Former Trooper Stratford Young and Officer Todd Matti Charged with Sodomy on 15-year-old

Two former law enforcement officers accused of having inappropriate sexual contact with a minor were indicted by the Meade County Grand Jury.

Charges against former Kentucky State Trooper Stratford Young and former Brandenburg City Police Officer Todd Matti were presented by Jefferson County Assistant Commonwealth Attorneys Sara Farmer and Bill Burt and Jefferson County Commonwealth Attorney Thomas Wine.

"It's disappointing for several families for our agency, for the state of Kentucky," Kentucky State Police Public Affairs Officer, Jeff Gregory said.

Stratford Young, 33, and  Todd Matti, 44, face two counts of Sodomy  in the Third Degree against a 15-year-oldgirl. Matti's charges date back to November, 2012. Young also charged with Rape in the Third Degree. His alleged encounters with the teen date back from May to July, 2013. They both plead not guilty.

"When I heard it was Stratford, I couldn't believe it," Wesley Veatch, a Brandenburg resident told WAVE 3 News.

News of the indictments spread around town- a Kentucky State Police Trooper fired from the job he was respected for.

"He's one of the most decorated officers that I've heard, I would have never thought he'd done something like that," Veatch said.

Todd Matti resigned as a Brandenburg Police officer. We interviewed him last May for saving a teen's life.

"I didn't realize how much recognition we'd get, but it's humbling," Matti said back then.

Both men walked away from our camera after the hearing. Two other officers have also been accused. Their cases were not presented Monday....prosecutors told us that was to avoid jeopardizing the evidence they say they have against Matti and Young.

"You hate to uh, see anything of this nature come about, but we'll just fall back and let the court system do what it's supposed to do," Gregory said.

The two men paid $1,000 towards their bond. Their next court date is May 22nd.

Sgt. Rick St. Blanchard, a spokesperson for KSP headquarters, confirmed Young was terminated from the Elizabeth town post on September 13, 2013 after the investigation was launched concerning accusations of inappropriate behavior involving a 15-year-old girl.

Matti, who was awarded by the Army for his role in saving the life of a teenager in May 2013, resigned from his position in October 2013 after the investigation came to light.

Young was charged with rape and two counts of sodomy. Matti is charged with two counts of sodomy.

Young and Matti are not currently in custody. Both their cases are scheduled for a pretrial conference May 22 in Meade County.

Former Officer Andrew Probst Sentenced to Prison for Having Sex with Minor

A former village auxiliary police officer will be sentenced next month to four years in prison for having a sexual relationship with a minor.

Andrew G. Probst, 24, of Bluffton, pleaded guilty to eight counts of unlawful sexual conduct with a minor, all fourth-degree felonies. Sentencing is scheduled for April 28.

Probst is out on bail.

The prosecution agreed to the four-year sentence in exchange for the guilty plea.

The crimes are unrelated to Probst’s job with the Bluffton Police Department, which he worked as an unpaid auxiliary officer, said Chief Rick Skilliter. Auxiliary officers are required to work nine hours a month.

Probst was hired Nov. 14, 2011, and resigned Feb. 17, Skilliter said.

Assistant Allen County Prosecutor Terri Kohlrieser said the charges accuse Probst of having an inappropriate sexual relationship with a girl between the ages of 13 and 15.

That relationship occurred between Sept. 1, 2012, and Jan. 20, Kohlrieser said.

The girl told a staff member at the school she attends and that staff member, who is required by law to report such crimes, reported the matter to Allen County Children Services, Kohlrieser said.

Corrections Officer Yennifer Reyes Arrested for Having Sex with Minor


A Pima County Sheriff's Department corrections officer resigned Thursday after being accused of having a sexual relationship with a minor.

PCSO says Corrections Officer Yennifer Reyes was arrested on Wednesday for being sexually involved with a young female from late 2013 to early 2014.

Deputies began their investigation on Tuesday after PCSO got a report about Reyes' alleged relationship.

