Officer Paul Barkyoumb Charged with Harassment

The Connecticut Victim Advocate accuses a Holyoke, Massachusetts Police officer of sending her threatening text messages.

Paul Barkyoumb has now been charged with 2 counts of second degree harassment.

Connecticut State Police Trooper Karen O'Connor says the Holyoke man turned himself in to Connecticut State Police today.

"After a lengthy investigation into the allegations, detectives from the State Police Major Crime Squad secured an arrest warrant for Mr. Barkyoumb," O'Connor said.

Barkyoumb's attorney says he is adamant that his client is innocent.

Connecticut Victim Advocate Michele Cruz identified herself as the victim of harassment in a recent article in the Hartford Advocate newspaper.

She said she had been dating Barkyoumb, and he started sending threatening text messages after they broke up.

Barkyoumb is scheduled to appear in court February 16.

Officer David Robida Could Lose Job for Sending Threatening Text Messages

A Cheektowaga police officer could lose his job for allegedly threatening a former girlfriend last summer with “vulgar” text messages and arranging to have her removed from the Sunset Bay Beach Club in Irving on July 4 last year.

“This is pretty serious,” Town Supervisor Mary Holtz told The Buffalo News of the accusations against patrolman David Robida. “We have a police chief that’s very concerned.”

The Erie County district attorney’s office has been informed, Holtz said, although town police Capt. John Glascott said there are no criminal charges pending.

The Town Board voted unanimously Monday night after a closed-door discussion that they would move forward with a disciplinary process that could cost Robida his job.

A resolution Town Board members considered said the officer “has brought discredit upon the Cheektowaga Police Department” for failing to treat his girlfriend respectfully, violating Police Chief Christine Ziemba’s order that he have no contact with the woman and making a false report to the department.

Robida, who has hired an attorney, declined to discuss the charges when reached by phone late Monday. “I can’t comment on anything,” he said.

Alleged incidents that led to the Monday vote were detailed in the resolution. They included “vulgar, threatening and insulting” text messages Robida is accused of sending to his ex-girlfriend and her family. The messages related to a visit by the former girlfriend to the Sunset Bay Beach Club in Irving on July 4, 2008. The resolution alleged Robida threatened to “ruin” his ex-girlfriend’s summer by excluding her and her family from the club “and other bars and public establishments owned or operated by his friends.”

The resolution continues to say that three of Robida’s friends and associates communicated with each other and, during the early afternoon that day, arranged to remove his exgirlfriend shortly after she arrived at the bar.

The resolution approved by the board also says:

• “Any police officer who makes a false statement during the course of an Internal Affairs investigation undermines the integrity and purpose of such investigation.”

• Robida’s false statements were about whether he gave a friend and associate a “heads up” that his ex-girlfriend would be at the Sunset.

• Robida went to the Sunset knowing his ex-girlfriend would be there and he was told to stay away from her. Robida’s actions led to his ex-girlfriend’s removal from the club “in a way that could not have been more aggressive, abrupt, embarrassing and predicable. [sic]”

Later this month, a hearing officer and Deputy Town Attorney Jeffrey Whiting will suggest a punishment — possibly dismissal. The Town Board will make the final decision.

Officer Ernie Miller Accused of Sending Racially Charged Text Message

State police are investigating allegations that a Keyser city police officer sent a local family a racially-charged text message.

Anthony and Samantha Lockett say in February they received a vicious text that threatened their home and their young children.

The Locketts say after they got the text they called the number back and got Officer Ernie Miller.

Investigators say the text was sent from a computer, not from a cell phone.

A spokeswoman for the Keyser Police Department says they're standing behind Officer Miller, and that there's no evidence to substantiate the Locketts' claims.

"I was shocked. I was surprised that anyone could write anything like that because that could be anyone's kids. I think it affects people more who have black kids or biracial kids," Samantha said.

State police say Officer Miller will voluntarily take a lie detector test next week. Anthony Lockett says he would do the same.

Officer Christopher Garcia Arrested for Burglary and Harassment

A Colorado Springs police officer was arrested in Pueblo early Friday after opening his ex-girlfriend's window and breaking a lamp, telling cops he was angry that a Pueblo police patrol car was parked outside.

Christopher Garcia, 38, faces burglary and harassment charges and was placed on administrative leave from CSPD pending adjudication, Lt. David Whitlock said in a news release.

Louisa Delatorre, 39, told police she received a series of harassing text messages and phone calls from Garcia after she stopped responding to his texts. The two had lived together at her home on Seminole Lane for several years and have a child together, according to the police report.

She called Sgt. L.B. Unger to the house to ask about "options she had to stop Garcia from contacting her because she was feeling harassed by his accusations of her going out with other men, according to the report.

"Delatorre said she wanted to know how to take action without Garcia ‘getting in trouble,'" the report reads.

With Unger and Delatorre inside, Garcia arrived, rang the doorbell and opened the window next to the front door, knocking over a glass lamp. Delatorre said his hand was reaching to unlock the front door when Delatorre and Unger pushed his hand out..
Garcia denied trying to open the door.

"I just wanted to see what was happening inside," he told police.

Unger called for backup and when another officer arrived, Garcia, standing in the driveway, said he called acting Pueblo police Captain D. Ingraham.

Ingraham arrived, spoke briefly with Garcia, and another officer took Garcia to the police station, according to the report.

Officer John Eagley Arrested for Sending Threatening Text Messages

Pennsylvania Officer John T. Eagley, a 34-year-old patrolman, sent a threatening text message to his friend, Art Sider, cell phone on March 13. Art Sider is the manager at Gabriel Brothers, a discount store.

Police said the first message threatened the manager at the store where Officer Eagley’s girlfriend, Susan Foley, had been suspended for poor job performance.

The text message said, “Tell Anthony he is done. If I pull him over, I’m dragging him out of the car and beating the fuck out of him. I’m dead serious.”

A second message arrived a moment later, just before noon on March 13, telling Art Sider to relay the message. Sider took the phone and showed it to the Millcreek police, who photographed the messages.

Officer Eagley was arrested Friday, after other officers reviewed telephone records. He was charged with official oppression and making terrorist threats. He was arraigned before District Judge Paul Manzi of Millcreek and was released after posting a $10,000 bond.

The Police Chief Richard E. Andrews would only say that Officer Eagley sent the messages while off duty, and that the matter was investigated by the department’s internal affairs unit. Officer Eagley has also been suspended.
