Officer Kevin Kelly Accused of Flashing Gun at Server from IHOP

The Oakland Police Department has launched an internal investigation into the arrest of an off-duty police officer who is accused of flashing a gun at a server at a San Francisco restaurant over the weekend, officials said Thursday.

Officer Kevin Kelly was cited by San Francisco police and released for allegedly showing a gun to a server in an attempt to impress her about 2:40 a.m. Sunday at the 24-hour IHOP Restaurant at 2299 Lombard St. in the city's Marina District.

"Apparently, a young lady he was talking to, it appeared that he was trying to impress her by letting her know he was a police officer," said San Francisco police Sgt. Eric O'Neal
 a department spokesman. "He brandished a gun. He briefly pointed it in her direction and he pointed the weapon in an upward position, pointing it at the ceiling of the restaurant. That caused the young lady some concern, enough to call SFPD officers."

Kelly told officers that he had been drinking Saturday night. "It was unknown what level of consumption the off-duty officer had," O'Neal said.

San Francisco police seized Kelly's gun, which was not issued by the Oakland police, as evidence, O'Neal said.

In a statement released to The Chronicle on Thursday, Oakland police said the department "takes all allegations of misconduct involving our employees seriously. Ensuring internal investigations are swift, fair and objective is our priority. We are conducting a thorough investigation into this incident, focused on discovering all pertinent facts and circumstances."

Kelly is on paid administrative leave, said Officer Johnna Watson, an Oakland police spokeswoman, pending investigations by San Francisco police and Oakland police internal affairs investigators.

Kelly is one of 38 officers who graduated in March 2013 from the department's first academy in four years. Kelly's father, Jim Kelly, is a San Francisco police inspector who pinned his son's badge at a ceremony at the Scottish Rite Temple near Oakland's Lake Merritt.

Officer Tammi Jo Gordy Arrested for Road Rage

A DeWitt Police officer has been taken off the streets after Davenport Police say she pulled a gun on another driver.

Davenport Police received a call about a "road rage" incident along Utica Ridge Road on Sunday, February 14. The male caller said the other driver had a gun. Reports state the other driver was DeWitt Police Officer Tammi Jo Gordy. During the investigation, Gordy said that the other car pulled out in front of her and when she passed, the passenger flipped her off. That's when they both stopped at the parking lot on 53rd and Utica Ridge Road and she said the man got out in a threatening manner. Police say that's when she showed her gun and a can of mace. The man had his wife and two young children in the car.

"We immediately launched our own internal affairs investigation regarding the administrative violations that are going to go along with the criminal allegations," said DeWitt Chief of Police Tom Whitten. "We're definitely going to provide the employee with the due process necessary. Once we complete our investigation, we'll review the facts and determine...any possible discipline."

Davenport Police has charged Officer Gordy with Aggravated Assault, an aggravated misdemeanor. She is due in court on March 3. The DeWitt Police have placed Officer Gordy on paid administrative leave.

Officer Thomas Fees Suspended for Brandishing Weapon at Bar

A Tulsa police officer has been placed on paid suspension following an incident at a downtown pub during which he reportedly brandished a gun and threatened to kill a security guard.

Officer Thomas Fees, 32, was booked into the Tulsa Jail on complaints of pointing a dangerous weapon and carrying a firearm while intoxicated.

Management at Oscar’s Gastro Pub, 1738 S. Boston Ave., said Fees was drinking cocktails at the bar when, at about 1:15 a.m. Saturday, he began grabbing a woman. After being repeatedly asked by the woman’s boyfriend to stop, the officer cursed at the man and identified himself as a police officer, witnesses said.

An argument ensued between the officer and the woman’s boyfriend, management said, and security guards asked Fees to leave multiple times before forcing him out.

Once outside, the officer reportedly drew his gun and pointed it at one of the security guards, a black man.

The officer then told patrons, “If you don’t move, I’ll kill that n-----,” witnesses said.

Management said the officer then went to Mercury Lounge, a bar across the street, where he was subsequently arrested by Tulsa police.

Capt. Karen Tipler said Saturday night that Fees is on paid suspension pending further investigation.

Officer Charles Henderson Charged with Pulling Weapon During Altercation While Off-Duty

An off duty Canton Police Officer is accused of pulling his gun on a man during an altercation outside a restaurant. Officer Charles Henderson faces a misdemeanor charge for the threatening behavior.

“It’s always disappointing anytime any of our officers is focused on in a negative manner,“ said Canton Police Chief Vickie McNeill. “That’s hurtful to the department, but we’ll deal with it. He is a part of our department. We’ll look at every side of it and make a decision based on that.“

Yazoo City Police say Henderson got into a scuffle with a man at the Rib Eye Steak House in Yazoo City. When the fight heated up they went outside, and Henderson reportedly pulled his gun on the man.

The Canton Police Chief says Henderson has been taken off the streets and is doing desk duty until the case is heard in justice court.

The chief says officers are not allowed to carry their guns off duty.

“This situation came as a surprise to us,“ said Chief McNeill. “Before we can make a call one way or the other, we first must know the investigative report details.“
Chief McNeill says because he faces only a misdemeanor charge and not a felony, even if he is convicted there’s a good chance he won’t won’t lose his job over it.

“I realize that there are gonna be shortcomings here and there because humans are still human beings,“ said Chief McNeill. “And you can’t make them be anything else other than that.“

The chief says Henderson has been an officer with the Canton Police Department for about three years.

Officer Jonnie Hicks Arrested for Assaulting Woman

A Newport News police officer was arrested early Friday morning and charged with assaulting a woman in her home.

Johnnie Hicks, 30, assigned to the South Precinct High Impact Patrol Unit, is charged with assault and battery and brandishing a firearm. He has been with the Newport News police almost two years.

Hicks has been placed on paid administrative leave pending an internal and criminal investigation.

Police spokeswoman Holly McPherson said Hicks was arrested about 1:48 a.m. on Youngs Mill Lane.

She said officers responded to the address after receiving reports of a person with a gun.

She said investigators determined that, while off duty, Hicks got into "a confrontation" with a 30-year-old Newport News woman, described as "a neighbor," in her residence.

During the incident, he assaulted her and brandished a firearm, McPherson said.
