The former commander of a Fairbanks-based Alaska State Troopers detachment faces charges of sexually abusing a minor.
The Fairbanks Daily News-Miner reports former Capt. Warren Tanner, 75, was arrested Friday in North Pole. He was arraigned Saturday on six counts of sexual abuse of a minor.
According to charging documents, authorities allege the abuse started as early as 2003 and occurred as recently as 2011.
Court records show that the victim’s mother found text messages on her 14-year-old daughter’s cell phone “indicating she had been sexually abused” by Tanner.
A police affidavit states that the messages “stated the abuse had taken place from the time (the victim) was three or four years old and continued until she was 11-12 years old.”
During her interview, the victim disclosed “numerous incidents of sexual contact” with Tanner over several years. All but one incident took place at Tanner’s home, the victim reported. That incident outside the home allegedly took place in Tanner’s RV “during a fishing trip to Valdez when (the victim) was 11-12 years old.”
On Friday Feb. 21 the victim’s mother confronted tanner about the abuse. The police report indicates Tanner admitted to the mother the abuse took place, but Tanner refused to turn himself in to Troopers and instead said he would seek counseling regarding the alleged abuse.
Tanner is being held in the Fairbanks Correctional Center on no bail. A preliminary hearing is scheduled March 4.

Probation Officer James Stanton Accused of Taking Cash & Sex in Exchange for Favorable Report
A state probation officer accused of taking sex and cash from a woman in exchange for favorable probation reports had sex with her in isolated areas of the Nesbett Courthouse for more than a year before being reported, according to documents filed in court today.
James Stanton, 53, was arrested Tuesday on charges of accepting a bribe and official misconduct after undercover police officers sent the alleged victim in to a meeting with him in his office at the Nesbett on Tuesday wearing a wire, the court documents say.
Stanton works in the state Department of Health and Social Service's Alcohol Safety Action Program, a treatment program often court-ordered for probationers. He is accused of certifying that the woman's court-ordered drug and alcohol urinalysis results came back clean, though the woman admits she was using, police said. Failure to deliver a clean drug or alcohol result in the periodic tests can result in jail time.
The woman is on felony probation in therapeutic court -- a volunteer program for those who want to get clean -- but is identified in court documents only as Jane Doe.
Police say she initially began giving Stanton money -- "hundreds of dollars" -- in December 2008 to ignore positive drug test results or not report probation violations.
By last January, the woman didn't have enough to pay and began performing oral sex on him, according to an affidavit filed in court by Assistant District Attorney Dan Shorey. She later had sex with Stanton in the therapeutic court offices in the Nesbett and in a boiler room in an underground tunnel that connects that building to the next-door Boney Courthouse, he wrote.
In the conversation recorded Tuesday at the courthouse, the woman, who is wearing an arm brace, told Stanton she hurt her arm driving drunk on a snowmachine in her home village, a violation of her probation. Stanton laughed at the news, according to Shorey's affidavit.
At the time, the woman delivered $200 in marked bills as a payoff to Stanton, who accepted the money as they talked about her not being off drugs and alcohol, the affidavit says. The two also discussed their past sexual encounters and whether Stanton had been taking his Viagra, according to the documents. When the woman asked if he needed it, Stanton replied, "not with you," according to Shorey's affidavit.
They then walked down to a conference room, where Stanton allegedly unbuttoned the woman's shirt and touched her breast, the affidavit says. When the woman said she no longer wanted to have sex, and only pay him the cash, Stanton replied, "I don't need any more money," Shorey wrote. The woman left and police arrested Stanton.
Stanton, who is jailed with bail set at $10,000, made an initial appearance in Anchorage jail court this afternoon. Stanton said nothing, but his attorney, Michael Moberly, seeking to reduce a third-party custodian bail requirement, characterized the crime as a "victimless" public administration violation.
District Court Judge Gregory Motyka set a bail hearing for Thursday morning to decide whether Stanton could be released with an electronic monitoring device.
Moberly declined to comment after the hearing.
According to court records, Stanton has no criminal history in Alaska.
Police say they suspect there may be other victims. Anyone with information about the case is asked to call 786-8900.

