A U.S. Customs and Border Protection officer was arrested Friday at the Border Patrol checkpoint in Falfurrias in connection with an early morning shooting in McAllen, said Lt. Joel Morales, a McAllen police spokesman.
Morales said the shooting involved CBP Officer Randal Wayne Sutterfield, 41, and his girlfriend's brother, who suffered a gunshot wound to the
head. The victim is in stable condition but was taken to the McAllen Medical Center for treatment.
It took place about 2:30 a.m. in a residential area.
Sutterfield
was transported to McAllen where he was charged with criminal attempted
murder, a second-degree felony, and was waiting arraignment later
Friday or Saturday, Morales said.
Sutterfield served as an
agriculture specialist at the international bridge in Hidalgo for about
four years, but is not on active duty, CBP said in a statement, adding
that the agency is reviewing the matter.
“CBP stresses honor and
integrity in every aspect of our mission, and the overwhelming majority
of CBP employees and officers perform their duties with honor and
distinction,” according to the CBP statement. “We do not tolerate
corruption or abuse within our ranks, and we fully cooperate with any
criminal or administrative investigation of alleged misconduct by any of
our personnel, on or off duty.”

Former Officer Pleads Guilty in Katrina Killing
A former police lieutenant pleaded guilty yesterday to conspiring to obstruct justice after federal officials say he helped cover for officers who killed two people on a bridge in the chaos following Hurricane Katrina.
Federal investigators say former lieutenant Michael Lohman knew two people shot to death as they crossed the Danziger Bridge had no weapons, but he and others filed false reports to make the shootings seem justified. Four other people were wounded.
Family members of the victims gathered at the downtown federal courthouse as Lohman arrived to enter his plea.
“We are very, very happy about the progress that the FBI and the US Justice Department have made,’’ said Dr. Romell Madison, brother of Ronald Madison, who was killed on the bridge.
“It’s a tremendous relief for us to see some sort of closure. The people of New Orleans should be relieved that there is still justice for everybody here.’’
Seven officers were charged with murder or attempted murder in the Sept. 4, 2005, shootings, just days after Katrina smashed levees and flooded 80 percent of the city.
But a state judge dismissed the charges in 2008.
Until Lohman’s plea yesterday, no one had been convicted in the deaths of Madison, 40, a mentally disabled man, and James Brissette, 19.
Four others were wounded.

Officer Steven Campbell Charged with Attempted Murder & Rape
A police officer has appeared in court charged with the attempted murder and rape of a woman.
Steven Campbell, 40, is accused of allegations which span more than 13 years. It is alleged that on various occasions between January 1995 and October 2008, he tried to kill the woman at a number of addresses in East Kilbride, Airdrie and the Asda supermarket in Hamilton.
The charge includes claims that the Strathclyde Police sergeant shout, swore and "uttered threats of violence". It is said he assaulted the woman in various ways such as throwing her against a tractor.
The woman is also alleged to have been thrown against walls, door and furniture and had her throat compressed which restricted her breathing.
Campbell, of Hamilton, Lanarkshire, is then accused of raping his alleged victim during the same dates.
The charge includes claims that he indecently assaulted her with a sex toy and also took indecent photographs of her. Campbell also faces two firearms charges dating between January 1 2000 and October 9, 2008.
It is alleged that at a farm in Shotts, Lanarkshire, he possessed bullets without holding a relevant firearms certificate or having the permission of the Scottish Ministers.
Mark Moir, defending, said Campbell denied all charges during a hearing at the High Court in Glasgow on Wednesday. Mr Moir and prosecutor Bruce Erroch said inquiries were ongoing and that a trial date could not yet be set.
Judge Lord Turnbull adjourned the case for a further hearing in March.

Retired Officer Darryl Fowler Accused of Shooting Ex-Wife
A retired New York City police officer is being accused of shooting his estranged wife at her home on Long Island.
Suffolk County Police say 43-year-old Darryl Fowler broke into the Middle Island home of Michelle Fowler Tuesday night and shot her multiple times.
Police say Fowler fled the scene and a short time later his vehicle crashed into a tree.
Both Fowler and his estranged wife were listed in stable condition Wednesday.
Detectives plan to present charges against Fowler for attempted murder, burglary, assault and aggravated criminal contempt and criminal use of a weapon.
Police say Fowler retired from the New York City Police Department about 10 years ago.

