Officer Chris Buffaloe Faces Child Sex Crimes

A veteran law enforcement officer and noted canine handler and trainer has been charged with numerous counts for allegedly engaging in sexual activity with a 14-year-old girl.

Christopher (Chris) Turner Buffaloe, 27, of Conway, was jailed Tuesday on $1,294,000 bond and has a first court appearance in Northampton County today (Thursday).

The date of offenses, according to warrants filed in the Northampton County Courthouse, and based on investigation by the State Bureau of Investigation, range from March 1 to April 14.

The SBI investigation shows Buffaloe allegedly committed a range of crimes against the girl, from sexual intercourse to sending photos of his genitalia.

He faces the following charges:
Six counts of felony statutory rape that include alleged sexual activity with the child;
One count of indecent liberties with a child that alleges he committed and attempted to commit a lewd and lascivious act with the child;

One count of felony second-degree exploitation of a minor, a count that alleges he received and solicited material that contained a visual representation of a minor engaged in sexual activity and a picture of the child’s sexual organ. The count alleges he asked the victim to send him naked pictures;

One count of felony solicitation of a child by computer. This count alleges soliciting by means of a computer and through texting a meeting for the purpose of committing an unlawful sexual act with the child; and

One count of disseminating obscene material, a charge that alleges he sent a picture of his genitalia to the child.

Buffaloe has worked with several law enforcement agencies in Northampton and Halifax counties throughout his career, to include the Seaboard Police Department. He was named in January of 2010 at the Captain of Conway-Severn Rescue Squad, an entity that offers a Juniors (ages 14-17) program in an effort to get young people interested in becoming the next generation of EMT’s.

Corrections Officer John Padgett Charged with Impregnating Teen Cousin

A corrections officer in Baker County was arrested Wednesday for allegedly impregnating his 15-year-old cousin.

John Wesley Padgett, 30, was charged with lewd and lascivious battery on a person under 16 years old, a second-degree felony, according to the Baker County Sheriff's Office.

The crime was reported by the victim's mother in January, according to BCSO.

The victim, now 16 years old, was a 10th grade student when the alleged encounter occurred in August 2013.

Padgett, who is married, works at the Baker Correctional Institute Department of Corrections in Sanderson.

The alleged victim told investigators with the BCSO that she had sex with a stranger who gave her a ride home from school.

During a call recorded by BCSO, Padgett admitted to the victim's mother that he had sex with the victim, according to the offense report.

When interviewed by investigators, Padgett denied any inappropriate sexual relations, according to the report.

A DNA oral swab was taken from Padgett and placed into evidence. A test will be conducted on the child once it is born in May, according to BCSO.

After his arrest Padgett was booked in the Baker County Detention Center.

Officer Anthony Fletcher Arrested for Lewd Act with Child

A Riverside police officer is scheduled to be arraigned Thursday on charges he molested a teenage girl.

Anthony Wayne Fletcher, 38, of Eastvale, was arrested Dec. 24 by Riverside County sheriff's detectives. He faces three felony counts of lewd and lascivious acts with a minor and three misdemeanors of annoying/molesting a child.

The incidents in the complaint took place in August, according to a criminal complaint filed in Riverside County Superior Court.

The girl, now 17, said Fletcher fondled her breasts numerous times over two years, all when he believed she was sleeping, sheriff's investigators wrote in a declaration in support of an arrest warrant.

Fletcher's attorney, Mark Johnson, did not return requests for comment Friday. In a brief interview with detectives on Oct. 22, Fletcher denied the allegations, according to the declaration.

The Riverside police weapons expert remains employed by the department, officials said Friday. They declined to comment further.

Sheriff's investigators received the case on Oct. 19, after the girl made the allegations first to a friend and then to her mother, according to the arrest warrant declaration.

The teen said she kept the secret for a long time because she didn't want to hurt her relatives, Investigator Chris Barajas wrote. After learning of a dispute between Fletcher and another family member, she told her mother, the declaration states.

Former Officer Buck Morris Accused of Sexually Assaulting Teen Scheduled to Appear in Court Monday

A former Stillwater police officer accused of sexually assaulting a 15-year-old girl is scheduled to appear in court Monday.

A preliminary hearing is set for 9 a.m. Monday in Payne County District Court for 48-year-old Louis Alvie "Buck" Morris.

Morris was charged in June with two counts of rape by instrumentation and three counts of lewd acts with a child. An after-hours message left Saturday with Morris' attorney was not immediately returned.

According to an arrest warrant affidavit, the alleged victim dated Morris' 16-year-old son and continued to talk to Morris after the two teens broke up.

A 17-year veteran of the Stillwater Police Department, Morris was suspended June 2 and resigned from the force on June 26.

Retired Officer Stephen Robert Deck Found Guilty of Attempted Lewd Act with Child

A retired California Highway Patrol lieutenant was convicted today of trying to have sex with someone he thought was a 13-year-old girl who was actually an adult undercover officer.

Stephen Robert Deck, 55, a Carlsbad resident who spent 23 years with the CHP, was found guilty of one felony count of attempted lewd acts on a child under 14, the Orange County district attorney's office said.

