Officer Cameka Bruce Accused of Punching Nephew

A Chattanooga police officer is accused of punching her nephew when he failed to give her money owed to her for a water bill, an arrest report states.

Cameka Bruce, 35, who has worked for the department since 2008, remains on paid administrative leave pending the outcome of an internal affairs investigation, according to a news release.

Bruce's nephew, 24-year-old Marcus Berry, told officers Bruce came to his residence on Sarasota Drive in Hixson on Tuesday night to collect money he owed her.

Berry said Bruce became angry when he did not have the full amount of money. She reportedly exited her vehicle and came at him, according to the report. Berry said he was punched.

She is scheduled to appear Monday at Hamilton County General Sessions Court.

Bruce did not comment Wednesday.

Bruce is the third law enforcement officer in Hamilton County to face a domestic assault charge.

In February, Michael Early, a detective with Chattanooga Police Department who investigates property crimes, remains on light duty pending the outcome of his case. He is scheduled to appear in Rutherford County Sessions Court this morning to face accusations that he headbutted his wife.

Angelita McGhee, who works as a corrections officer at Hamilton County Sheriff's Office, was arrested in January after she reportedly pulled a pistol from her holster and took aim at her ex-girlfriend.

Detective Michael Early Arrested for Head Butting His Wife

A Chattanooga police detective is expected to appear before a judge in Rutherford County, Tenn., today to ask to have contact with his wife after he was arrested Sunday for reportedly assaulting her, court records show.

Detective Michael Early, who will mark 20 years with the department in June, posted a $1,500 bond from the Rutherford County Jail after he was accused of hitting his wife, causing a laceration on the bridge of her nose.

Early's wife told an officer that she woke up in the couple's hotel room at the Clarion Inn, 2227 Old Fort Parkway, to find that her husband was gone. She found her husband in a friend's room.

The couple had an argument after Early's wife refused to return to their hotel room. He reportedly pulled her by the hair while trying to take her back to the room, a Murfreesboro police arrest report states. She left and returned to the room. The arguing continued.

Allegedly, at some point, Early head butted his wife. When a Murfreesboro, Tenn., officer questioned Early, he said he did not remember what happened. The report states both appeared to be intoxicated.

Early, 44, investigates robberies at the department.

Since his arrest, Early has been placed on paid administrative leave pending the outcome of an internal affairs investigation.

As part of his bail conditions, Early is not allowed to have any weapons.

Early's next court date is set for March 13 before Rutherford County General Sessions Court Judge Ben Hall McFarlin Jr.

Another Chattanooga police officer was arrested last year for domestic assault.

Brian Smith was arrested on May 23 after his wife accused him of assaulting her during an argument. The case was later dismissed.

Officer Brian foulks Arrested for Domestic Assault

The attorney for a Knoxville Police Department officer charged with domestic assault disavowed Tuesday any notion of gunplay on the part of his client in the incident.

KPD Officer Brian Foulks, 33, was arrested early Tuesday morning and jailed under traditional 12-hour "cool down" hold placed in cases of alleged domestic violence after an incident at the home of his estranged wife.

In a report on the incident, his estranged wife, Donna Foulks, told Knox County Sheriff's Office deputies that after a verbal altercation between the two at her Macmont Circle residence, he broke the screen on her laptop computer and grabbed a .38-caliber revolver from a dresser drawer and went into the bathroom with it.

"(She) said she thought she heard (him) unloading it in the bathroom before she ran out," the report states. As she was walking down the road, he followed her in his truck.

"(She) said (he) told her the gun was in the truck, but never pointed it in her direction nor said he would use it," the report states.

Attorney T. Scott Jones, who represents Officer Foulks, said his client came to the home he once shared with his 32-year-old estranged wife unarmed and in his private vehicle. He conceded the two argued but said Officer Foulks merely unloaded and disabled the gun to avoid any escalation of an already tense situation and in no way used the weapon as a threat.

"The gun was already there on a dresser," Jones said. "Once tensions escalated between he and his wife, he located the firearm, unloaded it and rendered it inoperable."

Jones said his client returned the unloaded gun to the dresser, where deputies later found it. The pair eventually wound up outside, where the argument resumed, the report stated.

Donna Foulks told deputies her husband later followed her back inside the house and, after yet another argument, broke her cellphone, knocked items off the kitchen counter and kicked a wooden dining room chair.

Donna Foulks ran to a neighbor's house and called deputies.

Jones said the incident spanned hours, and the arguments between the pair were intermittent. The couple separated in December. Officer Foulks, 33, filed for divorce last month but went to the couple's home in hopes of resolving their marital discord, Jones said.

According to Jones, Officer Foulks has been struggling with the stress of being a full-time student at Liberty University and working overtime at KPD to earn extra money.

"Officer Foulks knows there is no excuse for domestic violence," Jones said. "He's going to get counseling related to this unfortunate incident and to deal with the stress he has been under."

KPD has suspended Foulks' police powers and reassigned him to administrative duties pending an investigation by the internal affairs unit. He has been with KPD since 2006 and was the school resource officer for Central High School.

He is set to be arraigned May 15.

Officer John Lewis Arrested for the Sixth Time

Schenectady Police Officer John Lewis was arrested on Saturday night for what is at least the sixth time in two years.

Department officials tell us that they received a call at approximately 6:00 p.m. that a drunk man had left the emergency department at Ellis Hospital, hit a car, and took off.

Investigators say that that man was Lewis - a 15-year veteran of the force who has spent much of the past two years off the job.

Lewis's troubles with the department date back to 1998 when he was fired for allegedly using a racial slur; an arbitrator later reinstated him.

