Capt. Travis Mosher Accused of Stealing Fire Chief's Vehicle

A top-ranking member of the Manassas Park police department has been accused of stealing a fire department battalion chief's vehicle during an awards banquet for volunteer firefighters, Prince William County police said.

Capt. Travis D. Mosher was the Manassas Park police department's operations commander, but he resigned Sunday, the day after he turned himself in to police, InsideNova.com reported. A dispatcher at the Manassas Park police department said no one was available to speak to the news media Monday regarding the incident and could not confirm that Mosher had stepped down.

According to Prince William County police, the 30-year-old was attending an awards banquet for the Occoquan-Woodbridge-Lorton fire station at 1300 F St. in Woodbridge on Saturday evening, when he allegedly stole a 2005 Ford Excursion assigned to a Prince William County fire department battalion chief.

Investigators say they saw Mosher stealing the SUV on surveillance videos. The vehicle was recovered a little more than three miles from the banquet near the intersection of Golansky Road and Prince William Parkway in Woodbridge, police said. No one was injured, and no accidents were reported.

Mosher, police said, turned himself in Saturday night, and he was charged with grand larceny and petit larceny. He was released on his own recognizance with a Feb. 10 court date.

Calls to Mosher were not returned Monday.

The Manassas Park police department's Web site says Mosher joined the force as a patrol officer in 1997 and was promoted to captain and head of operations for the 35-member force in 2006. Before that he spent one year as a patrol sergeant.

His profile in LinkedIn.com, a social networking Web site, says he is enrolled in Northern Virginia Community College's criminal justice degree program.

Mosher described himself as a "dedicated proactive law enforcement professional with over twelve years of extensive experience in crisis management, budgeting and administration" on his LinkedIn page. He concluded that he is an "outstanding leader with a firm but fair attitude and a reputation for honesty, loyalty and integrity."

Former Deputy Daniel Rowan Illegally Purchased Police Car

A former Plymouth County Sheriff's Department Deputy has become the second Sheriff's employee in Massachusetts to find himself in hot water this week.

The State Ethics Commission revealed allegations yesterday that deputy sheriff and vehicle mechanic Daniel Rowan had used his position to get a free car and influence equipment purchases in the department.

Rowan allegedly agreed to buy a used police car from a department vendor, Municipal Headquarters Inc., for $800, but then took the Crown Victoria and never paid for it.

He is also accused of influencing the department into buying equipment from M.H. Inc.

These allegations come just a day after the Ethics Commission fined a Norfolk County jail guard 6 thousand dollars for buying a house from an inmate.

The Commission will schedule a hearing on Rowan within 90 days.

Former Officer Mark Anderson Accused of Stealing Patrol Car

From former acting police chief to evading arrest, a once respected McComb lawman found himself behind bars Wednesday.

The ex officer is accused of stealing a patrol car.

Nearly three weeks after abruptly retiring from the McComb Police Department, former acting chief and former Lt. Mark Anderson reported to the police station at 5:30 wednesday morning.

Authorities say he convinced an employee to let him inside the building.

"He signed up on the duty roster and reported to work and got in the patrol car and was patrolling the streets," said Chief Gregory Martin.

Martin said Anderson, who he describes as a good officer, drove away in unit 191.

He was in full uniform with his firearm and was reportedly seen at a funeral and cruising the city for 12 hours defying orders.

"He did not report to me at any time during this day. A supervisor on shift made contact with him earlier and he was instructed to return. He failed to return the vehicle," said the chief.

Investigators said they do not know why the 44 year old officer exhibited such strange behavior.

He had served with the department for 21 and a half years.

An article about Anderson appeared in tuesday's Enterprise Journal.

He had previously been at odds with McComb's city leaders filing complaints against them.

According to the chief, Anderson may have been under stress and because he was armed they wanted to work with him to get him to return the vehicle.

"I didn't issue an order at that time to make an arrest on sight, but I wanted the officer to be aware that he was in the patrol car without authorization," the chief added.

As the end of the shift approached Pike county deputies took Anderson in custody.

He was charged with unauthorized use of a government vehicle and impersonating an officer.

Both are misdemeanor charges.

For his safety Anderson was transported from the Pike County Jail to the Lincoln County facility.

He posted bond Wednesday evening and has been released from the Lincoln County jail.

Officer Joseph Mellon Wanted for Stealing Car

A McKeesport police officer was on the wrong side of the law after he allegedly stole a car.

Port Vue police are searching for Joseph Mellon, 64. Police said Mellon was helping a woman pay off a car that she could no longer afford.

When the woman didn't pay him back, police said Mellon took the car.

Police said the woman got the car back and called police, but they were unable to find Mellon to arrest him.

Port Vue police said Mellon will be charged with theft by unlawful taking.