Officer Anthony Battisti Arrested for Hiring Handyman to Kill His Ex-Wife

Anthony Battisti had asked his handyman to do odd jobs in the past.
But in January of this year, the New York City police officer came up with an especially odd one - killing his ex-wife, prosecutors said.
Friday morning, Battisti, 42, of Franklin Square, was arrested and charged with first-degree attempted murder for allegedly hiring handyman Timothy Gersbeck, 37, of Levittown, to kill his ex-wife, Patricia, for $5,000.
If convicted of that and other charges, Battisti could face life in prison.
Gersbeck was charged in January with going to Patricia Battisti's Franklin Square home and stabbing her three times in the back of her neck with a screwdriver. Patricia Battisti, 44, survived the attack.
Gersbeck's case has since been sealed and prosecutors will not comment on it. Battisti's lawyer, Stephen Scaring of Garden City, said it's likely Gersbeck's case is sealed because he is cooperating with prosecutors.
At Battisti's arraignment in Mineola on Friday, prosecutor Michael Canty asked Nassau County Judge David Sullivan to hold Battisti without bail.
He also asked that Battisti be held in Suffolk County jail, rather than Nassau. He did not say why, but Scaring said it was to keep him separated from Gersbeck, who is being held in Nassau.
Sullivan ordered that Battisti be held in Suffolk until his next appearance Wednesday. He deferred a decision on bail until then.
"The people have a very strong case," prosecutor Michael Canty said in court.
According to New York City police, Battisti was suspended in January and remains suspended. In standard NYPD practice, an internal investigation will be conducted after the criminal proceedings are complete, they said.
Patricia Battisti, who was in serious condition after the attack, has since recovered.
District Attorney Kathleen Rice, in a statement, said, "I'm sickened by this officer's betrayal of the badge. We cannot let one single act by one officer overshadow the brave work by men and women who wear the uniform and put themselves in harm's way every day to protect our families and our neighborhoods."
Patricia Battisti was at the center of another court case recently, when she sued North Shore-Long Island Jewish Health System for, she alleged, infecting her with syphilis during an operation in 2005.
When a second test showed that Battisti was not infected with the disease, the hospital countersued. That case has been resolved, Patricia Battisti's lawyer said, declining to provide specifics.

Former Officer Gary Cahoon Arrested for Attempted Murder

A former Redding Police officer was arrested on suspicion of attempted murder late Sunday afternoon after police said he shot a man with a shotgun.
Gary Cahoon, 60, of Anderson, fired one round from a shotgun at Brandon Rhodes, who is in his 30s, at about 5:14 p.m. on the 21900 block of Reading Drive, said Detective Wes Collette of the Shasta County Sheriff’s Office.
The two men had been involved in an earlier argument about visitors to Cahoon’s home at about 3 p.m. and Rhodes came back to confront Cahoon at his house, Collette said.
Redding Police Chief Peter Hansen said Cahoon was a Redding Police officer about 30 years ago, resigning in the late 1970s. He said he didn’t know why he resigned.
“He was a police officer for a short period of time,” Hansen said.
Cahoon was an officer for seven years, Collette said. Cahoon and Rhodes were “long-time acquaintances,” he said.
Several pellets from the shotgun blast hit Rhodes and his pickup, Collette said. Rhodes has been treated for his injuries and released.
Cahoon admitted to the shooting, Collette said. He was being held this morning at the Shasta County Jail on $500,000 bail.

Former Officer Ted Smith Wanted for Domestic Dispute
The Gadsden County Sheriff’s Office is on the hunt for a former Quincy police officer, according to Lt. Jim Corder.
This morning at 1:40 a.m. the Qunicy Police Department responded to reports of a domestic dispute.
According to GCSO, Ted Smith drove his van into the bedroom section of his and his wife's home in the Lake Laurie area.
Smith then went inside and chased his wife down the hall, grabbed her and then attempted to strangle her, Corder said.
He then fled the scene in another vehicle.
Corder said that once found, Smith will be arrested on charges of burglary with persons assaulted or injured, domestic battery and felony criminal mischief.