Coast Guard Capt. Herbert Hamilton III Charged with 31 Violations
A military investigative hearing is under way for a senior Coast Guard commander facing numerous charges, including indecent acts and conduct unbecoming of an officer.
Capt. Herbert M. Hamilton III is charged with 31 violations of the Uniform Code of Military Justice. He will have the right to question witnesses at the hearing that began Tuesday at Fort Richardson in Anchorage.
Among the alleged offenses filed in November, the 48-year-old Hamilton is accused of sexual improprieties that allegedly took place in Alaska and other states and involved multiple women, including enlisted Coast Guard personnel.
Several women are expected to testify at the hearing, which is expected to last three days.
First to testify was a petty officer who said Tuesday that her short-lived relationship with the married Hamilton began weeks after he took command of the Coast Guard's Anchorage sector in summer 2008.
The woman said that the first encounter occurred when the two attended a three-day oil spill response exercise on Alaska's Kenai Peninsula. She said they shared two pitchers of beer and Hamilton began holding her hand. She said they each went to their rooms after Hamilton hugged her and said he didn't want to let her go.
Asked if she found the hug unusual, the woman said yes, then added, "I was surprised but also excited that this bright individual would be interested in me."
The woman said she sent Hamilton a text message, thanking him for the evening and reminding him about the next day's schedule. She said they continued exchanging text messages until early morning, when the woman went up to the commander's room, where she performed oral sex on him. The two then began a relationship.
When asked by a defense attorney, the petty officer denied trying to advance her career by having sex with a senior commander. Likewise, she denied feeling pressure to have sex with him because of his higher rank.
The woman ended an existing relationship to be with Hamilton, but her former boyfriend found e-mails between the two, prompting Hamilton and the woman to end their affair in early November 2008.
In an October e-mail leading to that decision, and read at the hearing, Hamilton told her he valued the relationship, "but neither of us can afford the ramifications of this getting out."
The Coast Guard has said the investigation continues, and has not ruled out charges being brought against others.
Military charging documents state that Hamilton, who also is known as Mark, used a government cell phone to send and receive sexual and amorous text messages, committed sodomy with some of the women, downloaded and stored sexually explicit material on his government-issued laptop, and photographed sexual acts.
Hamilton also is accused of fraud, adultery, indecent language and soliciting another to commit an offense. The alleged offenses cover a period between November 2004 and shortly before Hamilton was relieved of his duties in May.
At the time, the Coast Guard cited alleged misconduct and a loss of confidence in Hamilton's ability to command.
During the Coast Guard's preliminary investigation, Hamilton was temporarily assigned to the staff of the Seventeenth Coast Guard District, which covers Alaska.
Coast Guard Capt. Steven Andersen, the investigating officer presiding over the hearing, will look into the allegations and recommend how the case should proceed. Possibilities include trying those or other charges at a general court-martial or dropping the charges altogether.
The final determination, which could take months, will be made by Rear Admiral Christopher Colvin, district commander.