Former Officer David Dietz Will Plead Insantity to Kidnapping

A former South Carolina police officer who authorities say kidnapped and held his estranged wife and infant son hostage in Georgia says he intends to enter an insanity plea.

An attorney for David Dietz said in court documents filed this week he intends to introduce evidence that his client was suffering from a mental disease or defect at the time of his alleged crimes.

Dietz has pleaded not guilty to several federal charges in South Carolina, including kidnapping and carjacking. The results of his mental evaluation have been sealed.

Dietz and a teenager accused of helping him surrendered on Jan. 5 after a 13-hour standoff at a motel in Madison, Ga. The two had been holed up with Dietz’s estranged wife and their infant son.

Trial Begins for Officer Paul Cervantes Accused of Theft


Opening statements are set to begin on Monday in the case of a police officer, accused of theft.

Paul Cervantes is being charged with Grand Auto Theft.

The charges come after an alleged drug dealers accused Cervantes and another officer, Hector Becerra, of stealing his SUV, and giving it to an informant.

Back in February, Becerra was cleared of all charged against him.

The informant, Jesus Valles, has reached a preliminary plea deal. He is expected to testify for the prosecution in exchange for having the charges against him dropped.

Authorities say Cervantes had a direct role in that vehicle theft. Cervantes' Attorney, Terry Bowman, says the people making the allegations are not credible.

Officer Kyle Hunter Arrested for Stealing Girlfriend's Car

Another schenectady police officer has been arrested. He's accused of stealing his girlfriend's car.

Police Chief Mark Chaires says patrolman Kyle Hunter has been charged.

According to Chaires, officers went to check out a domestic dispute allegation last night around quarter to six, when a woman's BMW had been taken.

Chaires says Hunter was located around 11:30 and charged with unauthorized use of a motor vehicle.

He spent the night in jail and was suspended without pay for 30 days.

Chaires says Hunter joined the force in 2001--and he did say there is "a previous administrative history" with Hunter.

Hunter's arrest brings the total number of Schenectady cops in trouble to eight.

Officer Paul Cervantes Charged with Stealing Drug Dealers SUV

A judge ruled this afternoon that there was sufficient evidence to order one Fresno police officer to stand trial on a charge of helping an informant steal a suspected drug dealer's SUV, but another officer charged in the case was allowed to go free.

Judge Gary Orozco said in Fresno County Superior Court there was probable cause to believe officer Paul Cervantes helped steal a 2001 Ford Explorer that belonged to Humberto Ortega Quintero, who was arrested Jan. 7, 2008, during a drug bust in Fresno.

But Orozco said there was little evidence to link officer Hector Becerra to the theft.

The judge also ruled that the informant, Jesus Jose Mendoza Valles, should stand trial.


1:38 p.m.: A preliminary hearing began this morning in Fresno County Superior Court for two Fresno police officers and a confidential informant accused of stealing a suspected drug dealer's SUV in January last year.

Randy Royal, an investigator with the California Highway Patrol, testified he interviewed the informant, Jesus Jose Mendoza Valles.

Royal said Valles told him police officers Paul Cervantes and Hector Becerra gave him permission to take an SUV owned by Humberto Ortega Quintero after Quintero was arrested in a drug bust on Jan. 7, 2008.

The next day, Valles went to the Department of Motor Vehicles and registered the SUV in his name, Royal said.

Royal also testified he interviewed Quintero and learned Valles never paid him $5,000 for his 2001 Ford Explorer.

Valles was booked into the downtown jail Dec. 29 on a charge of stealing Quintero's car. Before the two officers were arrested, Royal said, they went to the jail to visit Valles. The officers interviewed Valles for about 20 minutes, Royal testified.

What was discussed has not yet been disclosed in Judge Gary Orozco's courtroom.

Before the lunch break, another witness, Fresno Sgt. Walter Boston, said he received a tip from Cervantes after the officer was arrested. The tip led him to a female confidential informant who works for the Fresno Police Department. Cervantes told Boston that Valles told the woman he felt pressured by the CHP and Fresno police detective Brad Alcorn to "give up the officers."

Cervantes, 32, Becerra, 34, and Valles, 45, each face a charge of felony auto theft.

The preliminary hearing will determine whether there is enough evidence to order the three men to stand trial. The hearing resumes after the lunch break.

Officers Hector Becerra & Paul Cervantes Return to Court for Auto Theft

Two Fresno Police Officers, accused of felony auto theft, will return to court Friday morning.

A preliminary hearing has been scheduled for Hector Becerra and Paul Cervantes, at which prosecutors will present evidence to hold the two over for trial.

The two are accused of stealing a car they were supposedly seizing, and turning it over to a chop shop. They were arrested back on January 30th, and made their first court appearance on February 17th, where they pleaded not guilty to the charges.

A third Fresno Police Officer, 40-year-old Robert Eddings is facing charges related to the case, for giving false information.

