former Officer Nelson Salinas Wanted for Aggravated Sexual Battery on Minor
U.S. Marshals are on the hunt for a former Peruvian police officer accused of molesting his friend's daughter, and authorities want to catch him before he leaves the country.
"Time is of the essence," said Rob Fernandez, commander of the Capital Area Regional Fugitive Task Force. "We want to get this guy before he runs back to his homeland."
Nelson Salinas, 54, is wanted by Fairfax County police on two counts of aggravated sexual battery on a minor.
Authorities said Salinas and the victim's father were police officers in Peru before both families immigrated to the United States and settled in the Alexandria and Arlington area.
The girl's family temporarily stayed with Salinas' family. Police said Salinas snuck into the girl's bed twice and touched her inappropriately. She was about 11 years old.
Salinas was charged with sexual battery after the victim conducted a phone sting and the man admitted to the accusations, police said.
A warrant was issued for his arrest, and police would like the public to provide information to help bring him to justice.
Salinas is described as 5 feet 5 inches tall and 175 pounds with gray hair and brown eyes.
Anyone with information on Salinas' whereabouts is urged to call the U.S. Marshals Service at 800-336-0102. The Capital Area Regional Fugitive Task Force, run by the U.S. Marshals Service, comprises 30 federal, state and local agencies from Baltimore to Norfolk. Since its creation in 2004, the unit has captured more than 29,000 wanted fugitives.

Former Deputy Carl Graves Accused of Raping 13-year-old
Jurors heard opening statements Wednesday afternoon in the trial of a former Brevard County sheriff's deputy accused of raping a 13-year-old girl.
An attorney for Carl E. Graves, 47, said he maintains that he is innocent of six counts of sexual battery and three counts of molestation. Each charge is a second-degree felony, punishable by up to 15 years in prison.
A two-day jury selection process wrapped up Tuesday in Circuit Judge George Maxwell’s courtroom at the Moore Justice Center in Viera.
Legal wrangling between Graves and his attorneys over their possible withdrawal from the case halted proceedings until this afternoon. Attorneys resumed about 2 p.m. to go forward with opening statements.
Sheriff's deputies arrested Graves in May 2007, a month after his former girlfriend went to police with allegations that she caught the Cocoa man holding her daughter against a wall and trying to kiss her, according to an arrest affidavit.
Police said the teen told them that the sexual contact progressed from inappropriately touching her during trips to buy the girl candy, soda and cigarettes to forcing her to have sex several times in summer 2006.
Officials said Graves was fired in February 2007 before the rape allegations.

Anthony Wayne Fletcher, 38, of Eastvale, was arrested Dec. 24 by Riverside County sheriff's detectives. He faces three felony counts of lewd and lascivious acts with a minor and three misdemeanors of annoying/molesting a child.
The incidents in the complaint took place in August, according to a criminal complaint filed in Riverside County Superior Court.
The girl, now 17, said Fletcher fondled her breasts numerous times over two years, all when he believed she was sleeping, sheriff's investigators wrote in a declaration in support of an arrest warrant.

Former Officer Ken Fox Wanted for Child Porn
The wife of a former Oakland CHP officer was arrested by the FBI on a warrant today charging her with molesting two of her husband's young children last year and having thousands of images of child pornography on a home computer, authorities said.
Her husband, Ken Fox, 35, is still at large and being sought on the same charges by authorities who said he may have tried to fake his own death in Mexico recently.
Arrested today in San Diego was Brandie Fox, also known as Brandie Gerth, 26, the children's stepmother. Authorities said she recently split from her husband and was arrested soon after crossing the border into the United States from Mexico.
Oakland police said the California Highway Patrol told them Ken Fox had been fired. CHP officials did not return phone calls seeking comment.
Brandie Fox was arrested on an Oakland police warrant charging her with lewd and lascivious conduct with a child and possession of child pornography.
Oakland police received an anonymous tip in March 2008 from someone who believed the children were being molested during visits to the couple's Oakland home on 36th Street, not far from CHP headquarters. The children live with their biological mother but visit Fox and his wife, police said.
Authorities said Ken Fox's four children range in age from 1 to 8. Authorities said their investigation revealed that the two oldest children, 5 and 8 at the time, were encouraged to fondle their stepmother's breasts and encouraged to talk about bondage. Police said the 5-year-old girl had a leather spiked collar placed around her neck and was walked around the couple's apartment on a leash.
Police said Brandie Fox was studying for her teaching credential at the time of the molestations and wanted to be a kindergarten teacher.
In March 2008, police served a search warrant at the 36th Street apartment and seized computers that turned out to contain more than 3,000 images of child pornography, including some pictures of infants. None of those images were of Ken Fox's own children, police said.
Police said the couple were interviewed in March 2008 but denied any wrongdoing. The couple were not arrested at the time and fled the area before investigators could confirm what happened to the children and get into the computers.
Anyone with information about the case may call the Oakland police at 510-238-3641.

