Seemingly respectable members of the mainstream — a police officer, a paramedic, a rabbi, an airline pilot, an architect, a Boy Scout leader — were caught using the Internet to collect and trade child pornography, federal officials said Wednesday.
The six were among 70 New York City-area men and one woman charged as the result of a five-week investigation by the Homeland Security Investigations arm of U.S. Immigration and Customs Enforcement.
Some of the defendants, using search terms like “real child rape” and “family sex,” had downloaded thousands of disturbing images on their computers inside suburban homes they shared with their families. The lone woman was accused of allowing another suspect to videotape her son.
Federal and state officials who announced the arrests on Wednesday called it one of the largest local roundups ever of people who seek to anonymously share the porn online — and a stark reminder that they come from all walks of life.
“This operation puts the lie to the classic, stereotypical profile that child predators are nothing more than unemployed drifters,” said James Hayes, head of ICE’s New York office.
Authorities say an alarming number of the defendants held positions of trust that gave them access to young children. The Boy Scout leader also coached a youth baseball team. The rabbi home-schooled his children and others. Another person used hidden cameras to secretly film his children’s friends.
The operation was meant to send a message to producers and consumers of child porn “that they are going to be identified, that they are going to be found,” Hayes said. “Those people need to look themselves in the mirror and do whatever they need to do to stop this activity.”
Authorities say advances in technology and computer capacity have allowed child-porn collectors to easily amass vast troves of images and to exchange files with each other directly. The New York effort resulted in the seizure of nearly 600 desktop and laptop computers, tablets, smartphones and other devices containing massive amounts of storage.
Agents were still examining the devices to locate and catalog evidence, an arduous task that could result in more arrests. The National Center for Missing and Exploited Children also will have analysts review the images to see whether it can identify children using databases of known victims.
“We refer to each of these images as a crime scene photo because that’s exactly what they are,” said John Ryan, the organization’s chief executive officer.
Authorities decided to launch the operation after the arrest in January of the Mount Pleasant, New York, police chief, who pleaded not guilty this week to federal charges of knowingly receiving and distributing child pornography. Court papers allege that Brian Fanelli told investigators he began looking at child porn as research before it grew into a “personal interest.”
In May, agents on computers created a digital dragnet with the same tactics used in the Fanelli case: Agents posed as collectors of child porn who wanted to anonymously trade it through file-sharing programs others use to share pirated hit music and movies. Once given access to personal libraries of child porn photos and videos, the agents identified the numeric IP addresses of the sources of the material.
The next step as was to subpoena Internet service providers to obtain names associated with the IP addresses. The investigators narrowed the list down to 100 people who were the most active and recent traders, and obtained search and arrest warrants.

Former Officer Steven Webb & Wife Sentenced to Prison for Child Porn Charges
Ex-Kannapolis police officer Steven Anthony Webb and his wife were sentenced this week in a child porn case after they agreed to plead guilty in December.
Steven Webb, of 1408 Nottingham Drive, Kannapolis, originally was charged with receiving child pornography, distributing child pornography, two counts of possessing material containing child pornography and one count of accessing child pornography with the intent to view.
He pleaded guilty to the accessing child pornography charge and was sentenced Tuesday to 10 years in prison, Kannapolis police confirm. He will also have to register as a sex offender.
Tracy Webb, of the same address, was sentenced Wednesday to three years in prison after pleading guilty to misprision of a felony -- failing to notify authorities about her husband’s actions.
Prosecutors agreed to not oppose a motion to dismiss her original charge -- knowingly and willfully making a materially false, fictitious and fraudulent statement and representation to agents from the FBI.
Steven Webb, a former Kannapolis police officer, was accused of receiving and distributing child pornography over the summer. He worked for KPD from June 18, 2008 until his termination on July 31, 2013, after his arrest by the FBI on July 22.
Prosecutors had planned to use testimony from four witnesses who claimed Steven Webb abused them as minors. They also said the minors in the recording featuring Tracy Webb “implicate sexual abuse by both defendants,” according to a document filed in the case.
Kannapolis Police Chief Woody Chavis said an anonymous tip in July led KPD to Steven Webb, and the agency immediately called in the FBI.