Former Officer Sammy Cohen Accused of Making Child Porn Takes Stand
The former Anchorage police officer accused of making child pornography and molesting children says it's all a big misunderstanding.
Sammy Cohen testified again Thursday in his defense, offering an explanation for every allegation.
Four women came forward with accusations that Cohen sexually abused them or tried to. One woman said that when she was 13 Cohen took naked pictures of her.
The defense says there is no way to know for sure who took the pictures, but they have their own idea of what happened.
The former police officer searched for mail-order brides online and admitted to keeping a subscription to a porn site, but he says it didn't involve children.
"You would go to this site and you would look for foreign brides?" defense attorney John Cashion asked Cohen.
"Yes, sir," Cohen replied.
"In bitter frustration after some phone calls I would tell myself, ‘Well, there's got to be someone else out there that actually wants to be married and I started looking," Cohen continued.
Cohen also says other people had access to his home computer and that guests would use his user name and password.
His attorney claims someone else took nude photos of the teenage girl, who accused him of touching her along with taking the photos and he says whoever did that also manipulated the photos on his computer.
Cohen says the child porn found on disks in his home came like that when he ordered them on eBay.
As for the books with pictures of naked children, Cohen says he bought a whole box of books at a garage sale and had no idea what was inside.
The prosecuting attorney, John Skidmore, pressed Cohen in cross-examination.
"I'm asking, do you agree that some of your behaviors, they had interpreted as inappropriate?" Skidmore asked.
"To listen to them here in the courtroom, yes," Cohen replied.
He denied allegations that he bought a 13-year-old girl lingerie and watched her put it on. He says he wouldn't even know where to begin shopping for a teenager.
"Did you go out and purchase a purple bra, satin bra and underwear set?" Skidmore asked.
"No, sir," Cohen responded.
The prosecution claims Cohen's court testimony doesn't match up with police interrogations.
"These dating services, in 2000, ‘someone else did it for me, I didn't do it.' He's clearly said here that he did," Skidmore argued.
Cohen says he can't remember everything years later, but he says he didn't do it and wants to set the record straight.
During the cross-examination the prosecution noted Cohen's skill at manipulation and coercion -- skills he learned as a police officer.
Cohen agreed that he could get people to do what he wanted -- willingly.
Cohen will continue his testimony next week. That will be his third day on the stand.

An Anchorage police officer accused of sexually assaulting women while on duty has been released on $100,000 bail.

Rollins will be allowed to go to church on Sunday, but otherwise he's confined to his home.
The 41-year-old is a 13-year police veteran who was indicted in July and pleaded not guilty to 14 felonies and six misdemeanors.

Judge Patrick McKay Arrested for DUI
An Anchorage superior court judge has been arrested for driving under the influence.
Police say Judge Patrick McKay was pulled over on the Glenn Highway for a traffic stop Thursday around 9 p.m., and the officer found him to be under the influence.
He was released on a $500 bail and is scheduled to appear in court on Oct. 14.

An Anchorage police officer accused of sexually assaulting women while on duty will get a public defender despite his $100,000 annual salary.
Superior Court Judge Phillip Volland on Friday said the case would be very expensive and Anthony Rollins cannot afford a lawyer to defend himself.
Prosecutors had asked the judge to revisit his initial decision granting Rollins, a 13-year officer, a state-paid attorney.
The Anchorage Daily News reports Rollins was paid $142,892 by the Anchorage police department in 2008.
Rollins, 41, was indicted last month on multiple charges of sexual assault and other offenses. He pleaded not guilty to 14 felonies and six misdemeanors.

Anthony Rollins Accused of Sexual Assault Gets Free Attorney
Prosecutors are unhappy with a judge's decision to provide a court-appointed attorney to an Anchorage police officer accused of sexually assaulting women while on duty.
Assistant District Attorney Brittany Dunlop filed a motion asking for a hearing to review Superior Court Judge Philip Volland's decision. She said suspended officer Anthony Rollins and his wife own housing and land valued at more than $1.1 million.
Besides the property, the motion noted that Rollins was making at least $35 an hour, with about $70 an hour for overtime. Rollins' wife, Denise Rollins, is also an officer with the Anchorage Police Department.
To qualify for a free lawyer in Alaska, the accused has to be an "indigent person" with few assets and little income, according to state law.
Rollins, 41, was indicted by a grand jury last month on multiple charges of sexual assault and other offenses. He pleaded not guilty to 14 felonies and six misdemeanors. The authorities allege he assaulted six women over a span of three years.
The lawyer Rollins initially hired dropped out after realizing how much work was involved and how unlikely it would be for the officer to pay him. Rollins would be paying attorney's fees at $250 to $500 an hour, plus money for experts, independent investigators and voluminous court documents and evidence.
"At this point, I think the case is large and complex enough that Mr. Rollins is going to need appointed counsel," the lawyer, Steve Wells, told the Anchorage Daily News.
Rollins and his wife own their Anchorage home and two rental properties, a four-unit building in Fairview and another four-unit building in Muldoon. They also own a tract of land worth about $140,000, according to a database of public records.
David Weber, the officer's court-appointed lawyer, told the court that Rollins owes more on the houses than they are worth.
No date has been set for a review of whether a free lawyer in justified. Rollins remains in the city jail pending a bail hearing Friday. The prosecution wants the judge to keep bail set at $100,000.