PCSO says they found evidence of the sexual relationship and arrested Reyes.

She was booked on one count of sexual conduct with a minor, fifteen years of age or older. 

Reyes was in the process of being terminated when she resigned on Thursday; she had been with the Sheriff's Department since May 2005.

Former Trooper Gregory Vrooman Convicted for Sex Crimes Against Child

A state trooper who was convicted in April of a dozen sex crimes against
 a girl younger than 14 has been given a five-year prison sentence.

District Attorney Geoffrey Rushlau, whose office prosecuted the case, said Gregory Vrooman, 46, of Nobleboro will serve 21 months in prison, with 39 months suspended.

After being sentenced last week in a courtroom in Bath, Vrooman was released on $25,000 unsecured bail, Rushlau said.

Rushlau said Vrooman's attorney, Steven Peterson of Rockport, has indicated that he plans to appeal his client's sentence to the Maine Supreme Judicial Court. Peterson could not be reached for comment Monday.

Vrooman's case took a strange turn in April, when he was attacked and injured in a Wiscasset courtroom just moments before the jury in his trial was expected to render its verdict.

Witnesses said William Harrison, 39, jumped Vrooman, who was seated next to his attorney, and landed two punches before he was subdued by court officers. Vrooman was removed from the courtroom on a stretcher.

Harrison, who lives in Charlestown, Mass., was charged with aggravated assault.

"We were on the verge of getting a verdict," Rushlau told The Portland Press Herald at the time. "This was bizarre and unprecedented."

One day later, the jury convicted Vrooman of four counts of unlawful sexual contact with a minor, four counts of unlawful sexual touching and four counts of assault.

Rushlau said it could take several months before the supreme court hears Vrooman's appeal.

Vrooman, a 24-year veteran of the Maine State Police, was arrested in November 2010.

Former Ohio Officer Charged with Sex Crimes Against Minor

A former Ohio police officer has been charged with multiple sex crimes against a minor.

Media outlets report Friday's charges of rape, unlawful sexual conduct with a minor and eight other counts stem from his relationship with a woman who was a minor when he allegedly began sexually abusing her.

The reports say the 43-year-old Heath man used to be an officer in Hebron and Union Township in central Ohio.

He is accused of having a decade-long sexual relationship with a girl, now 26, when she was 8 and he was an officer.

Officials handling a child support case became suspicious when they learned the oldest of the couple's three children was 10.

The Associated Press is not naming the man to avoid identifying a suspected victim of sexual assault.

Former Officer Robert Helphenstine Accused of Having Sex with Teen Boy

A former Fallowfield Township police officer accused of having sex with a 17-year-old boy will stand trial.

Officer Robert Helphenstine appeared in court Friday for a preliminary hearing.

He’s accused of picking up a 17-year-old runaway at a Greyhound station in downtown Pittsburgh and having sex with him at his home.

“I believe the hearing went very well. We found that the main witness for the prosecution was incredulous, admitted on the stand that he lied on more than one occasion,” said defense attorney Stephen Misko.

Channel 4 Action News' Sheldon Ingram previously reported that police said Helphenstine, the former officer-in-charge of the department, met the Virginia boy on Liberty Avenue while his trip to California was on a layover.

A new court date has not been set for Misko.

Officer Christopher Sundheim Charged with Having Sex with Minor

A Jupiter Island Police officer is facing felony charges after he had sexual relationship with a minor, according to warrant affidavit from the Martin County Sheriff’s Office.

On Friday, deputies charged Christopher J. Sundheim, 31, with sexual activity with a minor. Later on Friday, he was released from jail on $25,000 bond.

Sundheim is on administrative leave from the department, according to a news release from Jupiter Island Public Safety Department.

In September, the girl, with her parents and a family friend, reported the incident to police officials. The girl said she and Sundheim became friends after meeting at Hobe Sound Beach. The two would often flirt with each other until, “one thing lead to another,” the girl said in the affidavit. Detectives interviewed several people who saw the girl and Sundheim together. However, none of the people said they ever saw inappropriate behavior, the affidavit states.