Officer Kevin Nguyen Arrested for Possession of Child Porn
The San Jose Police Department has arrested a Mountain View police officer for felony possession of child pornography.
San Jose police served a search warrant at the residence of 36-year-old Kevin Nguyen on May 13, finding child pornography on his computer. Detectives from the San Jose Police Department along with the Internet Crimes Against Children Task Force members arrested Officer Nguyen at the Mountain View Police Department Tuesday afternoon without incident.
Nguyen was booked into the county jail for possession and distribution of child pornography. He was out of custody by Wednesday afternoon according to a Santa Clara County Sheriff's spokesperson, who declined to say whether Nguyen posted bail.
Nguyen, a 7-year veteran of the Mountain View Police Department, was placed on paid administrative leave pending the investigation and arrest conducted in conjunction with the ICAC Task Force Program. Nguyen also worked as a sketch artist for the Mountain View Police Department.

"If true, the allegation against Officer Nguyen is deeply unsettling," the Mountain View Police Department said in an open letter to the Mountain View community about Mguyen's arrest.. Retired Officer Joseph Ferrante Out on Bail for Child Porn Found Drunk Outside Liquor Store
A retired Peabody cop, out on bail in a child pornography case, was found parked outside a liquor store swigging from separate bottles of vodka and cranberry juice Tuesday morning, police said.
As a result, Joseph Ferrante, 60, of 30 Bresnahan St., Peabody, is being held in custody without bail after a Peabody District Court judge revoked his bail in the child porn case.
According to a police report, Ferrante begged Patrolman Patrick Berardino not to arrest him after Berardino spotted him in a rented Hyundai idling outside of A&L Liquors on Foster Street at 10:25 a.m.
“Pat, please don’t arrest me,” Ferrante allegedly asked the officer. “They will revoke my bail, and I will go to jail.”
Before he approached Ferrante, Berardino watched him drink from the two bottles, one a 200-milliliter (6.8 ounces) bottle of vodka and the other a 16-ounce bottle of cranberry juice. Ferrante then got out of his car holding the two nearly empty bottles and stumbled toward a Dumpster, police said.
Police said Ferrante nearly fell while doing field sobriety tests. There is no indication in court papers that he took a Breathalyzer test.
Ferrante was arrested at the scene and arraigned Tuesday afternoon in Peabody District Court, where Judge Richard Mori not only revoked his $5,000 bail in the child porn case but set additional bail of $500 in the drunken-driving case.
Ferrante is also charged with violating the city’s open container ordinance. He pleaded not guilty to both charges.
In November, he also pleaded not guilty to charges that he stored and shared child pornography on his home computer, which was connected to an online file-sharing service frequently used by pedophiles. Those charges came after an investigator from the Internet Crimes Against Children unit of the state police linked his IP address to one that was offering explicit images of boys.
He is due back in court on April 16 for a probable cause hearing in the child pornography case and a pretrial hearing in the drunken-driving case.

Former Officer Robert Mullen Pleads Guilty to Distributing Child Porn
A former Oklahoma police officer who now lives in Albuquerque pleaded guilty Wednesday to distributing child pornography, according to the U.S. Department of Justice.
Robert Mullen, 60, was arrested in December 2013 and was charged in January for committing the crimes between August and December of last year.
Mullen will serve five to 20 years in prison when sentence, according to the DOJ.