Since the spring of 2008, Lewis has been arrested numerous times on charges that include drunk driving, stalking, harassment, and vandalism.

In December, a Schenectady County grand jury indicted Lewis for allegedly hacking into his ex-wife's e-mail account and threatening her.

Days later, he was apparently stabbed in Berkshire County.

Schenectady Police say Lewis's termination hearing has been completed and the department brass is waiting for a final decision by an arbitrator.

City residents say that Lewis has already had too many chances.

"Police are supposed to be models for the rest of the society and, certainly, this is not the kind of model that we want to have our kids and the rest of everybody else in the city to portray so, yeah, he definitely needs to go," says Don Ackerman of Schenectady.

City resident Chuck Tillman says, "He should be thrown off the force in my opinion."

Lewis is being held at Schenectady County Jail without bail.

A deputy with the Hernando County Sheriff's Office is accused of assaulting his wife.

Jeffrey P. Swartz, 34, was charged Saturday with domestic battery and placed on administrative leave, according to a sheriff's office report.

Swartz has been employed with the agency since April 2001 and is currently assigned as a District 2 detective.

Swartz had a "get together" at his residence in which alcoholic beverages were consumed, the report said.

An argument between Swartz and his wife took place, which turned into a physical altercation, the report stated.

Swartz pushed his wife onto the floor of their bedroom. Swartz then placed his arms around her neck, but she was able to break free, the report stated.

The deputy continued being aggressive and grabbed his wife's arms, which prevented her from moving them, the report stated. After breaking Swartz' grasp, she was able to call the sheriff's office for help, the report stated.

The wife sustained red marks on the front of her neck and right arm, which is consistent with her allegations, the report stated.

Swartz had red marks on his right arm. Neither Swartz nor the victim required medical attention, the report stated.

A witness who was at the residence during part of the battery said Swartz threw the victim to the bedroom floor, the report stated. Swartz was transported to the Hernando County Jail without incident.

Deputy George Anderson Bryan III Arrested for Breaking Wife's Jaw

A Lenoir County Sheriff’s deputy was arrested earlier this week on a charge of fracturing his wife’s jaw.

George Anderson Bryan III allegedly punched his wife, Jamie Bryan, in the mouth on July 7, “causing a broken jaw which required surgery at Lenoir Memorial Hospital, surgery which included a plate being placed in her chin and four metal screws being placed in the gum area,” court documents state.

George Bryan was charged with felony assault inflicting serious injury on Wednesday — one day after his wife called the sheriff’s office to make the allegation.

“It’s a sad day at the sheriff’s office anytime one of our own has been charged with a criminal offense,” Maj. Chris Hill of the sheriff’s office said. “With that being said, the public expects us to do our job regardless of the adverse condition.”

District Attorney for the Eighth Prosecutorial District Branny Vickory said he did not officially know why it took Jamie Bryan three weeks to report the allegation, but said the sheriff’s office followed procedure in notifying him of the case.

“The sheriff himself (W.E. ‘Billy’ Smith) found out about it and informed me immediately on Tuesday,” Vickory said, “He and I jointly requested the SBI to get involved in the investigation (on Tuesday).”

George Bryan resigned from the sheriff’s office later that day. He was arrested Wednesday, spent the night in jail and made his first appearance in district court Thursday. He was released following the hearing after posting $500 bond.

“I don’t have no comment and don’t call my phone back,” George Bryan said Thursday afternoon.

Hill said he could not discuss whether Bryan has been disciplined by the office before, but called him an excellent deputy.

Bryan, listed at the same Kinston address as his wife in court documents, is 30 years old and worked with the patrol division. He was a member of the Lenoir County Sheriff’s Office since 2004.

His probable cause hearing is set for Aug. 13.

Officer Michael Percival Arrested for Domestic Violence

An Olathe police officer, Michael Percival, 44, is facing two counts of domestic violence and two counts of third-degree assault in what appears to be years of physical and mental abuse.

An affidavit supporting Percival’s arrest on June 26 claims that for four years, Percival beat his girlfriend, Elisha Cabrera, 42, on a regular basis.

The arrest affidavit states that Cabrera signed contracts given to her by Percival that dictated her behavior. If she failed to please Percival, he would punish her mildly by making her stand in a corner, or severely by spanking her bare buttocks repeatedly with a belt or other object.

Both Percival and Cabrera were arrested for domestic violence on June 24, but the extent of the alleged abuse against Cabrera was not known until she was accompanied to the restroom by a female officer who saw her injuries, which were then photographed.

The abuse took on even worse proportions, according to the affidavit, in that Cabrera was often forced to utter “thank you” each time she was hit to avoid further beatings.

The arrest affidavit, signed by Investigator David Harrison of the Montrose County Sheriff’s Office, reads, in part, about “punishment” administered on June 15 and 16. Cabrera told Deputy Monique Salido that the last beatings were punishment because she asked why she and her daughter were not invited to go on a fishing trip with Percival and his children.

Percival became angry at the question, according to the affidavit, and when he came home made Cabrera strip from the waist down, bend over the bed, and gave her 25 lashes with his police issue belt.

“Cabrera said she had to count each lashing and tell him ‘thank you’ after each strike and if she failed to count or miscounted, Percival would start over from the beginning…” the affidavit states. The next day, Cabrera was hit 25 more times until she “…had received her full measure of punishment.”

After the last beating, Cabrera said she had had enough. She said, according to the affidavit, that the beatings were painful but she allowed them because she loved Percival.

Olathe Police Chief Rick Hawk did not return messages left for him earlier this week.

Percival was released from the Montrose County jail after posting bond of $2,500 the day after he was arrested.