StephenDeck Deck was among 13 men swept up in a 2006 undercover sting by the Laguna Beach Police Department.

He initially had conversations over the Internet with a person he believed was a 13-year-old girl. He was in fact communicating with an adult volunteer from Perverted-Justice.com, a nonprofit organization that works with law enforcement nationwide to catch Internet sexual predators, prosecutors said.

Deck continued online communications and phone calls with an undercover officer who sounded young, authorities said. He made graphic sexual comments, including a statement about eating pie, according to prosecutors.

After arranging to meet the girl, Deck showed up at a Laguna Beach apartment with a key lime pie and a digital camera, prosecutors said. He was arrested at the scene.

He is scheduled to be sentenced Jan. 22 at the Santa Ana courthouse. He could serve up to four years in state prison.

Former Chief Timothy Boyer Arrested for Sexually Molesting Young Girl


In a shocking case, a former police chief is in jail after confessing to sexually abusing a child for the last eight years--since she was eight years old.

Timothy Boyer was police chief of tiny Wynona from March 17 to June 16, when he resigned. Reports say that during his short tenure, Boyer wasn't popular with the town.

As it turns out, he had a secret: eight years of sexually molesting a young girl, now 16 years old. Boyer voluntarily turned himself in to the Sand Springs police department and admitted the years of abuse. He's in the Tulsa County jail with bond set at $200,000.

He's been charged with rape by instrumentation and lewd molestation of a child under 16. Boyer reportedly told officers that he performed "everything but intercourse" in his sexual acts with the child.

Boyer previously worked in two other Oklahoma police departments, as well as working as a registered nurse.

Former Officer Louis Alvie 'Buck' Morris in Court on Rape of 15-year-old

Former Stillwater Police Officer Louis Alvie "Buck" Morris, 48, who appeared in court today on charges alleging he committed five sex acts with a 15-year-old female student in May, has resigned from the department, Stillwater Police Chief Norman McNickle said.

"This case now rests in the hands of the judicial system," McNickle said.

The preliminary hearing for Morris, who has been charged with two counts of rape by instrumentation and three counts of lewd acts with a child, was scheduled during Morris's brief court appearance today for Aug. 28.

If convicted of the five-count charge, Morris could receive as much as two life without parole sentences plus 60 years in prison, court records show.

Morris was originally represented by Oklahoma City attorney Susan Ann Knight, but now is being defended by four Oklahoma City attorneys, Joe E. White Jr., Charles C. Weddle III, Marvel E. Lewis and Blake Farris, court records show.

Morris, who was an officer with the Stillwater Police Department for 17 years, had served as a School Resource Officer for six years, McNickle said.

He was suspended without pay at the time of his June 16 arrest at his Ripley residence, McNickle said.

Morris resigned from the Stillwater Police Department on June 26, McNickle said.

"As a Police Officer and a School Resource Officer, Morris was sworn to protect and serve all the citizens of Stillwater," McNickle said in a press release when Morris was arrested by officers from the Oklahoma State Bureau of Investigation, Stillwater Police Department and the Payne County Sheriff's Office.

"It is apparent to me and the personnel of the Stillwater Police Department that the sacred trust in the Oath of Office was violated." McNickle said.

"Department members are deeply disappointed and disgusted in the actions of a veteran officer.

"Members of the department take their oath seriously and will continue to seek out those who violate the public trust and where appropriate, seek prosecution and removal from office," McNickle said.

An investigation began on May 20 when a citizen reported a concern to police that Morris was engaged in an inappropriate relationship with a 15-year-old girl, McNickle said in his press release.

"The original information supplied by the citizen had no evidence of criminal activity by Morris.

"Two investigators were immediately assigned to determine if Morris had violated any policies of the Stillwater Police Department Standard Operating Procedures.

"The internal investigation continued until June 1, 2009, when information was discovered that Morris had possibly violated state law in his conduct with the 15-year-old victim.

"Based on this information, I immediately asked the Oklahoma State Bureau of Investigation (OSBI) to assist the Stillwater Police Department in conducting a criminal investigation into Morris' conduct," McNickle said.

"On June 2, 2009, the criminal investigation determined probable cause existed that Morris committed a felony. Also on June 2, 2009, Morris was suspended from duty and his powers to act as a police officer were revoked," McNickle said.

"On June 10, 2009, two investigators were dispatched on an out-of-state trip to interview potential witnesses in the criminal investigation. The trip continued through Monday, June 15, 2009," McNickle said.

The following day, charges were filed against Morris by Payne County First Assistant District Attorney Tom Lee.

Morris was booked into the Payne County Jail and released after posting a $25,000 property bond, court records show.

According to an affidavit by OSBI agent Richard Brown, the girl knew Morris for the two years she attended Stillwater Junior High School. She said that she talked with Morris every morning at school, the affidavit said.

"She and Morris exchanged phone numbers and would text each other. She felt Morris knew she liked him and that he liked her.

"She became close to Morris. Morris would text her saying he loved her and would be able to show her how much he loved her," the affidavit alleged.

She told the OSBI agent that Morris fondled her while they were alone in his home and that while he was driving her back to her house, Morris put his finger in her genital area, the affidavit alleged.