Former Jail Guard James Kriegner Faces More Child Porn Charges
Last month a 43-year-old former New Jersey jail guard was arrested on charges of possessing child pornography. Now he is charged with creating porn with a 15-year-old girl.
James Kriegner of Bensalem, a former Mercer County corrections officer, was arrested last month after police allegedly found more than 100 images of child porn on his computer following a three-month investigation into child pornography distribution.
Bensalem Detective Kevin Cornish reportedly found that Kriegner downloaded files of known child sex abuse from an IP address registered to Kriegner's Knights Road apartment, according to a probable cause affidavit.
Kriegner, who has been unemployed since December, later turned over two laptop computers for forensic examination under a search warrant, and one had more than 100 images of child sex abuse, court documents allege. Fifteen files were identified by the National Center for Missing and Exploited Children as containing known victims of child sex abuse, police said.
The forensic examination also found image files of Kriegner video chatting with an unidentified girl, and a folder containing sexual images that appeared to be of the same girl, police said.
Kreigner identified the girl as a 15-year-old, the affidavit shows.
Police said the girl told them she had been engaging in sexual activity with Kreigner since April.
Bensalem Detective Kevin Cornish, who handled the investigation, said he is not aware of Kreigner posting or sending photographs of the girl, but that the photos have to be sent to the National Center For Missing and Exploited Children to be checked.
Kriegner was arraigned Thursday before Bensalem District Judge Leonard Brown on charges of statutory sexual assault, indecent sexual assault on a person under age 16, unlawful contact with a minor, and related child porn and sex crime offenses.
His bail was set at 10 percent of $750,000, but he remains in Bucks County prison in lieu of 10 percent of $500,000 bail from his earlier child porn arrest.

A former Bakersfield police officer convicted of possession of child pornography was sentenced Monday to three months in custody after he violated his supervised release conditions.
Christopher Bowersox was first arrested in February 2010, accused of possessing and distributing child pornography. The FBI stated he had child pornography images on his home computer and took part in online chats in which he discussed raping, mutilating and killing young boys.
He resigned from the Bakersfield Police Department in early 2010, a few months after the child pornography investigation was launched. Bowersox had headed up the police anti-graffiti unit for a time.
Last year, Bowersox, who was released from prison, violated his parole by accessing pornography on the Internet.
Monday, the federal judge in Fresno also re-imposed a term of supervision for 117 months, during which Bowersox will be required to register as a sex offender, and his access to minors, computers and the Internet will be restricted.

Retired Officer Joseph Ferrante Charged with Sharing Child Porn
A retired Peabody police officer has been charged with storing and sharing child pornography on his computer.
Joseph Ferrante, 60, of 30 Bresnahan St., Peabody, is scheduled to be arraigned this morning in Peabody District Court on charges stemming from an investigation by the state police Internet Crimes Against Children unit, according to court papers.
Ferrante was arrested at his home on Monday after troopers obtained a search warrant that allowed them to seize and examine Ferrante’s computers. A preliminary search confirmed that among the items on the computer’s hard drive was a video of two boys engaging in sexual activity.
That is the same video Sgt. Michael Hill found when he visited a file-sharing network in September.
The video, with the name “bibcam,” (short for “boys in bedroom”) depicted adolescent boys, 12 and 14, engaging in sexual acts. It was one of the videos listed on the file-sharing site as being available from a specific computer within the group.
Hill also found another video showing a boy under the age of 10 engaging in sexual activity with an older male. As the investigation continued, Hill was able to link directly to the same computer and found another video, this one described as a “preteen hard-core” video of an 8-year-old girl.
Using the IP address of the computer, prosecutors sought a subpoena from Comcast and learned the identity of the subscriber, Ferrante.
On Monday, they showed up at Ferrante’s home with a search warrant.
Trooper James Dowling confronted Ferrante, who initially acknowledged only that he had “passed by” child porn.
Ferrante admitted to using the file-sharing service and admitted that he had both searched for and viewed child pornography. But he allegedly told investigators he did not believe there was child pornography on his computer.
A trooper who did a preliminary search found, in addition to the video of the two adolescent boys, files with names that suggested that they also contained child pornography. Police took the computer for a full search.
Ferrante, who is divorced, was released late Monday on $5,000 bail set by an assistant clerk magistrate following his arrest.
Ferrante is facing charges of possession and dissemination of child pornography. The possession charge carries up to a five-year prison term, but dissemination of child pornography carries a minimum mandatory 10-year term and up to 20 years in prison.