Officer Blaine McNeese Arrested for Plotting to Fellow Officer
It's a crime that shocked the Department of Public Safety. One of their own officers plotted to kill a fellow officer.
Luckily, the officer found out about the plot before the plan was carried out. Now a criminal organization has been busted.
A hole was dug in the desert near I-10 and Highway 87. The suspects were planning on shooting the officer and burying him there. The officer was interviewing one of the members of the group when he learned about the plot against his life.
Police say Lazar Lazar, Carlos Saquilan and Khalid Henry were behind the plot. Phoenix police then got involved.
Police say Blaine McNeese was the "bad cop." He worked for DPS and at the same time, for the Younan criminal syndicate. Police say McNeese became involved after accepting a bribe.
McNeese is in jail and four other members of the group have also been arrested or are in police custody.
Lazar Lazar is the only one still missing. If you see him, call the police.

Two Former Officers & a Lawyer Charged with Attempted Murder

Dozens of members and associates of a motorcycle gang, including two former police officers and a lawyer, were charged yesterday with attempted murder, cocaine and steroid distribution, and related crimes.
A 35-count indictment unsealed in U.S. District Court in Detroit was part of a long-running state and federal investigation of The Highwaymen.
Authorities said 30 defendants were in custody yesterday, and others were being sought.
Of the 74 people charged, 16 men were accused of being leaders of the gang and of directing others to carry out crimes. Some defendants were accused of conspiring to kill members of another motorcycle club, and others were charged with transporting stolen motorcycles into Michigan.
Two former police officers from Garden City and Hamtramck, an attorney and group president Joseph "Little Joe" Whiting were among those named in the indictment. Assistant U.S. Attorney Diane Marion said Whiting was expected to arraigned today.
William Swor, an attorney for ex-Garden City police sergeant David "Stifler" Tomlan, said his client liked to ride motorcycles and had "done nothing wrong." Richard Convertino, attorney for former Hamtramck police officer Randell Hutchinson, said his client was not a member or an associate of the Highwaymen.
The investigation, which spanned many years, was "the largest prosecution in the history of Michigan" and one of the largest of its kind in the country, U.S. Attorney Terrence Berg said yesterday.

Officer Kachina McAlexander Arrested for Attempted Murder
PIERRE, S.D.
South Dakota officials say a Denver police officer has been arrested on three counts of attempted murder after she fired a gun in the direction of 3 law officers who were checking on her at a motel near Custer.
Attorney General Larry Long's office says 31-year-old Kachina McAlexander was arrested Tuesday.
Two Custer County deputies and a Highway Patrol officer had gone to the motel to check on McAlexander. The attorney general's office said the officers found the woman with a gun in her hand, and she fired the gun several times in the direction of the officers.
The officers were not hurt.
Denver police Det. Sharon Avendano told The Denver Post she could not comment on McAlexander's arrest because another jurisdiction was in charge.