The girl, now 18, said she and Sundheim had sex numerous occasions when she was 17, from October 2008 to January 2009, including one instance at a vacant cottage, which neither of them owned, the report states.

Officer Bobby Tameris Terminated for Having Sex with Teen

A Volusia County Beach Patrol officer accused of having sex with an underage girl will not be allowed to resign.

Instead, effective on Monday, 44-year-old Bobby Tameris is terminated from county employment and will only be eligible for 20 percent of any outstanding leave time.

Officials said they chose to fire Tameris rather than accept his resignation.

He still faces criminal charges.

Former Officer Gregory Perkins Charged with Sex Crimes Against Minors

A former Durham police officer is charged with sex crimes against a minor.

The Apex Police Department arrested 40-year-old Gregory A. Perkins for seven felony counts of sex related crimes Friday.

Perkins has been charged with two counts of first degree forcible sexual offense, two counts of statutory sex offense against a 13, 14 or 15-year-old, first degree statutory rape, statutory rape of a 13, 14 or 15-year-old, and other charges.

Further details about the incidents have not been released.

According to police, Perkins is being held on a $1 million bond.

Beach Patrol Officer Robert Tameris Get's Bond Reduced

Volusia County announced on Friday that it will fire a Beach Patrol officer accused of having sex with a minor multiple times.

Also on Friday, a judge slashed 44-year-old Robert Tameris' bond dramatically. He had faced a $250,000, but a judge on Friday morning cut that to $10,000.

Authorities said Tameris had sex with a teenager more than 20 times over a one-year period. The teenager was 16 years old at the time, and Tameris was 42 years old.

Tameris also allegedly videotaped the teenager on one occasion without her knowledge and sent an image of his private parts to her via e-mail.

Investigators said the teenager came forward while the Florida Department of Law Enforcement was investigating Tameris and two other beach patrol officers. No charges were filed in the original investigation, but investigators began monitoring Tameris' contact with the teenager.

Florida law states that it's a felony for anyone over 24 years old to have sex with a person who is 16 or 17 years old, whether the sex is consensual or not.

Beach Patrol Officer Robert Tomeris Arrested for Having Sex with 16-year-old

A member of Volusia County's beach patrol is under arrest for allegedly having repeated sexual encounters with a teenager who he met while she was sunbathing on the beach. Police say he also secretly videotaped the teen.

"I know him as a beach patrol officer," a neighbor said. "I would never believe it."

Investigators executed a search warrant on his home. The 44-year-old beach patrol officer was arrested for allegedly having sex with a 16-year-old girl he met on the beach.

In a serene Port Orange community, neighbors were in disbelief. Investigators say Tameris had sex with the 16-year-old 20 to 25 times between fall and spring of 2007.

"I hear you, but I would never believe it personally, honestly," the neighbor said.

An arrest affidavit says Tameris also videotaped the sex and while he was investigated for the past couple of months, he sent the 16-year-old a picture of himself exposed.

Deputy Mike Chauvin Charged with Having Sex with Minor


A 23-year veteran deputy of the Harrison County Sheriff’s Department was in custody Wednesday, accused of having sex with a minor who often baby-sat his adolescent son at the deputy’s Orange Grove home, Harrison County Sheriff Melvin Brisolara said.

The sheriff said 48-year-old Mike Chauvin, who’s been serving as a school resource deputy at North Woolmarket Elementary School for the past eight years, initially was suspended with pay Monday night as soon as the parents of the victim, now 17, came in to report their suspicions about Chauvin possibly engaging in sex acts with their daughter.

Brisolara said the Sheriff’s Department started conducting an internal investigation, but quickly realized that the case was turning criminal and turned over their findings to the Gulfport Police Department because the crime allegedly occurred in their jurisdiction at Chauvin’s home. Gulfport police made the arrest Wednesday, charging Chauvin with one count of sexual battery.

