An off-duty New York City police officer has been arrested and charged with the attempted rape of a 16-year-old girl.
Officer Peter Ciollo, 29, is accused of having sex with the teen relative at his Staten Island house on the Fourth of July.
The victim is reportedly his sister in law's sister or other immediate relative on his wife's side of the family.
Authorities say Ciollo gave the girl alcohol to drink, then let her drive his car around the neighborhood.
Then they returned to his home, where he allegedly showed her computer
porn before they started touching each other in his bed.
The
girl says she doesn't remember what happened next, but she told police
that when she woke up, she was in the bed and Ciollo's wife had walked
in on them.
A wedding notice in the Staten Island Advance says he was married in 2009.
Ciollo is charged with attempted rape, endangering the welfare of a
child, sexual abuse and unlawfully dealing with a child-alcohol. He has
been an officer since 2006, assigned to the 120th Precinct.
He has been suspended without pay.

Juvenile Officer Philip Spaman Pleads Guilty to Grabbing Teens Genitals
The regional representative for the New York Police Juvenile Officers Association has pleaded guilty to endangering the welfare of a child, a misdemeanor.
Philip Spaman, 47, a 12-year police officer with the Ilion Police Department, had been indicted in July for allegedly grabbing the genitals of a 17-year-old male several times between September 2007 and October 2008.
In his former role as a juvenile officer, he attended training workshops that explore investigative techniques for dealing with sex crimes against children. Spaman has resigned from that position. He is currently suspended from his job with the police department.
Spaman entered his plea after the jury had been selected for his trial on Monday but before testimony could begin.
It is expected he will be sentenced to three years of probation on March 23. He could have faced up to a year in jail and/or a $1,000 fine.
Spaman who was dating the boy’s mother and had allegedly fondled the teen for more than a year. After Spaman moved out of the house, the teen sent his mother a text message, telling her that Spaman had “violated” him.

Former Officer Nathan VanFleet Charged with Rape of Child
A 31-year-old former Hunter police officer will face a jury trial in Coxsackie court on Feb. 9, answering to accusations of sexual misconduct with an underage female.
Nathan VanFleet, of Durham, was charged in Dec. 2008 with third-degree rape and third-degree criminal sex act, both felonies, as well as endangering the welfare of a child and official misconduct, both misdemeanors.
VanFleet, whose case is being prosecuted by the Columbia County District Attorney’s Office, has since had his charges reduced to two counts of sexual misconduct, a class A misdemeanor.
The original charges, filed by the New York State Police with the assistance of the Greene County District Attorney’s Office, were the result of an investigation into reports that VanFleet was engaged in an unlawful relationship with an underage female. It has been alleged that the sexual incidents occurred while he was on duty as a police officer, as well as off duty.
Town of Hunter Police Chief Jennifer Reich assisted state police in the investigation.
The case will be heard before Coxsackie Town Justice Thomas J. Fori.

Officer Philip Spaman Arrested for Forcible Touching Child

An Ilion police officer Monday became the fifth law enforcement officer this year to face criminal charges in the Mohawk Valley.
Ilion Officer Philip Spaman, 47, of Herkimer, was arraigned in Herkimer County Court on Monday on misdemeanor charges involving the touching of a child.
He faces one count each of forcible touching and endangering the welfare of a child, prosecutors said.
Assistant District Attorney Jeff Carpenter said the two misdemeanor charges against Spaman were handed up in a sealed indictment from a grand jury.
The charges stem from alleged events involving a child under the age of 17 that occurred between September 2007 and October 2008, Carpenter said.
Because of the nature of the case, no information on the victim or his or her relationship to Spaman is being released, prosecutors said.
Ilion police Chief Timothy Parisi said Monday evening that Spaman had been suspended from duty with pay while internal and criminal proceedings against him move forward. Spaman has been a member of the department for almost 8 years.
“The criminal justice system must now take its course,” Parisi said in released statement that directed additional questions to the District Attorney’s Office. “I ask that you respect the judicial process and seek no further comment from the Ilion Police Department.”
Spaman was processed by the Herkimer village police department Monday morning prior to his arraignment, Herkimer police said.
He was represented at the arraignment by attorney George Aney and pleaded not guilty to both charges, Carpenter said. Aney did not return calls Monday.
A pre-trial hearing is scheduled for 9 a.m. on Wednesday, Aug. 5.
Earlier this year, two members of the state police and two other local police officers were charged with crimes. None of those cases has been resolved:
*State police Investigator Matthew Sullivan, who is suspended without pay, was indicted in April on 10 misdemeanor charges and traffic violations stemming from a Feb. 6 traffic stop in Trenton. The charges include driving while intoxicated, speeding, unlawfully fleeing a police officer, reckless endangerment, reckless driving, passing a red light, failure to keep right and failure to comply with a police officer.
*Trooper David Volz, who is assigned to the Herkimer state police barracks, was charged April 23 with misdemeanor petit larceny in connection with the alleged mulch theft in Rome. He was suspended without pay.
*Then-Dolgeville Officer Greg Malta Jr. was charged with misdemeanor fourth-degree criminal mischief, after police said he drove his patrol car around the school's baseball field. Malta was fired from the force.
*Herkimer Village Police Investigator Robert Risi, an 18-year veteran, stole $9,600 from an evidence locker, prosecutors. Risi faces a felony charge of third-degree larceny. He has been suspended without pay.