Officer Patrick Dotson Charged with Attempted Murder

Baltimore police have charged a city officer with attempted murder, accusing him of firing his service weapon during an off-duty fight outside a Canton nightclub this month.
Police said Officer Patrick A. Dotson, 26, who has been on the force two years, was suspended Monday when investigators determined he was involved in the March 8 incident outside Fins on the Square in the 2900 block of O'Donnell St.
Dotson and other officers got into an argument in the bar that turned into a fight and spilled outside about closing time, according to police spokesman Anthony Guglielmi. Dotson is accused of firing his weapon at a vehicle, hitting it in the rear. The men in the car left the scene and called 911.
Guglielmi said Police Commissioner Frederick H. Bealefeld III suspended Dotson immediately after he was identified as a suspect.
"The commissioner has zero tolerance for this kind of thing," Guglielmi said.
Dustin Jackson, 25, who suffered two chipped teeth in the skirmish, said he did not know the man who fired the shots at his car was an officer until he was contacted by internal affairs. He said the shots were fired as he tried to leave the area.
"My buddy saw the guy who I had been getting in a fight with and said, 'Oh crap, he's got a gun,'" Jackson said. "That's when we saw him pull it from his side and fire the shot."
Jackson said that the bullet struck his gas tank. He said he was concerned that the other officers involved did not try to intervene and that none of them reported the incident. "Why wouldn't you come forward?" he said.
A source with knowledge of the investigation who spoke on condition of anonymity because he was not authorized to speak about the case said that bar staff was familiar with at least one of the officers, leading to the identification of the officers who were suspended.
Guglielmi said another officer, Fontaine W. Smallwood, has been suspended but is not expected to face criminal charges. A female officer who was with them has not been disciplined.
As a pair, Dotson and Smallwood have brought charges in numerous drug cases that are pending in District and Circuit courts. Guglielmi said they work on an initiative focused on the Pennsylvania Avenue corridor, and records indicate they are assigned to the Western District. It was unclear how the suspensions would affect the pending cases.
Several officers have recently faced criminal charges. Officer Robert H. Gordon, 44, and his wife were charged with stealing from an Owings Mills Wal-Mart. Robert Knotts, 24, a new recruit who was participating in field training in the Northwest District, was suspended after being charged this month with first-degree assault in Baltimore County.
Next week, Detective Terry Love Jr., 32, is scheduled to go on trial in the beating a man outside a Govans barbershop. Tommy Sanders III, 38, is set to go to trial on charges of manslaughter. He is accused of fatally shooting an unarmed man while on duty.
And this month, a police trial board recommended the firing of Officer Christopher Vallejo, 32, who in February 2008 was found guilty of assaulting a woman in Federal Hill.
Jackson said his experience was troubling but that it did not change his opinion of the Police Department.
"One bad apple doesn't spoil the bunch to me," Jackson said. "From how it's been handled ... to me, it's been very thorough, and internal affairs done an excellent job."

Reserve Officer Greg Conner Charged with Attempted Murder & Stalking

A reserve officer with the Jackson County Sheriff’s Office has been arrested on charges of attempted murder and aggravated stalking.
Greg Conner, 48, was taken into custody Thursday outside a fast food restaurant on State Road 71 South.
According to a press release from the Florida Department of Law Enforcement, an investigation “revealed that Conner intended to kill his (estranged) wife and her boyfriend.”
Conner is also the firing range master and a firearms instructor for Chipola College, and had once been a full-time deputy with JCSO.
Jackson County Sheriff Lou Roberts said Conner and his wife had been separated for some time, and that JCSO investigators had received information in the last week or so that Conner was stalking her and her boyfriend.
According to Roberts, Conner had been seen at odd hours in the area of his wife’s home in the Grand Ridge/Shady Grove area and the boyfriend’s dwelling, which are some distance apart.
Roberts said officers had confronted Conner at one point, and he had denied stalking the couple.
The Florida Department of Law Enforcement got involved Wednesday after receiving further information about Conner’s alleged plans.
Concern grew as authorities from FDLE and JCSO ramped up their investigation Wednesday evening, said Tommy Ford of FDLE. According to Ford, it appeared that Conner was progressing toward a plan of murder and that “overt acts” had been taken in the planning process. He and Roberts declined to give details of the surveillance and other investigative techniques employed which led authorities to that conclusion. They would reveal little further information except to say that it did not appear to be a ‘murder for hire’ plot but rather something that Conner planned to carry out himself. Unspecified evidence has been gathered in the case, Ford and Roberts said.
While they would not reveal any particulars, Ford and Roberts agreed that the alleged plan was an elaborate one that, if carried out, would have involved sudden death and would have had the clear earmarks of homicide.
The alleged plan was “unfolding rapidly” Wednesday when Conner’s wife, boyfriend, and the two Conner children were moved to a place of safety overnight, according to Ford.
Conner was arrested Thursday outside a fast food restaurant on State Road 71 South.
He offered no resistance and the arrest was without incident, Roberts and Ford said.
Authorities have spoken with Conner since he was taken into custody, but Roberts and Ford would not reveal the content of that conversation.
Roberts said the entire Jackson County Sheriff’s Office family is shocked and saddened by the events leading to Conner’s arrest.
“I’m saddened ...but glad to have stopped this before it was out of control...I’m disappointed with Conner’s actions. I am glad that Conner and his family were unharmed in the incident...there’s a good possibility that if this had not been interrupted, we would have been looking at potential homicide.”
For years, Conner was the person who most often greeted Roberts and his officers when they arrived at the local firing range to do the quarterly shooting necessary to keep them qualified for weapons.
Roberts said Conner left full-time employment as a deputy some years back in order to take the Chipola position.
Conner had not been involved as a reserve officer in any instances since Roberts took over as sheriff last year, but could have been called upon at any time to assist full-time deputies if needed.
He was immediately taken off the reserve roster following his arrest, Roberts said.
According to Roberts, it appears Conner was in a “depressed state of mind” in the recent past, and that was of concern as the investigation unfolded.
Authorities carefully selected the time and location of the arrest, he said.
They were able to observe that he was unarmed, for instance, as he exited the fast food restaurant and was walking alone a distance from his truck at the time he was taken into custody.