Ranger Dorian Curry Arrested for Sexual Assault
Both victims in a pair of Glacier Bay National Park sexual assault cases were coworkers with their alleged attacker and had both passed out drunk before being violated, according to court documents fleshing out the charges.
Seasonal law enforcement ranger Dorian B. Curry, 31, was arrested Monday by the Alaska State Troopers on two felony counts of sexual assault. The District Attorney's office is expected to present the case to a grand jury on Friday. The state alleges Curry had sex with the two women on separate occasions near Gustavus.
One victim told investigators that she had drank alcohol on July 4 until she blacked out, according to court documents. She told investigators that she woke up on the floor next to Curry on July 5 and said her groin hurt like she had had "rough sex."
Curry admitted to her that they had sex, and obtained a morning after pill for her, according to court documents. The victim told investigators she was not aware that Curry was having sex with her after she passed out.
Court documents allege that another incident occurred in 2008 under similar circumstances. Two witnesses said they watched Curry carry a passed out woman into his bedroom.
The National Park Service contacted the state troopers in mid-July after conducting an internal investigation into the sexual assault of the two park employees.
"Once it became apparent that there was some kind of potential illegal behavior actually taking place, that's when they contacted us," state trooper spokeswoman Megan Peters said.
Investigators looked into the 2008 case after the July case came to light. That victim alleged Curry had intercourse with her while she was passed out after a party at the park lodge in Bartlett Cove on Sept. 1, 2008. She said she went to Curry's house with several other park employees and woke up the next day in bed with Curry with no pants or underwear on and a used condom on the bed, according to court documents. She confronted Curry, who denied having sex with her.
Troopers interviewed the defendant's former roommate, who said he witnessed Curry pick up the victim while she was passed out and take her into his bedroom, according to court documents. A second witness said the victim had been drinking a lot and passed out on the floor before Curry picked her up and dragged her into his room to have sex with her.
Curry later admitted to troopers that he had sex with both alleged victims, according to court documents.
As the investigation proceeded, Curry was put on administrative leave with the park service and his law enforcement commission was suspended, according to a press release. The federal agency is taking steps to terminate his employment.
A seasonal law enforcement ranger has a variety of duties at Glacier Bay National Park, from monitoring possible fishing violations to backcountry patrols. Seasonal rangers are required to go through a special National Park Service law enforcement academy.
Curry is a graduate of the U.S. Coast Guard Academy in New London, Conn.
This is not the first law enforcement official in Alaska to be arrested this summer on charges of sexual assault. Anchorage Police Department officer Anthony Rollins was arrested last month for allegedly sexually assaulting six women over the past three years.
"In the public's eye (law enforcement officials) are certainly held to a higher standard and when something like this does happen it seems to catch everyone's attention and they are appalled by it, rightfully so," Peters said.
Peters stressed that at this point Curry has been accused of committing sexual assault.
"Whether or not he is found guilty is to be determined," she said.
The felony charges are each punishable by up to 10 years in prison and a $100,000 fine. Curry, who has been living in Washington when not working in Alaska, is being held in the Lemon Creek Correctional Center on $20,000 bail.