In May two days before she was to leave Oklahoma for the summer, Morris came by her house while her father was at work and they performed manual sex acts on each other, the affidavit alleged.

Morris subsequently talked to Stillwater Police Officer Guy Palladino, who was a School Resource Officer assigned to Stillwater's Sangre Ridge Elementary and Middle Schools, as well as Westwood Elementary School. Palladino also was a Fraternal Order of Police (FOP) representative for any officer at the Stillwater Police Department, according to the affidavit.

Morris told Palladino that they had sexual contact, but denied having oral or vaginal sex with the girl, the affidavit alleged.

Morris knew his job was gone and he hoped he did not have to go to prison, but that he had done this to himself," the affidavit alleged.

Retired Deputy Mark Petrina Arrested for Lewd Acts with Child

A retired Kern County Sheriff's deputy was arrested Thursday night in Seattle on five counts of lewd or lascivious acts with a child.

Mark Thomas Petrina also faces a count of continuous sexual abuse of a child, according to Kern County Superior Court records.

The charges were filed last month against Petrina, who was born in 1933, according to court records. Each count is listed as a felony. Two counts were for victims who were either ages 14 or 15, and three counts were for victims under the age of 14, court records show.

Petrina's alleged victims were relatives, according to a law enforcement source who spoke on condition of anonymity.

Petrina is scheduled for arraignment on Monday.

Former Officer Reuben Delgadillo Arrested for Lewd Conduct with Minor


Reuben Delgadillo, 26, Caldwell, was arrested Thursday morning in Ada County on a felony warrant issued by the Canyon County Sheriff's Office.

Caldwell Police Chief Chris Allgood said Friday that Delgadillo was an officer in the police department from early 2005 to late 2008. He said Delgadillo resigned last year.

Allgood said he did not know when the alleged lewd conduct with a minor occurred.

"The state investigated, and I have very few details," the police chief said.

Calls to the Canyon County Sheriff's Office were not returned Friday.

Former Deputy Ron Chris Crabtree Charged with Child Sexual Misconduct

Authorities with the South Carolina State Law Enforcement Division (SLED) and the Georgetown County Sheriff’s Office arrested 35-year-old Ron Christopher “Chris” Crabtree, former Georgetown County Sheriff’s Deputy, this afternoon for Criminal Sexual Conduct 2nd Degree and Lewd Act on a Child.

The investigation began on February 2, 2009 when authorities in Ohio made contact with the Georgetown County Sheriff’s Office with sexual assault allegations against Deputy Crabtree. The allegations were received from Ohio authorities because the victim lives in Ohio and the incident allegedly occurred in Pawley’s Island.

Georgetown County Sheriff’s Investigators made a preliminary inquiry into the allegations with the authorities in Ohio and subsequent to the preliminary inquiry; Deputy Crabtree was placed on leave with pay.

Sheriff A. Lane Cribb requested that SLED assist in the investigation. During the course of the investigation, Deputy Crabtree’s employment was terminated.

Crabtree was arrested at the Georgetown County Sheriff’s Office after turning himself in and transported to the Georgetown County Detention Center by SLED. Crabtree served with the Georgetown County Sheriff’s Office for 2.5 years.

Sheriff Leroy Green's Son Arrested for Raping Child


The son of Wyandotte County Sheriff Leroy Green Jr. was arrested Monday on charges that he raped or lewdly fondled children under the age of 14.

Police had been looking for Leroy Green III, 35, of Kansas City, Kan., since Dec. 19, when he was charged with nine counts of rape and six counts of aggravated indecent liberties with a child, according to charges filed by Deputy District Attorney Sheryl Lidtke.

All of the counts accuse Green of engaging in lewd fondling or sexual intercourse with his victims.
Wyandotte County Jail administrator Jeff Fewell said the sheriff was aware of the charges against his son but had no comment.

The charges accuse Green of criminal acts that began in 2001 and continued until August.

District Attorney Jerome A. Gorman said Monday that Green is accused of victimizing several girls he knew.

The investigation into at least one of the charges dates to 2007, Gorman said.

According to information on the Wyandotte County Jail’s Web site, Green has been booked into the jail five times since 2002, but the charges were not listed. Each time, Green was released on his own recognizance.

Green was taken into custody without incident about 8 p.m. Monday in the 600 block of Oakland Avenue, Kansas City, Kan., police said. Gorman said bond was set at $1 million.

Deputy James Doyle Accused of Lewd act on Child

FULLERTON, Calif.

A Los Angeles County sheriff's deputy has pleaded not guilty to groping a 15-year-old girl as her dying father was in the hospital.

James Doyle, 45, of Long Beach, entered the plea Wednesday in an Orange County courtroom to a felony count of committing a lewd act on a child. He faces up to three years in prison if convicted.

Doyle, who works as a courtroom bailiff, is free on bail.

Doyle had taken his friend's two daughters out to eat while the man was hospitalized in June. Prosecutors say while driving the girls home, Doyle reached under the 15-year-old's shirt and grabbed her breast.

Authorities say the girl's mother learned of the alleged incident a week later but delayed reporting it to Brea police until after the father died in September.