The investigation is continuing to determine if other charges would be filed, such as an enhanced charge of sexual battery while in a position of trust or authority. The maximum penalty for sexual battery is 20 years in prison.

The sheriff said Chauvin apparently began a sexual relationship with the girl sometime after she started baby-sitting for him in the past two years. “She was younger (than 17) when this happened,” Brisolara said.

On Wednesday, Harrison County sheriff’s investigators were continuing to work with Gulfport investigators to determine if additional charges will follow.

Brisolara said he hadn’t spoken to Chauvin since the investigation started, adding “I have no intention of talking to him.”

Brisolara was working at the Sheriff’s Department when Chauvin, whom he described as a quiet man, joined the force, first serving as a reserve officer before going full-time and working over the years in patrols and community relations before taking over as a school resource officer. Brisolara said the complaint this week was the first the Sheriff’s Department has received against him during his tenure.

Since Brisolara started serving his first term in office, he said he’s had to get rid of other sheriff’s deputies for violating departmental policies and procedures, and “this is the first criminal case I’ve worked (involving a deputy) since I’ve been in office.”

The sheriff said Chauvin was terminated Wednesday. After his arrest, he was taken to the Harrison County jail, where Brisolara said Chauvin was being placed in isolation for safety reasons.

As for the investigation that led to the arrest of one of Brisolara’s own deputies, he said he had no regrets.

Officer Lawrence Ross Frame Arrested for Engaging in Sex Act with Minor

Federal prosecutors say a New Castle police officer videotaped himself engaging in sex acts with a 16-year-old girl in 2008.

Forty-five-year-old Lawrence Ross Frame was charged Wednesday with possession of child pornography and five counts of production of child pornography.

He faces 15 to 30 years in prison on each production count and up to 10 years on the possession charge.

The girl's mother approached New Castle police Tuesday morning. Police say federal and other authorities were notified and Frame, a detective, was quickly arrested.

Frame resigned from the police department on Wednesday after nearly 20 years on the force. A message seeking information on whether Frame had a lawyer was left with the U.S. attorney's office in Indianapolis.

Detention Officer Gregory Heiser Arrested for Having Sex with 16-year-old

A 43-year-old detention officer at the Hernando County jail was arrested Tuesday on charges that he had sex with a 16-year-old girl.

The girl told Pasco deputies that in February and May, she had sex with Gregory C. Heiser of Hudson. Two juveniles told authorities they saw Heiser at the girl's bedroom window one night, and the girl later told them that Heiser told her that her pregnancy test came back negative.

According to the Pasco County Sheriff's Office, Heiser told the girl's mother that he was in love with the girl, who is not being identified because of the nature of the allegations. He gave the girl a cell phone and a key to his house, which deputies found and placed into evidence, the sheriff's report said.

Hernando jail Warden Russell Washburn said Heiser has been placed on paid leave while the jail conducts its own investigation into the allegations.

"Anytime a person in this industry finds themselves on the opposite side," Washburn said, "it's a blemish on the entire industry."

Heiser faces two charges of unlawful sexual activity with a minor. He is also being held on a warrant for a sexual battery charge involving a 39-year-old victim.

That victim told authorities that Heiser invited her to his home last year and sexually assaulted her, Pasco sheriff's spokesman Kevin Doll said. He declined to provide any further details, saying that case is under investigation.

Heiser has worked as a corrections officer for 13 years, starting in 1996 through 1999 at the Hernando County jail, according to his personnel file.

Since then, Heiser, who is divorced and has a son, has worked various stints for the state Department of Corrections and the Sumter and Pasco jails.

Heiser returned to the Hernando County jail for a second time in April 2008, but soon faced disciplinary action. He twice received written reprimands for sleeping at his post — once on the day he was hired.

In January, he again fell asleep at work, and received a three-day suspension without pay.

In April, he was suspended for three days without pay for violating security procedures involving an incident where corrections officers used excessive force on an inmate.

