Vancouver Officer Charged with Incest & Sexual Assault
A long-serving Vancouver police officer has been charged with incest and sexual assault after being arrested by Burnaby RCMP officers Thursday afternoon.
The male officer was arrested in south Burnaby after a tip led Mounties to investigate allegations of sexual assault, said Burnaby RCMP Sgt. Jane Baptista.
Mounties started investigating the officer last week, Baptista said. The alleged sexual assault occurred between July 31 and August 1.
Charges of one count of sexual assault and one count of incest were sworn against the man on Friday morning.
Baptista said incest was a rare charge and involves sexual relations with a blood-relative.
"According to Section 155 of the Criminal Code, everyone commits incest knowing another person is by blood relationship his or her parent, child, brother, sister, grandparent or grandchild, and as the case may be, has sexual intercourse with that person. Brother and sister, respectively, include half-brother and half-sister," Baptista said.
"As you can see from that, it does not pertain to any specific age group, sex or anything else," she said.
Baptista said she did not know if the officer had any previous run-ins with the law.
The Vancouver Police Department immediately suspended the officer with pay according to the Police Act. The department has the option of suspending pay after 30 days.
The department's professional standards section will be shadowing the RCMP's criminal investigation.
"The VPD considers the nature of the offense to be very serious and abhors the actions attributed to this member," said Insp. Mario Giardini from the Vancouver police department's professional standards section. Vancouver police department officials would not say how long the officer had been serving or which division he worked in.
The RCMP are not releasing any further details about the identities of anyone involved in the case due to a strict publication ban.
"At this point we are not allowed to say any names or give any information to do with the people involved," Baptista said. "That's quite common in many, many sexual assault cases. It's usually in order to protect the victims and any revictimization of anybody associated with [the case]."
The male will appear in Vancouver Provincial Court in September.

New Orleans Police Sgt Charged with Raping Step Children
A New Orleans police sergeant was charged this week with three counts of rape and three counts of incest.
A St. Tammany Parish grand jury on Wednesday indicted the 51-year-old Slidell-area man. All three counts stemmed from alleged incidents with his two stepdaughters and his stepson, authorities said.
The Times-Picayune is withholding the man's name to protect the identity of his victims. Authorities would not disclose the age of the victims, but cases in which a victim is under the age of 13 fall under the state's definition of aggravated rape.
Investigators began looking into the allegations in December after one of the sergeant's stepchildren told a teacher about the alleged incident, according to St. Tammany Parish Sheriff Jack Strain, who spoke to the press soon after the sergeant turned himself in on Jan. 15.
The sergeant, a 17-year veteran of the police force, was suspended on Jan 15 - the day of his arrest - but then was reinstated on Jan. 26 to administrative desk duty, where he is currently assigned, according to New Orleans Police Department spokesman Bob Young.
The NOPD's Public Integrity Bureau, which investigates police misconduct, has an ongoing investigation into the accusations, Young said.
The sergeant is expected to enter a plea of not guilty, according to Raymond Burkhart III, one of two private defense attorneys.
"The case is in its very early stages and we categorically deny the accusations being made," Burkhart said.
There is no indication the sergeant abused his position at NOPD to prey on others, Strain said.
The grand jury panel on Wednesday also indicted two other men on sex crimes.
Ryan Mitzell, 19, of Sun was charged with sexual battery for abusing a 7-year-old boy sometime between May 26 and June 1, 2008. The alleged abuse came to light after the victim, now 8, told a relative, who then told authorities, according to the district attorney's office.
In another case, a 20-year-old Covington man, was indicted with aggravated rape for allegedly abusing the five-year-old daughter of his girlfriend between July 20, 2006 and March 2, 2007.
Mississippi law enforcement officials uncovered the alleged abuse after investigating a separate alleged abuse of the victim's brother.

Former Officer Pedro Martinez Back in Court on Rape Charges
A 20-year city police officer was ordered held on $250,000 cash or surety after he pleaded innocent Monday to 25 counts of sexual crimes involving three victims, including two of his biological daughters.
Assistant District Attorney John Compton had asked for bail of $250,000 cash, with no surety option, saying Pedro J. Martinez faces such long sentences if convicted that he has an incentive to flee.
Raipher D. Pellegrino, Martinez's lawyer, asked that he remain free on the $25,000 bail set in District Court when Martinez was arraigned on three counts of forcible rape of a child and three counts of incest.
"He maintains his innocence," Pellegrino said.
Hampden Superior Court Judge Bertha D. Josephson said that the court must make bail decisions on the likelihood of a defendant to appear in court if released on bail, and added the surety option to Compton's request.
If Martinez is released he will be on electronic monitoring with a zero curfew as he has been since release on bail on the District Court charges, and he must have no contact with the victims.
A pre-trial hearing will be held July 21.
Outside the courtroom after the arraignment, Springfield police Special Victims Unit Lt. Cheryl C. Clapprood said the investigation was very difficult in part because "we have known him for so long."
She said that the man before the court Monday is not the man fellow officers thought they knew.
Clapprood said she was not sure whether there would be any more victims coming forward, but she expects there will be more evidence. The third victim is a female who lived in Martinez' house for a time, she said.
She said the investigation encompasses events as far back as 1985.

The Elko Daily Free Press reports Hughes posted bail on Friday and was released from a Lander County jail where he was being held.

Former Officer Gregory Graham Captured After 2-hour Suicide Stand-off

Panama City, Florida
Gregory Allen Graham, a 34-year-old police officer who became a fugitive after his arrest on child molestation and incest charges was captured Saturday after a two hour suicide stand-off with Panama City authorities.
Graham, a former Fulton County, Georgia police officer was originally arrested on April 4 on two counts of child molestation, four counts of incest, one count of statutory rape, possession of anabolic steroids and attempt to suborn perjury.
Coweta County authorities say Graham allegedly engaged in an ongoing sexual relationship with an under-aged female relative. Authorities also say they found Graham in possession of anabolic steroids and that he repeatedly attempted to influence witnesses in the case. Police first became aware of the alleged activity when the victim's mother reported it to authorities and the victim reportedly confirmed the allegations.
Graham was released on a $50,000 bond while awaiting trial. Court records indicate Graham failed to appear for a Coweta Superior Court hearing on Monday. When Graham failed to appear again on Wednesday, he was declared a fugitive and a warrant was issued for his arrest.
When authorities received word that he might be in Florida, Bay County, Florida sheriff's deputies tracked Graham down to a motel he was staying at along Thomas Dr. in Panama City. Deputies raided the motel room and found Graham's firearms, ammunition and truck, but Graham was not in the room.
Authorities began an intense search of the area for several days that included K-9 units and an air unit who finally discovered Graham lying in a nearby wooded marsh at about 2:00 a.m. Saturday morning. As officers closed in, they discovered Graham had cut his wrists and was holding a hunting knife to his throat. Bay County Hostage Negotiators were called in, who spent approximately two hours talking to Graham before he finally released the knife and surrendered to authorities at about 4:00 a.m..
Authorities revealed they were able to narrow down Graham's wherabouts by tracking a signal from his cell phone.
“We are extremely proud of the extraordinary effort Investigator Jason Fetner and Investigator Matt Kee did in tracking this guy since Wednesday,” said Assistant District Attorney Kevin McMurry. “They worked relentlessly their entire Thanksgiving to apprehend him.”
Graham now sits in the Bay County Jail while he awaits extradition back to Georgia.