Officer Michael Messenger & Wife Arrested for Shoplifing
State police arrested a New Jersey cop and his wife Monday afternoon on suspicions of shoplifting at the Galleria at Crystal Run.
Police said Michael J. Messenger, 39, of Glenwood Park, N.J., and a police officer in Cliffside Park, N.J., stole items worth a combined $510 from Sears and J.C. Penney, along with his wife, Christine. Their three children – ages 4, 2 and 1 – were with them, police said.
The Messengers were each charged with two counts of petty larceny and one count of endangering the welfare of a child, misdemeanors, and issued appearance tickets.
Bill Maer, a Cliffside Park borough spokesman, said Michael Messenger, a seven-year veteran of the police department, was suspended Tuesday without pay pending the resolution of the case and an internal investigation.

Former Officer Dennis Tasker Charged with Sex Abuse Involving Child
KINGSTON, N.Y.
A former upstate police officer is charged with multiple counts of sex abuse involving at least one child.
Dennis Tasker of New Paltz was charged Monday with two counts of felony criminal sexual act and one count of sexual course of conduct to a child. He's also charged with sexual abuse, forcible touching and endangering the welfare of a minor. He was being held in Ulster County Jail without bail.
State police say the 61-year-old performed sexual acts on a child during a 12- to 18-month period. Tasker was previously a police officer with the New Paltz and Town of Ulster police departments. He resigned from the Town of Ulster department after he was accused of stalking an ex-girlfriend.
New Paltz court officials had no attorney listed for him as of Tuesday afternoon.

Officer Tony Lawrence Charged with Beating Minor
SHERBURNE
A Sherburne resident who is a part-time police officer for the Hamilton Police Department and a full-time Colgate University safety officer was arrested Tuesday for allegedly beating a minor under the age of 17.
Anthony (Tony) E. Lawrence, 27, was charged with two misdemeanors – third degree assault and endangering the welfare of a minor – after State Troopers responded to a complaint involving the abuse of a young child.
Sgt. Elizabeth R. Wonka said police were not releasing the age of the victim to protect his identity, but said he was “much younger than 17.” She said the victim was a resident of the Sherburne area and that the alleged attack took place during a domestic dispute.

Two Officers Assault 14-year-old Boy and Leave Him Half-Naked in Marsh Recieve NO Jail Time

Two police officers accused of assaulting a 14-year-old boy they suspected of making Halloween mischief and leaving him half-naked in a desolate Staten Island marsh pleaded guilty to disorderly conduct on Wednesday, prosecutors said.
The officers, Thomas Elliassen and Richard Danese, both 29, were indicted last March on 33 criminal counts, including 13 felonies, but reached a deal with prosecutors after the boy, Rayshawn Moreno of Staten Island, now 15, refused to testify in court, according to prosecutors.
The officers were sentenced in State Supreme Court on Staten Island to conditional discharge for one year, said Daniel M. Donovan Jr., the Staten Island district attorney, and will serve no time in jail. But the officers have been assigned to modified duty and are facing departmental charges, a police official said.
Officers Elliassen and Danese, who both live on Staten Island, were arrested on Nov. 2, 2007, and charged with unlawful imprisonment and endangering the welfare of a minor.
Prosecutors said the officers came across Rayshawn on a street corner on Halloween night a few days earlier, and, believing that he had been throwing eggs at passing cars, stopped the boy and placed him in their patrol car. He was driven to an isolated marshy area, where he was pulled from the police car and told to strip to his underwear and lie face down in the roadway, prosecutors said. The officers then kicked and struck him and abandoned him there, prosecutors said.
Lawyers for Rayshawn and his family had said the officers, who are white, had used a racial epithet while threatening the teenager, who is black.
Salvatore Strazzullo, Officer Danese’s lawyer, maintained his client’s innocence, calling the case a sham.
“Basically, the district attorney’s case fell apart,” Mr. Strazzullo said on Wednesday night. “The evidence just didn’t match up.”
Mr. Strazzullo said the officers arrested Rayshawn but changed their minds about taking him to the police station, and decided to take him home instead. But when they asked his name, age and address, he refused to tell them, Mr. Strazzullo said. He said that as soon as they let the boy out of the car he took off running.
“At the end of the day, the officers did Mr. Moreno a favor,” Mr. Strazzullo said.
In a related case, Officer Danese was charged in Brooklyn with unauthorized use of computerized police records in what was described as an attempt to find negative information about Rayshawn and his father.
Mr. Donovan said in a statement on Wednesday that Rayshawn’s story was credible.
“The victim’s account of the events leading to this prosecution remained consistent,” Mr. Donovan said. But as prosecutors began to prepare for trial, Rayshawn began refusing to cooperate, he said.
“While we were prepared to go forward, we believe we could not adequately present our case without the full cooperation of our victim,” Mr. Donovan said.

