Judge Stephen Kistler granted a new date for a former Stillwater Police Department school resource officer’s arraignment during a court date on Friday.
Kistler scheduled the new date for 1:30 p.m. on March 12.
Louis Alvie “Buck” Morris, 48, was charged with three counts of inappropriate acts with a child less than 16 years old and two counts of rape by instrumentation on June 16, according to court documents. All five counts are felony offenses.
If convicted on all five counts, Morris could spend life in prison without parole, according to the documents.
“Eventually the judge will get the case set for a jury trial,” said Robert Hudson, Payne County district attorney, in a phone interview Thursday.
Morris was released on bond in June, according to court documents.
Morris’ counsel couldn’t be reached for comment.
On May 20, a Stillwater citizen reported that Morris was involved in an inappropriate relationship with a 15-year-old girl, according to a June 16, Stillwater police press release.
Two investigators were assigned to the case and on June 1 they found evidence that Morris might have broken the law.
That day, Stillwater Chief of Police, Norman McNickle, asked the Oklahoma State Bureau of Investigation to help Stillwater police investigate, according to the press release.
Morris was suspended June 2, when investigators found cause that he could have broken the law, according to the press release.
Morris worked as a Stillwater police officer for 17 years, according to the press release.
The Stillwater Police Department declined to comment further on the case.
The girl’s father said he allowed his daughter and Morris to spend time together and thought that he could trust Morris because he was a police officer, according to the affidavit.
Morris met the girl at Stillwater Junior High School where he worked, according to an Oklahoma State Bureau of Investigation affidavit.
“We’re really not changing anything (about our policies),” said Ann Caine, Stillwater Public Schools superintendent. “Our counselors are really great about telling the kids what is appropriate behavior and what’s not appropriate behavior. We weren’t aware of what was going on.”
After he found out he was under investigation, Morris spoke to a school resource officer who worked at another Stillwater school, according to the affidavit.
Morris said he was sorry; that he felt like he was 15 again.

Former Officer Louis Alvie 'Buck' Morris in Court on Rape of 15-year-old
Former Stillwater Police Officer Louis Alvie "Buck" Morris, 48, who appeared in court today on charges alleging he committed five sex acts with a 15-year-old female student in May, has resigned from the department, Stillwater Police Chief Norman McNickle said.
"This case now rests in the hands of the judicial system," McNickle said.
The preliminary hearing for Morris, who has been charged with two counts of rape by instrumentation and three counts of lewd acts with a child, was scheduled during Morris's brief court appearance today for Aug. 28.
If convicted of the five-count charge, Morris could receive as much as two life without parole sentences plus 60 years in prison, court records show.
Morris was originally represented by Oklahoma City attorney Susan Ann Knight, but now is being defended by four Oklahoma City attorneys, Joe E. White Jr., Charles C. Weddle III, Marvel E. Lewis and Blake Farris, court records show.
Morris, who was an officer with the Stillwater Police Department for 17 years, had served as a School Resource Officer for six years, McNickle said.
He was suspended without pay at the time of his June 16 arrest at his Ripley residence, McNickle said.
Morris resigned from the Stillwater Police Department on June 26, McNickle said.
"As a Police Officer and a School Resource Officer, Morris was sworn to protect and serve all the citizens of Stillwater," McNickle said in a press release when Morris was arrested by officers from the Oklahoma State Bureau of Investigation, Stillwater Police Department and the Payne County Sheriff's Office.
"It is apparent to me and the personnel of the Stillwater Police Department that the sacred trust in the Oath of Office was violated." McNickle said.
"Department members are deeply disappointed and disgusted in the actions of a veteran officer.
"Members of the department take their oath seriously and will continue to seek out those who violate the public trust and where appropriate, seek prosecution and removal from office," McNickle said.
An investigation began on May 20 when a citizen reported a concern to police that Morris was engaged in an inappropriate relationship with a 15-year-old girl, McNickle said in his press release.
"The original information supplied by the citizen had no evidence of criminal activity by Morris.
"Two investigators were immediately assigned to determine if Morris had violated any policies of the Stillwater Police Department Standard Operating Procedures.
"The internal investigation continued until June 1, 2009, when information was discovered that Morris had possibly violated state law in his conduct with the 15-year-old victim.
"Based on this information, I immediately asked the Oklahoma State Bureau of Investigation (OSBI) to assist the Stillwater Police Department in conducting a criminal investigation into Morris' conduct," McNickle said.
"On June 2, 2009, the criminal investigation determined probable cause existed that Morris committed a felony. Also on June 2, 2009, Morris was suspended from duty and his powers to act as a police officer were revoked," McNickle said.
"On June 10, 2009, two investigators were dispatched on an out-of-state trip to interview potential witnesses in the criminal investigation. The trip continued through Monday, June 15, 2009," McNickle said.
The following day, charges were filed against Morris by Payne County First Assistant District Attorney Tom Lee.
Morris was booked into the Payne County Jail and released after posting a $25,000 property bond, court records show.
According to an affidavit by OSBI agent Richard Brown, the girl knew Morris for the two years she attended Stillwater Junior High School. She said that she talked with Morris every morning at school, the affidavit said.
"She and Morris exchanged phone numbers and would text each other. She felt Morris knew she liked him and that he liked her.
"She became close to Morris. Morris would text her saying he loved her and would be able to show her how much he loved her," the affidavit alleged.
She told the OSBI agent that Morris fondled her while they were alone in his home and that while he was driving her back to her house, Morris put his finger in her genital area, the affidavit alleged.
In May two days before she was to leave Oklahoma for the summer, Morris came by her house while her father was at work and they performed manual sex acts on each other, the affidavit alleged.
Morris subsequently talked to Stillwater Police Officer Guy Palladino, who was a School Resource Officer assigned to Stillwater's Sangre Ridge Elementary and Middle Schools, as well as Westwood Elementary School. Palladino also was a Fraternal Order of Police (FOP) representative for any officer at the Stillwater Police Department, according to the affidavit.
Morris told Palladino that they had sexual contact, but denied having oral or vaginal sex with the girl, the affidavit alleged.
Morris knew his job was gone and he hoped he did not have to go to prison, but that he had done this to himself," the affidavit alleged.