Officer Anthony Battisti Investigated for Paying Man to Assault Former Girlfriend
The mother of an NYPD cop accused of hiring a Long Island grifter to stab his ex-wife denied that her son could plot the attack even as investigators moved closer Sunday to arresting the officer.
Officer Anthony Battisti, who was suspended by the NYPD on Saturday, is under investigation for allegedly paying Timothy Gersbeck $5,000 to assault his former flame outside her Franklin Square home.
"He would never, ever do anything like that," said the cop's mother, Mary Ann Battisti, 66. "I can't take this. ... It's killing me."
"Why would he want to hurt the mother of his children?" she asked. "He's the best father in the world."

Deputy Thomas Hutchins Charged with Attempted Murder
A Milwaukee County sheriff's deputy was being held Tuesday on a possible charge of attempted homicide in connection with a double shooting Monday night that wounded a 31-year-old woman and a 12-year-old neighbor girl, police records show.
A neighbor of the woman said the victim had pounded on her door before fleeing to the girl's apartment, and the neighbor described the incident as "chaos."
Thomas D. Hutchins, a 12-year-veteran of the sheriff's office, was in custody at the Waukesha County Jail on Tuesday night.
Sheriff's Department spokeswoman Kim Brooks confirmed Tuesday that department officials learned of the arrest of a 39-year-old deputy, but did not name him.
An arrest log at the Milwaukee Police Department lists Hutchins as the suspect in the shooting, which occurred at 8:50 p.m. on Monday. Police said the woman was shot in the cheek after a domestic argument in the 8800 block of N. Swan Road.
She ran to the girl's apartment, where the 12-year-old was shot in the leg.
Police later arrested Hutchins in the 4300 block of N. 73rd St., according to arrest records.
Sherrelia King, who lives next door to the woman who was shot, said she heard "arguing and the gunshots and the glass shattering, and then she must have come over here, because I heard banging on my door."
But when she got to the door, nobody was there.
She said she heard more shooting after the initial shots were fired.
King thought the deputy didn't live with the shooting victim, but she said he was there often, and she'd heard arguing.
The buildings are part of the multi-unit Woodlands complex, northwest of Swan and Brown Deer roads. King and the woman shot in the cheek live in adjacent units of one building. The 12-year-old lives in an adjacent building about 15 feet away.
"That had to be traumatic for that baby, that child," said King of the girl. "You just go to the door and the wild, wild west comes in."
The Sheriff's Department's Brooks reported that the deputy is suspended without pay pending the completion of an internal investigation.
Roy Felber, president of the Milwaukee Deputy Sheriffs' Association, said Tuesday afternoon that he and association vice president Rich Graber were on their way to speak with the arrested deputy.
He said they were advised to be there because internal affairs would be speaking with the deputy.
"I just want to make sure he's all right, that he has what he needs," Felber said. "As far as anything else, I don't want to know what happened. It was off-duty. That's between him and his attorney."