Officer Anthony Rollins Arrested for Sexually Aaaaulting Woman While on Duty
A decorated Anchorage police officer has been accused of sexually assaulting multiple women while he was on duty.
Anthony Rollins, a 13-year veteran and former department spokesman, was indicted by a grand jury and arrested Wednesday. He's being held on a $100,000 bond.
"Let me stress that Rollins' alleged actions are aberrant and detestable," Police Chief Rob Heun said at a press conference. "Officers are compelled to function independently within the confines of the laws they are sworn to uphold and have the authority to enforce. They are and should be trusted to protect life, to protect property and maintain order."
Rollin, 41, is charged with four counts of first-degree sexual assault, six counts of second-degree sexual assault, four counts of criminal use of a computer and six counts of official misconduct.
A local group that supports victims of sexual assault — Standing Together Against Rape — brought one woman's allegations to the police department's attention in April.
Authorities said that police, with assistance from the FBI, then began investigation Rollins' past contact with women, and found five more alleged victims as far back as March 2006. Heun would not elaborate on how Rollins met the women, saying only that Rollins encountered them during field interviews.
Details of the assaults were sketchy in the indictment documents. Police and prosecutors also gave few details, saying the investigation is ongoing.
Rollins, who is married, has been honored by police several times. Last year, he received the department's Medal of Valor for rescuing a man from a burning building. In 2004, he received the department's Meritorious Conduct award for his role in an anti-bullying program in local schools.
Nancy Haag, executive director of Standing Together Against Rape, said the group does not comment on specific individuals or cases.
"Any sexual assault is traumatic and I'm sure an authority figure only compounds that trauma, fear and hopelessness," she said. "In general the issues that need to be recognized here is those who perpetrate these crimes need to be held accountable and the survivors need deserve to be heard, believed and offered support."
Rollins is set for a court appearance on Friday.

Trooper Derek Loop Arrested for Drunk Driving
The Alaska Department of Public Safety says a 36-year-old Alaska state trooper has been arrested in Soldotna for investigation of drunken driving and weapons misconduct.
Soldotna police say a local officer arrested Derek T. Loop on Sunday. Police declined to discuss details of the arrest.
Public Safety spokesperson Megan Peters confirmed that Loop is a state trooper.
KTUU reports that according to a newsletter on the troopers' Web site, Loop has served as a trooper for nearly seven years.

Officer Jason Crawford Accused of Brutality

An East Brewton couple filed a police brutality lawsuit this month against an officer they claim repeatedly harassed them and caused the woman to prematurely deliver her child.
Michael Palmer and Amber Ballard, who seek unspecified damages, accuse Officer Jason Crawford, Police Chief B.C. Cooper and unnamed officers with 13 violations of state and federal law.
The lawsuit represents one side of a legal argument. Neither Cooper nor Crawford, who has left the Police Department, could be reached for comment.
According to the civil complaint in U.S. District Court in Mobile, Crawford repeatedly stopped and harassed Michael Palmer at work and other locations in East Brewton.
"For whatever reason, this officer targeted Mr. Palmer and his family," said April England-Albright, the attorney for the plaintiffs.
The complaint cites a June 14, 2006, altercation on Mayo Street in which Crawford stopped a car that Amber Ballard was driving and told Palmer there was a warrant for his arrest. He took Palmer into custody, refusing Palmer's requests to double-check his information with the police station, according to the suit.
Crawford said that he was going to search the car, according to the suit. Ballard would not consent to the search and asked the officer to state his probable cause.
When Ballard reached for her cell phone to call her father, the suit states, Crawford said, "I am sick of you and you are under arrest.
Ballard, 23, and Palmer, 37, were convicted of disorderly conduct stemming from the events that day, according to Escambia County District Court records. The judge also found Palmer guilty of resisting arrest, failure to obey a police officer, disorderly conduct from a March 2006 arrest and endangering the welfare of a child.
The suit states that Crawford grabbed Ballard's hand during the June 2006 traffic stop and pushed her into the car, pressing against her stomach. The suit alleges that Crawford searched Ballard in a sexual manner, touching her panties and asking her if she had any thing on her.
Other officers arrived and held Ballard's hands behind her back in an awkward manner, according to the suit.
At the police station, Ballard complained that she was in pain and asked to see a doctor, but the officers ignored her, the suit maintains.
Later that month, Ballard gave birth about five weeks before her due date. She and the baby had to stay in the hospital for six weeks, and the child still has complications, according to the suit.