Officer Mark Gore Suspended for Taking Home Patrol Car

A Philadelphia police officer who was the subject of an intense, hour-long search last Wednesday after he failed to return to the station at the end of his shift was suspended for five days without pay.

The officer, Mark Gore, 45, apparently took his patrol car home to the Stallo community because his personal vehicle was broken down, said Police Chief Dickie Sistrunk.

When Gore, a drug enforcement officer, did not return to the station at the end of his shift, police began an all-out search that eventually involved the Sheriff's Office.

Sistrunk said he initially feared for Gore's safety.

Gore went off duty in his patrol car without following proper procedures, Sistrunk said.

Gore was supposed to conclude his shift about 6 p.m. but he never radioed he was going off duty nor did he return his patrol to the station, Sistrunk said.

Others became concerned when Gore could not be reached by radio or his cellular telephone.

"I started calling him myself on his cell phone and then on my radio," Sistrunk said.

As concern for Gore's safety mounted, the police chief called for assistance from the Sheriff and one of his deputies to help search for the officer.

Gore was found along with his patrol car at his home in the Stallo community shortly after 7 p.m.

"His personal car had broken down," Sistrunk said, "so he took the patrol unit home."

Officer Paul Cervantes & Detective Hector Becerra Arrested for Auto Theft

Two Fresno police officers arrested for auto theft have posted bail. Officer Paul Cervantes and Detective Hector Becerra were arrested Friday by the California Highway Patrol. Fresno Police Chief Jerry Dyer says the arrests stem from an investigation that occurred over the last several months by the HEAT (Help Eliminate Auto Theft) Task Force. HEAT is compromised of several agencies including CHP and the Fresno Police Department. Chief Dyer says Cervantes and Becerra turned in their badges before the CHP took them into custody Friday.

"I'm deeply concerned over the fact that I've had two of my officers arrested and charged with auto theft," said Dyer, who is also aware additional officers may be arrested for a crime. According to the Police Chief, a total of four Fresno Police Detectives are under investigation, including 32-year old Cervantes and 33-year old Becerra. Dyer and the CHP offered no other information. "We don't have the details on what led up to the issuance of the arrest warrant" said Dyer. "But, what we do know is that back in October of 2008 our HEAT Unit began an investigation and that investigation was involving one of our undercover officers who had a business on the side, it was an auto-body business. There was information regarding stolen parts going through that business." Dyer says that investigation was conducted and completed, but four additional names were mentioned during an Internal FPD investigation. As a result, Dyer says Cervantes and Becerra were arrested, the other two are still on the police force.

Dyer says it's important for his department "not to rush to judgment". On Friday he sent out a recorded voicemail to all of his officers. "I just want them to know that regardless of the negative publicity this will bring our department, that it's important that our employees hold their head up high and recognize we have a very professional, first class organization."

The Fresno County District Attorney is reviewing the case and will decide on Monday whether to charge Cervantes and Becerra with auto theft; both Detectives were assigned to the Major Narcotics Unit. They remain on paid administrative leave.

Brothers Carl & Earl Yhan Arrested for Grand Theft

The USVI Criminal Investigation Bureau arrested a VI Police Officer and a Bureau of Corrections officer on charges of Grand Larceny on Saturday. The officers were already on unpaid leave from their respective agencies due to previous unrelated arrests, prior to being taken in to police custody.

Police Officer Earl Yhan, 27 and his brother, Bureau of Corrections Officer Carl Yhan Jr, 28 were arrested and taken into police custody based on a warrant issued by the Superior Court of the Virgin Islands.

The brothers were charged Saturday with the August 18 Grand Theft of items totaling more than $5,000 from a hardware store on St Croix where Earl Yhan was employed as a contracted security guard.

Earl Yhan is presently on unpaid leave from the VIPD pending the outcome of a February 19 arrest for Grand Larceny in connection with an Auto Theft. His brother, Carl Yhan is on unpaid leave from the Bureau of Corrections pending the outcome of a March 12 arrest for Assault Third (DV) and Possession of a Dangerous Weapon during the Commission of a Domestic Violence Crime.

USVI Police Commissioner James McCall said on Saturday that it is unfortunate that the VIPD and the BOC have been stained by these arrests, however McCall reiterated the statement he made at his Senate confirmation hearing, “it does not matter who you are, where you work, or who your family is – if you do the crime you are going to do the time.”

Both brothers were unable to post bail of $25,000 and were remanded to the Golden Grove Adult Correctional Facility pending advice of rights hearing.

“This is further evidence that the De Jongh administration and the VI Police Department will not tolerate or attempt to cover up wrong doing by police officers and other government employees,” McCall said.

“We understand that the Yhan brothers are innocent until proven guilty however I am confident that the Criminal Investigation Bureau, working closely with the Attorney General’s office has a solid case against these two,” McCall concluded.