Former Officer Johnny Seay Arrested for Beating Woman and Keeping her Prisoner

A former local police officer was arrested Monday after he allegedly beat a woman and kept her prisoner inside his house, the police said.
At 11:24 a.m. Monday, a woman told Falmouth police she had been assaulted and locked away inside a Gonsalves Lane house for five hours. Johnny Seay, 65, was arrested at his home Monday and arraigned yesterday in Falmouth District Court.
Police said the woman showed signs of physical abuse but was not taken to the hospital. She also told police Seay threatened to kill her if she reported him.
It is not known how she escaped the house, police said.
Seay left the police department in 1978 on disability, according to the Times archives.
Seay faces multiple charges, including assault and battery, kidnapping, intimidating a witness and threatening to commit a crime (murder), according court records.
He was released without having to post bail and the court ordered him to stay away from the alleged victim. He faces a pretrial hearing Dec. 11.

Correctional Deputy Arnulfo Moreno Arrested for Attempt Murder

MENIFEE
A Riverside County Sheriff’s Department correctional deputy finds himself on the other side of the law.
Investigators say that Arnulfo Moreno, 31, sexually assaulted and attempted to murder a woman Thursday. The alleged domestic violence occurred at a residence in Menifee.
On Saturday, at about 1:00 am, the Riverside County Sheriff's Department took Moreno into custody without incident. Investigators had arranged a location for the suspect to turn himself in.
Moreno had worked with the RSO as a correctional deputy the past 16-months.
The victim’s identity, her condition and the nature of her injuries were not disclosed.

Sergeant Arrested for Murder

A KwaZulu-Natal police officer was arrested on Wednesday morning in connection with the killing of three people in Shongweni near Hillcrest in Durban, police said.
Police spokesperson Superintendent Vincent Mdunge said the police officer was arrested in Pinetown by the National Intervention Unit at the offices of his attorney.
The officer, who holds the rank of sergeant, is expected to appear in the Pinetown magistrates court shortly.
It is alleged that the officer in his forties, went to a house in Shongweni and called a person to come outside around 4.15pm on Saturday.
The rest of the family became suspicious and also went outside.
He allegedly pulled out his firearm and shot at the family - four men and a woman. Three people - Sibonelo Ngcongo, Bonginkosi Ngcongo and Muzi Ngcongo - died on the scene while two were admitted to hospital.
It was initially reported that one of the two admitted to hospital had died on Sunday, however Mdunge said the person was still in a critical condition.
The Mercury newspaper reported on Wednesday that a shop owned by the police officer was burnt down.
Mdunge was quoted as saying: "It is believed the police officer's truck shop was set alight on Sunday night by angry community members who had heard about the shootings.
"Three adjoining rooms that the officer rents to people were also burnt.
"No one was injured in the fire and no arrests have been made."
Mdunge said police wanted to discourage the community from engaging in acts of this nature.
"The situation cannot be resolved by people committing more crimes."
The police officer faces three counts of murder and two counts of attempted murder.

Off-Duty Officer Accused of Killing 4 People
A policeman is being sought after he allegedly shot and killed four people in KwaZulu Natal.
Police Superintendent Vincent Mdunge on Sunday said the sergeant, who is in his 40s, had been off-duty at the time of the shooting.
"The man, who is based at Hillcrest police station, went to a residence at Shongweni, just outside Hillcrest, on Saturday.
"He called out an occupant of the house. Other people in the house became suspicious and went outside to see what the policeman wanted. The officer then opened fire on the group. All the occupants of the house were unarmed."
Three people died at the scene. A fourth person died in hospital on Sunday and a fifth has been treated and discharged.
Mdunge said the police were trying to establish the motive for the shootings.
"There is no indication of what led to the attack. Police are investigating four charges of murder and one charge of attempted murder."
Mdunge said investigators wanted the man to surrender to the police.
"We are calling for this officer to take responsibility and come forward."
He added that people who know of the officer's whereabouts should inform the police immediately.