His annual review in 2008 said he "seriously compromises security when he is not attentive while on duty."

Records indicate Heiser was convicted of DUI charges in 1998 and 2008.

He remains at the Land O'Lakes jail for the latest charges on $70,000 bail.

Officer Sean Patrick Arrested for Soliciting Sex with Minor


CHARLESTON, W.Va.

A Charleston Police officer is in jail after he was arrested Friday night on sex charges out of Virginia.

Officer Sean Patrick, 30, is accused of soliciting sex with a minor over the Internet. He is facing state charges and was arrested as the result of an FBI investigation that also involved the sheriff's department in Loudoun County, Virginia.

In a news release from the Loudoun County Sheriff's office, Patrick allegedly propositioned over the internet someone he understood to be a 14-year-old girl.

He covered his face as he headed from the Kanawha County Courthouse to a police vehicle Friday night. WSAZ.com was the only news crew to get video of the person believed to be Patrick.

He is a patrolman who's been on the police force since 2005.

A warrant was issued and officer Patrick was arrested when he showed up for his regular shift at the Charleston Police Department Friday night.

Patrick's arraignment at the Kanawha County Courthouse was sealed off from the media. Magistrate Tim Halloran refused any access to the courtroom or paperwork, telling WSAZ that we can pick it up on Monday. WSAZ's crew was told that Halloran ordered the doors locked and no one allowed access to the courtroom.

Charleston Police Chief Brent Webster tells WSAZ that Patrick will be suspended without pay and an internal investigation has already been launched.

Webster also says that he does not have reason to believe that any police department computers were involved in any of the alleged activity, but that will be also part of the investigation.

The charge against Patrick is: usage of a communications system or other electronic means, for the purpose of soliciting, with lascivious intent, a person he knew or had reason to believe was a child under the age of 15. If found guilty, he can face 1 to 10 years behind bars and/or a fine of up to $2,500.

Tribal Officer Daniel Kettell Charged with Sexually Abusing Girl

PIERRE, S.D.

A Mission man has been arrested on a charge he sexually abused a girl this summer when he was a tribal police officer on the Rosebud Indian Reservation.

Thirty-three-year-old Daniel Kettell was indicted on one count of abusive sexual contact, which carries a maximum punishment of three years in prison.

According to the indictment, the abuse happened July 5 in Todd County and involved a juvenile female who was not capable of giving her consent.

Kettell is scheduled to enter a plea Tuesday in federal court in Pierre.

Deputy James Doyle Arrested for Lewd act with Minor

Police arrested a Los Angeles County Sheriff's Deputy on suspicion of conducting lewd acts with a 15-year-old girl.

Wednesday afternoon, detectives of the Brea Police Department and the Los Angeles County Sheriff's Department arrested LA County Sheriff's Deputy James Doyle, 45, of Long Beach. Doyle was released after posting $20,000 bail.

On June 20 at 9:30 p.m., Doyle was driving the 15-year-old girl westbound on the 91 freeway near the Gypsum Canyon off ramp in Yorba Linda, said Sgt. Bill Smyser of the Brea Police Department that also serves Yorba Linda. Doyle is a friend of the family.

As they drove, Doyle allegedly touched the 15-year-old inappropriately, Smyser said. The victim told the suspect to stop touching her, which he did, Smyser said.

After she was dropped off at her home the incident was reported to Orange County Child Protective Services who reported the incident to the Brea Police Department, Smyser said.

The victim's identity was not released because of her age and nature of the alleged incident.

Doyle has been relieved of duty with pay, said LA County Sheriff's spokesman Steve Whitmore.

“Internal affairs (for the LA County Sheriff's Department) will monitor the criminal investigation conducted by the Brea Police Department,” Whitmore said. “At the conclusion of that investigation, internal affairs will begin their own investigation.”

Whitmore said: “this incident could lead to this deputy's termination.”

Border Patrol Officer Joseph Giuliano Arrested for Child Rape


One of the top U.S. Border Patrol officials in Washington state has been arrested on child rape charges.