Officer Louis Morris Arrested for Lewd Acts with Minor

"It was very disturbing and disgusting. This person also violated their oath of office and that's something we don't take lightly. This man crossed the line," said Chief Norman McNickle, Stillwater Police Dept.
Chief McNickle says a citizen called in a tip that Louis Morris, who is a school resource officer at Stillwater Junior High was having an inappropriate relationship with a 15 -year -old girl. So he started an internal investigation.
"After they started their investigation they realized the allegations were more serious and gave rise to a criminal investigation," said Rob Hudson, Payne County District Attorney.
OSBI was then given the case and Tuesday Morris was arrested on three counts of lewd acts with a minor and two counts of rape by instrumentation. According to court documents, the 15-year-old girl used to be involved with Morris' son. She claims she and Louis Morris were going to get married and the relationship was consensual. But Oklahoma law states otherwise.
"There is no such thing as consent under 16. Another aspect of this case is that teachers, law enforcement or people employed by the school, it has a special statute that relates to the activity or relations they can have with students," said Hudson.
Morris' police powers were revoked before his arrest and Tuesday he was suspended without pay. He has the right to have a hearing about his status. The D.A. says investigating Morris has been difficult and he find this case troubling.
"It's troubling when we think our school are safe then we have someone from law enforcement that has these allegations against him," said Hudson.

Jury Deliberations Begin for Former Sheriff Mike Burgess
Fairview, Oklahoma
Jury deliberations began this afternoon in the trial of former Custer County Sheriff Mike Burgess, who is accused of using his power over inmates and drug court defendants to force them to have sex with him.
Deliberations began about 4:30 p.m. In closing arguments, a prosecutor said Burgess' position as a member of a team controlling a drug court put him in position to sexually coerce defendants.
A defense attorney says the accusers are either lying for financial gain in civil litigation, or the sex was consensual.
Burgess has pleaded not guilty to 36 charges of rape, rape by instrumentation, kidnapping, sexual battery and oral sodomy

Oklahoma Sheriff Michael Burgess Ran Sex Slave operation From Jail

An Apapaho, Oklahoma Sherriff resigned after an investigation revealed he was running a sex-slave operation from the jail he where he was suppose to be helping individuals straighten out their lives.
Sherriff Burgess resigned after posting a bond Wednesday night. He has been charged with 35 felony counts, including accusations of forcible oral sodomy, kidnapping, rape, perjury, bribery of a public official, indecent exposure, 14 counts of rape in the second degree and rape by instrumentation. Investigators said at one time, Sherriff Burgess oversaw wet T-shirt contests at the Custer County Jail.
(Why does this shit surprise people. It happens all the time, but people are ignorant believing that it doesn’t go on. It does happen people, and it needs to be stopped!)
The Texas County district attorney started looking into Burgess in May 2007 when a participant in the Washita-Custer County drug court program told investigators that Burgess made her have sex with him on a threat of sending her to prison. Because of a conflict of interest, Custer County prosecutors handed the case to Texas County authorities.
According to an affidavit signed by District Attorney James Boring, Burgess compelled a Weatherford woman to travel to Oklahoma City and meet him at the Biltmore Hotel for sex in April 2006. The same woman had sex with Burgess under duress at a Clinton truck stop parking lot and at her home.
Once the investigation of Burgess got going, the former sheriff is accused of having another woman go to the alleged victim's home in Weatherford to remove incriminating evidence against him in exchange for securing her brother's release from prison.
Other accusations outlined in the affidavit include testimony from a former sheriff's deputy, who said Burgess groped her between Oct. 1 and Nov. 30, 2005. Burgess also allegedly forced a drug-court probation violator to perform oral sex on him in his county vehicle.
Perjury charges stem from an incident in which Burgess allegedly helped a Custer County woman falsify and secure a protective order against another man. The affidavit states that Burgess directed and coached the woman "as to facts she was to present and which she in fact testified to under oath" with regard to the protective order.
Burgess had been sheriff in Custer County since 1994, and these accusations have the entire region talking. Residents said that if the accusations turn out to be true, it sends a bad message.
"That you can't really trust anybody no matter if they're in power because people in power abuse their power," said Kim Whiteshirt.
If convicted on all counts, Burgess could face a sentence of up to 467 years in prison.
(And I hope the bitch gets raped everyday!!)