Deputy Robert McClain Fired After Attacking his Wife

A Los Angeles County sheriff's deputy arrested in Irvine for allegedly attacking his wife and a man he apparently believed to be her lover will be fired today, a sheriff's spokesman said.
Deputy Robert Avery McClain, 34, will be separated from the job he has held since November 2007 by the end of the business day, said Steve Whitmore, a spokesman for the Los Angeles County Sheriff's Department.
"Obviously, it was a very brutal attack, and the sheriff feels very strongly about it," Whitmore said.
McClain is also expected to be charged and make his initial appearance in a Newport Beach courtroom today for allegedly attacking his wife and the 23- year-old man, authorities said.
The woman was hurt in the attack but not as severely as the young man.
McClain was in custody in the Theo Lacy branch jail, where he was booked on suspicion of attempted murder and other crimes for allegedly attacking the man and stabbing him near the genitals.
Handfield took issue with press accounts describing the attack on the man as an attempted castration.
"He does have puncture wounds in the area of the groin, on the inside of his leg, but (a castration attempt) is a little too exaggerated for me," he said.
The victim was being kept in a medically induced coma and listed in stable condition, Handfield said.
The father of the injured man said that his son's face was beaten so severely that he could hardly recognize him. He said it was his "understanding" that the woman was trying to leave the deputy, who thought his wife was having an affair with his son.
McClain also allegedly attacked his wife, but police refused to identify her or say how she had been hurt.
Irvine police were sent to an apartment leasing office at 1000 Peyton on Monday in response to reports of an assault, which apparently took place there between 10:30 p.m. Sunday and 1 a.m. Monday, Handfield said. The wife works in the office, and the male victim lives at the complex, according to police and published reports.

Rookie Officer Alfie Madrid Charged with Killing Officer

A rookie policeman – one of the topnotchers in the 2005 criminology licensure examinations – was charged Monday with shooting and killing a police officer and wounding his wife following an argument over a minor road accident in Bacoor, Cavite province.
PO1 Alfie Madrid, 26, was charged with murder and frustrated murder at the Bacoor Prosecutor’s Office, according to Supt. Mario Reyes, town police chief.
Reyes said they also filed a case for illegal possession of firearms and ammunitions against the suspect.
The same charges were filed against Hermogenes Gagan, a civilian who was with Madrid at the time of the shooting incident.
A police investigation showed that Madrid, who is assigned to the Regional Special Action Unit of the National Capital Region Police Office, shot Insp. William Pelicano, a policeman assigned in Las Piñas City, during an argument following a vehicular accident on Marcos Alvarez Road in Barangay Molino 3, Bacoor, at around 8 p.m. Friday.
Pelicano, who was accompanied by his wife, Babylyn, was in a passenger jeepney when it was bumped by a Daihatsu multicab driven by Gagan. Seated beside Gagan was Madrid.
The victim, who was wearing a police uniform, alighted from the jeep and talked to Gagan. When the victim and the suspects started arguing, Madrid allegedly shot Pelicano several times, a police report said.
Pelicano’s wife rushed to his aid, but Madrid also shot her in the arm, the report added.
Pelicano was rushed to the Molino Doctors Hospital where he was declared dead on arrival.
Police found two 9 mm Beretta pistols, bullets and magazines for .45 cal. and 9 mm handguns and Gagan’s license to carry firearms in his van. Gagan was arrested by Bacoor police who rushed to the scene, while Madrid was apprehended in a follow-up operation.
According to the records of the Professional Regulation Commission, Madrid ranked seventh among the 1,476 examinees who passed the criminology board tests in May 2005.
Madrid’s superior, NCRPO chief Director Jefferson Soriano, Monday ordered his men to undergo a weekly “troop information and education” to prevent similar incidents from happening.
He also met with RSAU personnel in Camp Bagong Diwa, Taguig City, where he told them to strictly “respect the police uniform and rank.”
“Starting today, I will require a strict observance of the chain of command, from Police Officers 1 to the highest position in the command,” Soriano told 300 RSAU agents, considered as the NCRPO’s elite police unit.
In his speech, Soriano said the incident only showed the “grave problem” regarding the lack of respect among PNP members.
“There’s no reason for us to draw our guns and shoot whoever we want to kill, especially someone who is wearing a police uniform,” he said.