The Whatcom County sheriff's office said deputies arrested Joseph W. Giuliano, the deputy chief patrol agent at the agency's Blaine sector, on Thursday at his home.

The 55-year-old man had been charged Wednesday in Whatcom County Superior Court with raping a 14-year-old girl who was staying in his home. Prosecutors charged him with three counts of third-degree child rape.

Giuliano made an initial court appearance Thursday afternoon; bail was set at $50,000.

He was ordered to surrender his passport, have no contact with witnesses or the alleged victim and remain in Whatcom County unless he had court permission to leave. It was not immediately known if he was represented by a lawyer.

As deputy chief, Giuliano had been the public face of the agency as it expands its operations on the state's border with Canada. The Border Patrol has been criticized for operating sporadic checkpoints on several Washington state roads and ferry runs since the start of the year.

Giuliano often met with city and county councils and gave interviews to the media.

"U.S. Customs and Border Protection leadership has placed great emphasis on integrity and does not tolerate actions that would tarnish or diminish the reputation of our agency," Blaine Chief Patrol Agent John Bates said in a statement.

The agency will cooperate fully with any investigation, said Agent Michael Bermudez, spokesman for the Border Patrol's Blaine sector.

The Border Patrol is part of Customs and Border Protection.

Charging documents alleged Giuliano admitted to investigators having sex with the girl at least 24 times, beginning on a family trip to Arizona. At times, he told the girl it was wrong and feared he would get caught, the court documents said.

The girl moved into Giuliano's home after her parents separated in late February or early March. She was not part of the state's foster care system.

The sheriff's office learned of the alleged abuse this week when the girl told some Bellingham High School classmates, who called authorities, The Bellingham Herald reported. The alleged abuse had been going on since spring, the newspaper reported.

Giuliano is on "indefinite suspension" from the agency, Bermudez said.

Former Police Chief Todd Vecellio Arrested in Internet Sex Sting


A former police chief with the Calhan Police Department is in jail for allegedly trying to arrange sex with a minor. The Canon City Police Department arrested Todd Vecellio, 38, on Wednesday in Penrose as part of a month long internet sex sting.

Vecellio is not only a former police chief, but he was also working as a police officer at the University of Colorado, Colorado Springs (UCCS). He has been suspended without pay. A university spokesman said there is no reason to believe that Vecellio acted inappropriately with students and did not use University equipment, computers, in unlawful activities.

Vecellio is facing more than half a dozen charges, including conspiracy to commit sexual assault on a child. According to an arrest affidavit, Vecellio meet a woman online and made plans to have sex with her and her 13-year-old daughter. What Vecellio didn't know, was the woman was an undercover Canon City police officer working with the internet crimes against children unit.

After a month of online chatting and several phone conversations, Vecellio made plans to drive from Colorado Springs to Penrose to meet-up with the woman.

On Wednesday, on his way down, officers arrested him outside a liquor store on highway 115.

The undercover officer says although Vecellio was suspicious that she was a cop, he made it clear he wanted to have sex with both her and her 13-year-old daughter. In one conversation he told the undercover officer that he had been with a 15-year-old once before.

After he was arrested, Vecellio told police he was conducting an investigation on the woman. However, he made no reports, nor told his supervisor at UCCS or law enforcement about the investigation.

As for his background. Vecellio has been arrested twice for domestic violence, and once for child abuse in El Paso County. But all three of those cases were dismissed.

Vecellio remains in the Fremont County Jail on a $50,000 bond.

Officer Rick Johnson Fired for Having Sex with Teen



An Altoona police officer accused of having sex with a teenage girl has been fired from his job.

Just hours after Rick Johnson waived his preliminary hearing Wednesday, Altoona City Council voted unanimously to fire him, citing a violation of the city's code of conduct.

It was not immediately clear if Johnson will be eligible to collect his police pension.

Officials with the city's pension board said, as far as they are concerned, there is no reason Johnson should be denied his pension.