Officer Arrested for Having Sex with 16-year old

An Altoona police officer is arrested, accused of having sex with a 16-year old girl.
State police say 49-year old Rick Johnson is accused of having sex a number of times with a teen from Indiana state. Police say the two met online and Johnson drove to Indiana to pick her up, before taking her to hotel in Ohio, and then his home in Altoona.
State police say the two met back in December on a site called policelink.com. It's like facebook or myspace, but for people interested in law enforcement.
They say the two began talking and at first, Johnson was like a mentor to the girl.
They say the girl even said 49-year old Johnson was like a dad to her. They say the girl and her family came to Altoona several times, in March, May, and the beginning of July.
Police say last Monday, Johnson picked up the girl from her home in Indiana. They say the girl had told Johnson she had developed feelings for him and wanted to lose her virginity to him.
Johnson then took her to a hotel in Ohio, and the two had sex.
Police say Johnson they took the girl to his home in Altoona and they had sex again. When we were in his neighborhood last week, neighbors told us Johnson's wife was out of town.
Police say the girl sent text messages to Johnson from her friend's phones because hers couldn't send him.
Those friends called police in Indiana, who called police in Altoona. That's when police went to Johnson's house and picked the girl up. They raided his home and found four condoms, a bed spread and bed sheets they are using as evidence.
Police say Johnson admitted to the crime.
He now faces charges of endangering the welfare of a child and corruption of a minor. Under our state's law he can't be charged with statutory rape because the girl is 16. He had a preliminary hearing and was released.

Former Officer Charged with Drug Possession
A former township police officer has been charged with possession of cocaine, heroin and marijuana and endangering the welfare of a child.
Joseph Morano, 41, and Jennifer Phalon, 34, both of the same Seaspray Road address, were arrested after a motor vehicle stop of a 1994 Ford Explorer on Route 72 in Stafford about 11:20 p.m. Friday, said Capt. Robert Urie of the Ocean County Prosecutor's Special Operations Group.
Morano is the son of Township Committeeman Len Morano.
The couple was riding in Morano's Ford Explorer with a 4-year-old child inside when it was stopped by a member of the Special Operations Group and the Stafford Township Police Department.
The Prosecutor's Office, Stafford police and members of the Ocean County Regional SWAT executed a search warrant at the couple's Seaspray Road home and found five bags of heroin and marijuana in the home, Urie said.
The couple was also charged with possession of drug paraphernalia, he said.
Bail was set at $50,000 with no 10 percent option for both, set by Ocean County Superior Court Judge James DenUyl.
Morano and Phalon were lodged in the Ocean County Jail and released on Saturday.
Morano has a history of substance abuse issues dating back to 2003, when he was suspended for 30 days on matters connected to alcohol abuse while he was a Barnegat police officer. Subsequent arrests and indictments over prescription drug matters led to his resignation as a police officer in 2005.

Officer Fred Baunee Sentenced for Touching Minor

SYRACUSE, NY
The former Syracuse Police officer accused of inappropriately touching a minor and giving him alcohol has been sentenced to three years probation.
Fred Baunee was accused last May of endangering the welfare of a 14-year-old boy. Included in Wednesday's sentence was an order of protection against Baunee.
Baunee said he was innocent of charges, but a jury believed differently.