Former Officer Sammy Cohen Accused of Making Child Porn Takes Stand
The former Anchorage police officer accused of making child pornography and molesting children says it's all a big misunderstanding.
Sammy Cohen testified again Thursday in his defense, offering an explanation for every allegation.
Four women came forward with accusations that Cohen sexually abused them or tried to. One woman said that when she was 13 Cohen took naked pictures of her.
The defense says there is no way to know for sure who took the pictures, but they have their own idea of what happened.
The former police officer searched for mail-order brides online and admitted to keeping a subscription to a porn site, but he says it didn't involve children.
"You would go to this site and you would look for foreign brides?" defense attorney John Cashion asked Cohen.
"Yes, sir," Cohen replied.
"In bitter frustration after some phone calls I would tell myself, ‘Well, there's got to be someone else out there that actually wants to be married and I started looking," Cohen continued.
Cohen also says other people had access to his home computer and that guests would use his user name and password.
His attorney claims someone else took nude photos of the teenage girl, who accused him of touching her along with taking the photos and he says whoever did that also manipulated the photos on his computer.
Cohen says the child porn found on disks in his home came like that when he ordered them on eBay.
As for the books with pictures of naked children, Cohen says he bought a whole box of books at a garage sale and had no idea what was inside.
The prosecuting attorney, John Skidmore, pressed Cohen in cross-examination.
"I'm asking, do you agree that some of your behaviors, they had interpreted as inappropriate?" Skidmore asked.
"To listen to them here in the courtroom, yes," Cohen replied.
He denied allegations that he bought a 13-year-old girl lingerie and watched her put it on. He says he wouldn't even know where to begin shopping for a teenager.
"Did you go out and purchase a purple bra, satin bra and underwear set?" Skidmore asked.
"No, sir," Cohen responded.
The prosecution claims Cohen's court testimony doesn't match up with police interrogations.
"These dating services, in 2000, ‘someone else did it for me, I didn't do it.' He's clearly said here that he did," Skidmore argued.
Cohen says he can't remember everything years later, but he says he didn't do it and wants to set the record straight.
During the cross-examination the prosecution noted Cohen's skill at manipulation and coercion -- skills he learned as a police officer.
Cohen agreed that he could get people to do what he wanted -- willingly.
Cohen will continue his testimony next week. That will be his third day on the stand.

Former Officer Ryan Jackson Accused of Inappropriate Contact with Juvenile
A former Shreveport police corporal is accused of having inappropriate sexual contact with a female juvenile while working an off-duty security job.
Ryan Jackson, 30, of the 4100 block of Pines Road in Shreveport, was booked into Caddo Correctional Center at 5:10 p.m. Friday after being indicted on one count of molestation of a juvenile. He was there Friday evening on a $75,184 bond, according to online booking records, which later did not list him as being at Caddo Correctional.
Jackson was employed by the Shreveport Police Department at the time of the incident, which was reported April 21, according to news releases from the Police Department and City of Shreveport.
He was placed on paid administrative leave April 28 then fired June 24, as a result of internal and criminal investigations, for violating departmental policies, the releases state.
“When an officer conducts himself in such a manner as to bring disrepute to the badge we are entrusted to wear, it is disappointing and disconcerting,” Police Chief Henry Whitehorn says in one of the statements released after 5 p.m. Friday. “I hold each of my officers to a high standard, and I will simply not tolerate misconduct.”
The case was handed over to the Caddo district attorney’s office, which brought it before a grand jury. That panel returned a secret indictment against Johnson, a seven-year member of the department, the city’s release states.
The date the indictment was handed up was not immediately known Friday by representatives of the Police Department and city. An after-hours phone call to the district attorney’s office was not answered.
Mayor Cedric Glover was “repulsed, disgusted and appalled by the charge” and commended Whitehorn for his swift action in the matter, according to the city’s release.
If convicted as charged, Jackson could face one to 10 years in prison and a fine of up to $5,000.
The law also includes a provision for more jail time if a juvenile is molested by someone who has control or supervision over the juvenile. The provision increases the possible penalty to up to 20 years in prison and a fine of up to $10,000.
And if the juvenile is younger than age 13, Jackson could face 25 years to life in prison if convicted as charged.

Ex-Officer Frank Drummond Arrested for Molesting Two Teens

Authorities have arrested an ex-police officer for allegedly molesting two teenage girls at his Modesto home.
Modesto Police Department Sgt. Brian Findlen said Francisco "Frank" Drummond, 41, was arrested early Friday morning at Modesto Junior College where he's currently employed as an intructor. Drummond had recently resigned as a reserve police officer for the Ripon Police Department.
Findlen said he previously worked for the Patterson Police Department and the Modesto Police Department from 1994 to 2000.
Findlen said the two female victims were friends of Drummond's teenage daughter. The Modesto Police department was investigating Drummond after officers were dispatched to his home in the 900 block of Wellesley Drive on the evening of August 22.
The investigation suggests that the suspect touched each of the girls in a sexual nature while at his home, said Findlen. The investigation continued through the week and ended with Drummond's arrest Friday.
Drummond has been booked at the Stanislaus County Jail for felony charges of lewd and lascivious acts with a minor under the age of 14 and with a 14 or 15-year-old minor. His bail was set at $75,000.
Findlen said Modesto Police Department detectives have alerted officials at Modesto Junior College and the Ripon Police Department of the circumstances surrounding this case.
